FIELD TRIP
A. Chaiiman Chelf called the public hearing to order at 7:35 a.m. at 24 Cinchring
Road.

ZONING CASE NO. 932. Request for a Site Plan Review to construct higher than previausly
approved ridge line for a pxoj ect consisting of an addition and maj or reno�ation. The "as built"
codition does not comply with the approved plans, at 24 Cinchring Road (Lot 18-3-CH},
{Nakamura). CEQA Categorical Exernption under Class 3, Section 15303.
The Plannuag Commission met at the subject prop�rty to continue the public hearing from the
September I9, 2017 meeting. Planning Directar Schwartz reviewed the proposed project and
sta.ted that this is a,n "as built" situatian, whexe the applican�s would like to keep the higher than
approved height of the structuxe, b�t �ower it by one foot from what is currently built. She stated
that the project is consistent with alI of the prior appravals, except for the height and type of roof
constructed, and thexe are no changes proposed for ttie develapment standards ar grading. The
Architects pointed out a string across the �iront elevatian on the e�erior of the structure
indicating the proposed plate height in the interior of the structure. All present then walked
tl�rough the structure and the architect explai.ned th� delineations of different components of the
proposal and pointed out the proposed height of the residence and the mez�.ani�e.

In response to Mr. Pattersoz�, Planning Director Schwartz stated that a detached garage wi�li a
recreation room was prevzously approved to be located on a separate building pad below the
residence and that a driveway wili be constructed to lead to the garage.
The group then went to Mr. Brunner's residence 26 Cinchring and viewed the project from his
front patio. There being na further questions or commen#s, the pub�ic �iearing was continued to
the evening meeting at 6:30 PM.
B. ZOIVING CASE NO. 922 -Modific�tion. Res. No. 2017-22 .Request for a Madificadon
to a Site Plan Review to construct aditiona190 square �ee#to a previausly appraved 4,859 sqttare
foot residence (fat a totaJ o£4,949 sq.ft. residence) and 1,232 square foot garage.
The other previousl�r appraved impravements include, a 560 square foot swimming pool a�d spa,
with outdoor amenities, 688 square foot guest house, an up to 6' high privacy wall and
exceedance of disturbance of the lot, at 0 Poppy Trai� {Lot 90-B 1-RH), (Serpa). The proj ect is
categarically exempt (Class 3- Section 15303) pursuant to the California Environmental Quality
Act(CEQA) Guidelines.

Planning Director Schwartz reviewed the proposed project and stated tha.t this is a modification
to add 94 square feet to the previously approved residence and to raise the roofline by no rnore
than 10 inches. She pointed out to the stakec� area of the house where the addition is proposed.
She explained tha.t, per �he Zoning Qrdinance, the modificatian far the additioz� constitutes a
rnajor modification and could not be approved administratively, but that raising of the raof could
be approved b� staff.
The Architect explained that when the RHCA Architectural Committee reviewed the project they
requested certain architectural changes that necessita.te the modification to the roafline. The
public hearing was then continued to the evening meeting.
There being no further discussion, the fielc� trip public hearing was continued to tl�e e�ening
meeting of the Planning Commxssion at�:30 PM.
