MINUTES
Councilman Hesse requested that the following change be made in
the minutes of August 12, 1968.- in the last paragraph under PROPOSED
ORDINANCE - Vicious Dogs, "Councilman Hesse suggested that a new committee
be formed consisting of persons who feel that the ordinance should be
passed and persons opposed to adoption of the ordinance" be changed to read

Motion to accept the minutes as corrected was made by Councilman
Fay, seconded by Councilman Sauer and unanimously carried.
CORRESPONDENCE
County Engineer re: Geology Report - Roach Area
A letter dated August 7, 1968 from the County of Los Angeles, De -
a
rtment of County Engineer, enclosing an evaluation of Dr. Manley Natland"s
sologic report regarding the "Roach Area" was presented to the City Council
the Manager. Mrs. Clifton stated that Dr. Natland and Mr. Roach had been
ven the report just before the start of the meeting. Dr. Natland said he
wished to have the opportunity to study the evaluation and possibly request
a meeting with representatives from the Los Angeles County Engineer's Office
and the engineering geology section.

Mayor Nadal said that the evaluation of the report was too tech-
nical to be interpreted by anyone not qualified by training in the field
of geology, and requested that Dr. Natland study the report and advise the
Manager with regard to his and Mr. Roach's desire for a meeting with
County Officials.
Mayor Nadal ordered the matter held on the agenda.
Lanco Engineering reo Time Extension, Tentative Tract 26652 7., R. A. Friend
The City Manager presented a letter dated August 19 requesting a
time extension of one year on Tentative Tract 26652, R. A. Friend. Motion
to grant the time extension as requested was made by Councilman Fay, seconded
by Councilman Hesse and unanimously carried.
Lanco Engineering re: ,Time Extension, Tentative Tract 27316 ®'C. M. Leonard
The City Manager presented a letter dated August 19 requesting a
time extension of one year on Tentative Tract 27316, C. M. Leonard. Motion
to grant the time extension as requested was made by Councilman Fay, seconded
by Councilman Hesse and unanimously carried.
Lanco Engineering re: Time Extension, Tentative Tract 28147 ® Clark Jackson
The City Manager presented a letter dated August 19 requesting a
time extension of one year on Tentative Tract 28147, Clark Jackson. Motion
to grant the time extension as requested was made by Councilman Fay, seconded
by Councilman Hesse and unanimously carried.
Rolling Hills Estates re: Road Requirements, Tract 28147
A letter dated August 21, 1968 from Joseph P. Leach, City Adm inism
trator of the City of Rolling Hills Estates was presented to the City
Council.
As a condition of approval of Tract No. 28147, Clark Jackson, owner,
was required.to,provide at least 18 feet of pavement within the multiple
access strips, and to coordinate the design with the City of Rolling Hills
Estates regarding future improvements to Palos Verdes Drive North. Mr.
Leach advised that there are no approved plans for the Palos Verdes Drive
North improvement, and therefore the requirement to coordinate is waived,
as there is no criteria regarding elevations, etc. from which to design.

The Manager advised that the/presented allowed the Jacksons to
meet that condition for the tentative map of Tract 28147. The Mayor
ordered the letter filed in the Clark. Jackson Subdivision file.
REPORTS OF CITY DEPARTMENTS
Sheriff's Department
The report of the Sheriff's Department for the month of June 1968
was presented. The report was received and filed.
FINANCIAL STATEMENT
Councilman Fay moved that the report of the City Treasurer for the
month of July 1968 and the Financial Summary for the month of July 1968 be
approved. Motion was seconded by Councilman Hesse and unanimously carried.

FINAL MAP - Tract 24669, Dr. Alex Wilcox
The City Manager stated that Dr. Wilcox's engineer had requested
hat the approval of the final map be put on the agenda, but had been unable
o furnish the final map because of a problem with bonding. Mayor Nadal
rdered the matter held on the aganda.

RESOLUTION N0. 23.2 - Fixing Tax Rate for Fiscal Year 7/1/68 - 6/30/69
Councilman Fay moved for adoption of Resolution No. 232 entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS,, CALIFORNIA,
FIXING THE RATE OF TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1968 AND
ENDING JUNE 30, 1969, and that reading in full be waived. Motion was
seconded by Councilman Hesse and carried by the following roll call vote:
AYES: Fay, Hesse, Sauer, Nadal
NOES: None
ABSENT: Klein
PROPOSED ORDINANCE - Providing for the Control of Animals and the Licensing
of Dogs (Vicious Doffs)
Mayor Nadal scheduled a meeting for Thursday, August 29th at 8:30
A. M. in the Administration Building for discussion of the proposed ordin-
ance, with Mr. Robert Merrill, Mr. James Brogdon, City Attorney,William
'nley, City Manager Teena Clifton and Mayor 'Nadal in.attendance. A -report
'll be presented to the City Council at the next meeting.
Mayor Nadal ordered the matter held on the agenda.
PROPOSED ORDINANCE - Traffic
City Attorney Kinley advised the Council that he had rewritten
the Traffic Ordinance of the City of Rolling Hills so that the Sections
will agree in number with the Los Angeles County Ordinance Sections, in an
effort to eliminate confusion on the part of deputies_ writing citations
in the city. -3-

SUBDIVISION NO. 39 - Tentative Tract No. 28172, Albert Pinamonti
The minutes of the Architectural Committee meeting on August 19
with reference to a single access for both lots on Subdivision No. 39,
Albert Pinamonti, 4 Saddleback Road were presented by the City Manager.
Recommendation that a single access be considered was referred to the
Architectural. Committee by the City Council, at the recommendation of the
Planning Commission of Rolling Hills.
The Architectural Committee minutes read as follows: The Committee
has considered the single access to both lots as recommended by the Planning
Commission and approve the recommendation."
After discussion, motion for approval of Tentative Tract No. 28172
was made by Councilman Fay, seconded by Councilman Hesse and unanimously
carried.
ADJOURNMENT
There being no further business to come before the meeting, Council-
man Fay moved that the meeting 'be adjourned until Wednesday, September 11,
1968, because of the Admission Day holiday on September 9, the next regular
meeting day. Motion was seconded by Councilman Sauer and unanimously
carried.
Mayor Nadal adjourned the meeting at 8:30 P. M.
