A1so present£or this project were: John Aeszch, owners' representative Anthony Inferrera, Architect Ms. Wachs, owner ZONING CASE NO. 930 Request £or a Site PTan Review to canstruct a new approxirnately 1,500 square �oot residential addition and �20 square foot garage a�dition, conver�ion of a 422 �quare foat garage to a new re�ide�t�ial sgace, 855 sqtxare� feet of new covered porches, and a new 200 square foot trellis. The subject property is located at 52 Portuguese Bend Itoad {Lot 4-F'I') Rolling Hi1Is, CA, (Frey Survivor Trust/Francesca Wachs). CEQA Categorical Exemption under Class 1,Section 15301. The Planning Commission met at �.ie subject property to continue the public heari.ng from the August 15, 2017 meeting. Assistant Planner Julia Stewart explained the proposed project included residential addifions, a garage addition covered porches and a trellis. She stated that the project will be construcfed on an existing building pad, so that no grading is required, that there exists a small stable with corral on the Iot and sufficient contiguous area to accommodate the required 1,000 sq.ft. set aside is available. She stated that the driveway may have to be widened, per Fire Department requirements, but that there is ample room to do that. She pointed out the roofline of the additions, a portion of which would be over 3 ' higher than the existing house. There being no questions or concerns from the Planning Cornmission or others present, the meeting was continued to thE evening meeting of the Planning Comtnission. 1 B. �'ZONING CASE NO. 925, Request for a Site Plan Kevxew to consfruct a new 93$ square foot residenfial addition and 982 square foot basement, conversion of a �k84 square foot garage to a new residential entry, new spa and 5 foot retaining wall; and Conditional Use Permit for an approxunately 352 square foot addition�o an existing 43Q square foot pool house; and Variance to exceed the maximum permitted disturbance af the lot to up to 45.7%. The subject property is located at 16 Pine Tree Lane (Lot 81-Z- RH} Rolling Hills, CA, {Bharadia). CEQA Categorical Exemption under Class 1, Section 153Q1. A1so present for this project were: Bizhan K. Khaleeli, Architect Chairman Chelf opened and continued the public hearing from two earlier Planning Commission meetings (July and August). Assistant Planner Stewart explained �he elements of the proposed project. Included ix� the explanation were two possible new eiements with the potential for a wall st7ructu:re in th.e front yard area and setback. But because those elements were not yet officially part of the project they could only be clarified and not discussed. A wall that had been part of the original proposal and was noticed to the public and residents was discussed. There were questions about if the wall could be reduced or eliminated and what effect �hat would have on the proposed project. Concerns regarding the grading and the pad for �the newly proposed garage as well as the eventual height and mass of the new garage were raised. After some discussion and f�ie architects explanation of how the resulting project and the slope in the front would look Iike aII present at the field visit moved furtl�er into the property and were shown the stable and corral set aside area, the proposed spa area, and 'the px�oposed additions to the existing pool house. No concerns were raised about these elements to the proposed project. In response to Chairman Chelf, the architect stated that he would provide infoxmation at the evening meeting regarding the wall, limits of grading �nd �teepne�s of graded areas. '�'h� pub�ic hearing was then continued to the evening meeting at 6:30 PM. C. Z�NING CASE NO. 91$, Request for a Site Plan Review, a Conditional Use Permit, and a Variance to construct a new 9,165 square£oot residence, 2,250 square £oot basement, new 900 square £oot four-car garage, new 3,575 square foot stable, 9,200 square foot corral, 11,360 square foot riding rin� widened access road Ieading to the corral, and various outdoor amenities. A variance i.s requested to exceed the maximuxn perm'rtted disturbance of the Iot to up to 81.3%. This new construction will require the demolition of the existing residence, fwa small accessory structures, and the existing stable on the subject property locat�d at 20 Upper Blackwa.ter Canyon Road (Lot �Ol- RH) Rolling HiIIs, CA, (Dominic Iannitti). CEQA Categorical Exexnp�ion under Class 3, Section 35303. Also present far this project were: David Palacios, owners' construction manager and representative 2 Anthony�nferrera, Architect Tavisha Ales, Enginee�r The public hearing was continued from the August 15, 2017 Planning Commission meeting. Assistant Planner Stewart explained the project elements and the group began viewing the silhouette of the proposed new residence and sfable from the driveway. Assisfant Planner Stewart stated that the driveway access wi1l be reconfigured and that the Traffic Commission will review the final. propased canfiguration at a future date. Then the group proceeded toward the existing guesthouse and area £or �the proposed stable. Because the previous field visit had been down the street from the sub�ect property, t1�E Commissioners were able to view the stable from Pine Tree Lane. Commissioners raised concerns about the massing and prorxtitlence of the s�ab�e especially from the Pine Tree Lane vantage poinf. There was discussion about how the proposed project would be affected if the stab�e were to be partially recessed into the hillside or the praposed pad lowe�red. The project engineer discussed the potential for more and higher walls that would be necessary for such modifications. The Commissioners were intere�ted in exploring the possibility since the higher walls would most Iikely only be seen internally in the property but tl�e visibi�ity of the stable to the street would be reduced. The group proceeded past �he existing residence, proposed to be demolished, and was able fo view the proposed riding ring and corral areas. In response to Leah Mirsch, Ms. Ales pointed out the equestrian access to the equestrian facilities off of Pine Tree Lane, which would be separate from the front access to the property. Chairman Chelf asked what portion of the p:roposed additional disturbance was made up of the riding ring. The project engineer stated tha� she would provide that information at t�e evening rneetzng. Th�re was some discussion about the grading necessary for the corral and riding ring, and a question about the wall heights adjacent to these areas. The public hearing was then continued to the evening meeting.
