A. FIELD TRIP MEETING:

Chairman Chelf called the public hearing to order at 7:30 a.m. at 8 Crest Road E.
ZONING CASE NO. 93�4-�EVISED LOCATIQN. Request £or a Site P!an
Review and Conditional Use Permit to construct a detached 2,210 square faot
mixed use structure including a garage and grading of 779 cubic yards of dirt for
the structure at $ Crest Raad East, (Lot 192-A-2-MS), Rolling Hills, CA, Qohn
Tu). Cwrxently the property is being developed with a new single-family
res�dence and accessory ameni�ies. The project has been determined to be
catego�ically exempt pursuant to the California Environmental Quality Act
(CEQA}.
The Plann;,,g Commission met at �he subject property and the public hearing
was continued from the Januaxy 1b, 2018 meeting. Planning Director Schwartz
explained the changes made to the propased project based on previous feedback
from the comn�unity and the Planning Camn�ission. Since the previous site visit,
the proposed structure had been moved inward toward the center of the
property by appxoximately 30 feet. �'hi.s caused the ridgeline #o be lower on the
horizon bu# the height of the building was not reduced. Thus, the structure
remauls visible to prop�rties across the canyan adjacent to Portuguese Bend
Road. Parties present at the fieid visit also walked down Georgeff to determuie
the visibility of�he structure from and near the intersection of Georgeff and Crest
Road. Discussion then ensued regarding possible enhanced landscaping to
screen the s�ru.cture from visible vantage points. The public hearing was
continued to the evening meeting.
ZONING CASE NO. 937. Request for a Variance to construct a new z�etaining
wall with a maximum height of up to 4 1/2 feet located within a setback area,
axid allow an as-bui.l� portion o� a ri.ding arena located in the front yard se�back.
The request is re�ated 'to two previous zoning cases on the site and wi11 a11ow for
completion of those approved projects. The subject property is 11 Saddleback
Road (Lot 4$-1-RH 4$--2-RI� �olling Hills, CA, {Warren}. The project has been
determined to be categorically exempt (Class 3) pursuant to the Califoxnia
Environmental Quality Act (CEQA) Guidelines, Sectian 15303.
The Planning Commission met a� the subject property �o review fihe as-buiit
condition of the dressage arena and to view the propos�d site of the retaining
wall, both of which encroach into the front yard setback. Senior Planner Stewart
explained the reasons for the proposed variances which included concerns about
the grade of the slope, possible fire department requirements, and distances from
fihe residence for animal keeping purposes. Parties present at the field visit
wallced around the as-built dressage arena to view the area adjacent to the bridal
irail where a previousiy approved wall would have been located had the
dressage a�rena not been built in its current location. Discussion ensued regarding
additional trees being planted adjacent to the sou�hwestern portion of the arena
in an attempt to further screen it from neighboring properties. On a related note,
the landscaping plan for the previo�xsly approved praject was discussed and it
was requested that it be brought to the evening meeting, if possible. Several
members of the Planning Commission requested that ma'�ure (possibly pepper}
trees be added to the landscaping plan for the si�e, The public hearing was
continued to the evening meeting.
There being no further discussion, the Planning Commission public hearing
was can�inued to the evening meeting on February 20,2018 begir►ning at b:30 pm.
