Chairman Chelf cal�ed the public hearing to order at 7:30 a.m, at 2910 Palos
Verdes Drive North.
ZONING CASE NO. 938. Request for a Variance at�d Site Plaxz Review to re-
construct a 5-foot high re�taining wall that does nof average out to 2 1/2 feet in
height Iocated within a side yard setback area, in Zoning Case No. 938, at 291Q
Palos Verdes Drive North, (Lot 993-3-R�, Wong. The project has been
determined to be categorically exempt (Class 3) pursuant to �he California
Environmental Qualify Act (CEQA} Guidelines,Section 15303.
The Planning Comrnission met at the sub�ect property ta conduc� a public
hearing and view the project. Interun City Manager stated that the project entails
a request ta reconstruct a failing wall in the same Iocat�on. A Site Plan Review is
required due to the wall being more than 3' in height and a Variance is requested
to keep the wail in the side setback. She stated that �lie wall was poorly
constructed a�d there are no records of building permits for the wall. The
reconstructed retai.ning wall would be constructed with the proper reports
al.ready submitted to the Buiiding and Sa£ety Department, such as soils and
geology and the County engineer has also reviewed the sta�zct�aral plans for the
retauung wail. The Building Department is ready to issue a building pexmit,
pending�ity's approval af th� �r�ject. '�'he �ontraetor explained that the foatings
wexe properly constructed; however the .wall itsel£ is not reinforced. Ms,
5chwa:rtz stated that since the appiicants ar� ready to start constxuctian and have
submitted all of the necessary documents to the Building Department, in order to
expedite �he City's approval,. staff prepared a Resolutian of approval of the
praject for Planni�g Corrunission's consideration at their evening meeting. Sh.e
stated that if�lie Plaxu�ing Cornmission concurs, it wouid be appropriate to direct
staff fo bring the Resolution of approval to flte evex�ing meeting.
Commissioner Cardenas made a motion to approve the projeet and consider a
Resolution of approval at their evex�ing meeting. Commissioner Seabu�n
seconded the motion.
There being no f�rther discussion,the Planning Corninission puUlic hearir�g
was continu�d to the evening meeting on March 21, 2Q18 beginning at b:30 pm.
