ROLL CALL Commissioners Present: Hawkins, Raine, Virtue and Chauman Wiison. Commissioners Absent: Margeta(excused). Others Present: Raymond Cruz, City Manager. Yvette Hall, Interim City Clerk. Yolanta Schwartz,Planning Director Vanessa Munoz, Traffic Engineer. Arty Beckler, RHCA,Maintenance 5upervisor. Sgt. Ricky Osburn,Los Angeles County SheriF�s Dept. APPROVAL OF M�NUTES Commissioner Raine moved that the Traffic Commission approve the rninutes of the regular meeting of the Traffic Commission held on July 27, 2017. Vice Chairwoman Viriue seconded �he motion, which carried without objection (Margeta absent). At the request of Chairtnan Wilson, Agenda Item 8.A. - Discussion and Possible Direction Pertaining to Traffic Citations Issued Against the City of Rolling Hil1s Municipal Code (Ora� Report) was reordered and discussed at this time. There were no objections. MATTERS FROM MEMBERS OF THE TRAFFIC COMM�SSION DISCUSSION AND P055IBLE DIRECTION PERTAINING TO TR.AFFIC CITATIONS ISSUED AGAINST THE C�TY OF ROLLING HILLS MUNICIPAL CODE(QRAL REPORT}. Chairrnan Wilson introduced the item and stated that he has received inquiries from residents regarding the applicadon of the Rolling Hills Municipal Code (RHMC) versus the California Vehicle Code (CVC). He stated that in the past, traffic violations were not available to insurance companies; hovvever, insuxance companies are now able to access the RHMC violations within the City. He stated that the disadvantage of this is that residents cannot attend traffic schaol for RHMC violations and there is no opportunity to remove violations from a driving record He i�dicated that he wanted to discuss the matter and determine what options exist for the City. Chairman W�lson stated he was not aware if cita.tzons could be written to the CVC since the�ity's are private. City Manager Cruz sta.ted that in the past �he ir�surance companies were not aware af when citations were issued; however, the insurance companies are now using cita�ion informarion to determine the risk � factor for rates and premiums. He explained the process to convert to the CVC, which would take a majority of the Rolling Hil�s Community Association's Board of Directars to approve or a majority of the property owne�rs must petition the City with a request; thereafter,the City is required to hald a public hearing on the matter. Sgt. Osburn discussed the history of issuing juvenile citations and that they are now written against the CVC, which allows the citarions to be handled by the Torrance Court instead of the Van Nuys Probation Department. Discussion ens�xed concerning the application of the CVC, current traffic violation issues by residents, enforcement a�traffic violations, the advantages and disadvantages of converting to the CVC, and fihe option to attend traffic school. -1- Discussion ensued concerning the lack of enforcement af the RHMC section that prohibits parking on the bridle trails. Comrnissioner Hawkins provided photographs of vehicles parked on t�ie bridle trails on various streets in the City. Following discussion, the Traffic Connmission by consensus directed Caxnmissioner Hawkins to inquire with the Rolling Hills Community Association Board of Directors regarding their position on converting to the California Vehicle Code and report the resuits back to tt�re Traffic Commission (Margeta absent). PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Sgt. Osburn presented the traff'ic enforcement statistics for the months of August and September 2017. He r�a�ed that a citation was issued to a United States Postal Carrier for speeding and that he spoke to the Postal �nspector regarding this matter. He discussed the most recent traffic enforcernent efforts being conducted in the City. City Manager Cruz sta#ed that funding was allocated in the budget to conduct an engineering traffic survey that will allow the Sheriff's Departrnent to use radar for the enfarcement of the speed limits. Traffic Engineer Munoz explained the pracess for co�ducting the traffic su�vey. OLD BUSINESS None. NEW BUSINESS CONSIDER.ATI�N OF A NEW DRIVEWAY APPROACH AT 1 MIDDLERIDGE LANE SOUTH. Chairman Wilson introduced the item and asked for staff's comments. In response to Chairm�n Wi�son's question, Mr. Popovich, property owner of 1 Midd�eridge Lane South, stated that the project was already constructed. Planning Director Schwartz presented the staff report stating that the property owner at 1 Middleridge Lane South praposes to retain an existing access for horses and a stable service driveway near the corner of Middleridge Lane North and South. She further stated that the apron is 18 feet wide and will have a DG or dirt surface, and that the driveway will also be dirt or DG. Traffic Engineer Mtuzoz stated that she reviewed the proposal, visited the site and finds the proposed new driveway apron acceptable. Commissioner Raine moved that�the Traffic Commission recommend appro�al of the proposal to retain an existing access for horses and a stable service driveway at I Middleridge Laxie South. Vice Chairwornan Virtue seconded the motion,which carried without objection(Margeta absent}. CONSIDERATI�N OF TWO NEW DRIVEWAY APPRQACHES AT 2Q UPPER BLACKWATER CANYON ROAD Chairman Wilson introduced the iten� and asked for staff s comments. City Manager Cruz presented the staff report stating that the property owner at 20 Upper Blackwater Canyon Road praposes one altered driveway apron and ane new pathway appraach. He stated that the Traff c Engineer reviewed th� proposal,visited the site and finds the proposed new aprons acceptable. City Manager Cruz noted that correspondence was received by resident Ms. Breiholz concerning sight line distance at the property. Discussion ensued concerning the altered driveway apron and the pathway approach for horse access, vegetation growth related to sight distance, and horse access on Pine Tree Lane. Commissioner Raine moved that the Traffic Comrnission recommend appro�al of the proposal for one altered driveway apron and one new pa#hway approach, with a condition that the vegetation surrounding Minutes Traffic Cornmission Meeting 09-28-17 -2- the driveway apron along Upper Blackwater Canyon be maintained at two and a half feet or below £ar sight �ine distance, at 20 Upper Blackwater Cazzyon Road. MATTERS FROM STAFF COMMISSION ACTION ITEM TO DIRECT CITY STAFF TO WORK WITH CITY OF R.ANCH� PALOS VERDES OFFICIALS ON MEASURES THAT WILL PERMANENTLY IMPROVE TI� PARKING AND TRAFFIC PRQBLEMS ON CREST ROAD CAUSED BY HIKERS UTTLIZING T�iE TR.AIL HEAD AT DEL CERRO PARK. City Manager Cruz reported on the actions taken by the City of Rancho PaIos Verdes to address the parking issues on Crest Road. Discussion ensued concerning overflow parking, k-rail parking, unsightiy view of k-rails and traffic cones, and the downed Eucalyptus tree. Chairman Wilson moved that the Traffic Commission direct staff to work with City of Rancho Palos Verdes officials to �xpedite its planned p�acement of permanent no parking signs on the south side of �rest Road from St. 7ohn Fisher Church to the Crest Gate; removal of the k-rail and repair of the adjacent slope on the north side of Crest Road. Chairwaman Virtue seconded the motian, which carried without objection(Margeta absent). CONSIDERATION OF AN ALTERNATE DATE FOR THE NOVEMBER MEETING OF THE TRAFFIC COMMISSION(ORAL REPORT). By consensus, the Traffic Cammission approved cancellation of the November 23, 2017 Traffic Commission Meeting. ADJDURNMENT Hearing no further business be�ore the Traffic Cornrnission, Chaiiman Wilson adjourned the meeting at 9:44 a.m. The next meeting of the Traffic Commission is scheduled to be held on Thursday, January 25, 2017 b�ginning at 8:30 a.m. in the Rolling Hills City Council Chamber at City Hall, 2 Portuguese Bend Rd., Rolling HiZls, CA.
