CALL MEETING TO ORDER
A special meetang of the Planning Commission of the City of Rolling Hills was called to order by
Chairman Chelf at 10:01 a.m. on Tuesday, August 8, 2017 in the City Council Chamber, at City Ha11, 2
Portuguese Bend Road, Rolling Hills, California.

Cammissioners Present; Coaley, Seaburn, Vice Chair Kirkpatrick and Chairman Chelf.
Commissioners Absent: Cardenas(excused).

RESOLUTIONS
I�ESOLUTION NO. 2017-13a A RE50LUTI�N OF THE PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS APPROVING A REQUEST FOR A SITE PLAN REVIEW
FOR CONSTRUCTION OF FOUR RESIDENTIAL ADDITIONS TOTALING 917 SQUARE
FEET, A 200 SQUARE FOOT TRELLIS, TWO TERR.ACES, AND RELATED
IMPROVEMENTS IN ZQNING CASE NO. 924 AT 7 P�RTUGUESE BEND ROAD, LOT 41-
RH, (MARTIN}. THE PRQJECT IS EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALI'TY ACT, (CEQA) PURSUANT TO CLASS 1, SECTION
]530�(3) 4F THE CEQA GLTIDELINES.
Charrman Chelf in�roduced the item and asked for staffls comments.
Assista.nt Planner Stewart stated that the Planning Commission did not have a quorum for this item at
the :1ext meeting; therefore, a special meeting was convened. She reviewed the applicant's request in
Zon�ng Case No. 924 at 7 Portuguese Bend Road. She stated that the resolution is for approval of a site
plan review and to lift the restricted development designa.tion. Assistant Planner Stewart indicated the
proposal includes fouz� xesident�al additians. She stated that during the field visit the Planning
Commission requested that tk�e rest�ricted development designation be lifted and that this designation is
incl�zded in the resolution.
In response to Chairmain Chelf's question, Assistant Planner Stewart stated that tb.e project could have
been approved over the counter if it did not ha,ve the restricted deve�apment designation.
Chairman Chelf called for public comment. Hearing none,he closed the public hearing.
PlasTning Director Schwartz stated that Vice Chairman Ki�rkpatrick went to the field at 7 Portuguese
Ben�3 Road and listened to the audio file of the July 1 S, 2417 Planning Commissian Meet�z�g.
Cornmissioner Seaburn moved that the Planning Commisszon adopt Resolution No. 2017-13 granting

Commissianer Kirkpatrick seconded the motion, which carried without objectian(Cardenas absent).
ADJOURNMENT
Hearing no further business before the Planning Cornrnission, Chairman Chelf adjou3ned the rneeting at
10:Q4 a.m. The next regular meeting of the Planning Commission is scheduled to be held on Tuesday,
August 15, 2017 beginx�ing at 6:30 p.m. in the City Council Chamber, Rolling Hills Ciiy Hall, 2
