Chairman Che1f called the public hearing to order at 7:30 a.m. at S Crest Road E. A. ZONING CASE N�. 934. Request for a Site Plan Review and Conditional Use Permit to construct a detached 2,210 square foot mixed use structure, which would include a garage, and grading of 779 cubic yards of dirt for the structure at 8 Crest Road East, (Lot 192-A�2-MS), Rolling Hills, CA, Qohn Tu). Curren�ly the property is beir�g developed with a single-family residence and accessory outdoor amenities. It has been deternvned that the project is categorically exempt pursuant to the California Environmental Quality Act{CEQA). ?'lanning Director Schwartz exp:azncd the project and the elements of the construcfiaYi, including the access and the monitor roof. She stated that the project mee�,s the development standards, except that the total di.sturbed area exceeds the maximum permitted, however, it was approved with the original project because this area was previously graded. A11 present then walked around the silhouette for the proposed structure and comx�ulted that the structure appears to be very iarge, obt�usive and too vi�ible from Georgerff lZoad. Chairman Chelf suggested thaf�he structure be lowered and relocated closer to the location of the future stable and corral. The remaining Commissioners concurred and other suggenstions were made, such as pull it closer to the s�ope, lower it and provide additional screening. The Commissior�sers also viewed the project from Georgeff Road and commented ox� how much the structure is visible from the road. The Commission�rs asked staff fo provide informa�ion on other similar stables thaf were recen�ly approved. ThE applicants agents stated tht they will try to bring a revised plan to the evening meeting and show more screening. 1 There being no turther discussion, the public hearing in Zoning Case No. 934 was then continued fo the evening meeting on January 16,2018 beginnulg a�6:30 pm. S. ZONING CASE NO. 935. Req�esf for a Site Plan Review and Variance to Iegalize and refain previously graded path at the rear of the properly and to exceed the maximum permitted disturbarice of the Iot in Zoning Case No. 93�, 1 Middleridge Lane Narth {Lot 15, 1b, �7-MR), Rolling Hills, CA. (Cipolla}. �t has been determined thaf the project is categorically exempt pursuant to the California Envi;ronmental Quality Act (CEQA). Commissioner Cardenas was absent from the meeting, as he was recused due to the proximity of hi.s property�o subject site. Planning Dixector Schwartz explained the project and the request to retain a previously graded path, grading of which caused the exceedance of the maximum permitted disturbance on the lot. The Commissioners viewed the path from above and wallced along the three rail fence along the property on Middleridge Lane N. Discussion ensued about the winterization of the loose dirt above and below the path and landscaping. Staff stated that a landscaping plan was submitted bu� it i� not sufficient as it only shows a very small portion of the path and that it be furthex discussed at the evening meeting of fhe Planning Commission. There being no further discussion, the public hearing in Zoning Case No. 935 was then continued to fihe evening meeting on January 16, 2Q18 be�nning at b:3Q pm.
