CALL TO ORDER
� A regular meeting af the Traffic Commission of the City of Rolling Hills was called to
order by Chairman Wilsan at $:33 a.m. on Thursday, January 25, 2018, in the Ciiy
Counci� Chamber, at City Hall, 2 Portuguese Bend Road,Rollutg Hills, Cali�ornia.

APPROVAL OF MINUTES
MINUTES OF SEP'PEMBER 28,2Q17.
Commissioner Hawkins moved that the Traffic Commission approve the minutes of the
regular meeting of the Traffic Commission held on September 28, 2017. Vice
Chairwoman Virtue seconded the motion, which carried without objection (Raine
absent).
PRESENTATTON
PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY
SHERIFF'S DEPARTMENT,LOMITA STATION ON TRAFFIC STATISTICS FOR
THE CTTY OF ROLLING HILLS.
Sgt. Osburn px�esented the monthly traffic statistics. He reported no traffic accidents
occurred during the third quarter o# 2017. Sgt. Osburn discussed the traffic
enforcement efforts conducted during the months of September, November and
December 2017. He indicated that there was no traffic enforcement conducted in �he
mon�h of October 2017. Sgt. Osburn ind.icated that a citation was issued ta a resident
for speeding 72 miles per hour on Crest Road.
Discussion ensued concerning tailgating vehicles.
Chairman Wilson discussed the Rolling Hills Municipal Code (RIIlVIC) versus the
California Vehicle Code (CVC) pextaining to the issuance of traffic citations. He stated
that it is a burden for the aresxdents because they cannot attend traffic school when they
� receive a traffic ci�atian and �his issue continues to be brought up by residents.
Chairman Wi�son discussed the two procedures to change the RHMC, which are to
have a special election with a majority of the residents voting yes, or to receive the
Rolling Hills Community Association (RHCA} Board of Directars approva�.
Commissioner Hawkins stated that the traffic citation matter was discussed at the
ItHCA Board af Directors meeting. He indicated that there was no interes� by the
RHCA to convert to the CVC.
Discussion ensued regarding the issuance of traffic ci�ations.

Chairman Wilson requested that Sgt. Osburn explore whether residents can go to traffic
school and if this is possible, what steps are necessary to make this change. There was
consensus by the Tra�fic Commission for Sgt. 4sburn to research�his matter.
Coxnmissioner Hawkins discussed the parking issues at St. John Fisher Church in the
City of Rancho Pa1os Verdes (RPV}. He provided photos of his parking concerns. He
indicated that �he City of RPV appears not to be interested in installing "no stopping"
signs on the north side of the street. Commissioner Hawkins stated that the City of RPV
did not anstall a parking Iot on Portuguese Bend Road South where hikers and
pedestrians could park their vehicles. Commissioner Hawkins suggested that #he new
City Manager continue to pressure the City of RPV to get these vehicles off the
raadvvay.
Chairn,an Wilson sta#ed �hat thi.s matter was in the Cify of RPV's jurisdiction and that it
occurs mostly on the weekends. Chairman Wilson indicated that he discussed the
option of parking along the k-rails with Captain Beringer, who said that parking is
allowed there as lang as vehicles axe not unpeding traffic. Chairman Wilson stated tha#
he attends a monthly mee�ing with the four Mayors of the Peninsula Cities and that he
would bring up this matter with the Mayor of the City of RPV.
Sgt. Osburn indicated that he attends the City of RPV's Traffic Comrnission meetings
and this is an issue that has been discussed several times. He stated that the City of
RPV has received pushback from the church and residents regarding the limited
parking. Sgt. Osburn nated that the City o€RPV recently painted the curb red.
Vice Chairwoman Virtue stated tha# she feels it is mostly hikers that are impacting the
parking.

CONSIDERATION OF A REVISED PROPOSED DRIVEWAY F�R STABLE
ACCESS AT 20 UPPER BLACKWATER CANYON ROAD.
Traffic Engineer Munoz presented the staff report. She sta�ed that the applicant's
request was for one revised driveway/pathway and pathway apron for stable access at
20 Upper Blackwater Canyan Road. She indicated that the main entrance to the
residence was previously recommended to be taken to the Plarming ComYnission at the
September 25, 2017 Traffic Commission meeting. Traffic Engineer Munoz indicafed that
she conducted a site visi# this morning and prefers the propased 10-foot driveway
instead of a 6-foot driveway and there is adequate sight distance and visibility to the
surrounding residential driveways. Traffic Engineer Munoz stated that the proposed
driveway is an improvement over the previous driveway and is acceptable.
Vice Chairwoman Virtue moved that the Traffic Comxnission recommend approval of a
revised proposed new driveway for stable access at 20 Upper Biackwater Canyon Road.
Commissioner Margeta seconded fihe motion, which carried without objection (Raine
absent).

Hearing no £urther business before the Traffic Cammission, Chairman Wilson
adjourned the meeting at 9:20 a.m. The next meefing of the Traffic Commission is
� scheduled to be held on Thursday, March 22, 2018 begirming at 8:30 a.m. in the Rollulg
Hills City Council Chamber at City HaII, 2 Portuguese Bend Rd., Rolling Hills, CA.
