ROLL CALL Councilmembers Present: Dieringer, Mirsch, Pieper, Wilson and Mayor Black. Councilmembexs Absent: None. Others Present: Yolanta Schwartz, Interim City Manager. Mike Jenkins, City Attorney. Julia Stewart, Acting Planning Directar. Yvette Hall, City Clerk. Janice Hahn, Supervisor, Las Angeles County. Andrew DeBlock,representing Assemblymember A1 Muratsuchi's O�fice. RECOMMENDATION: Approve as presented. C. Financial Statement for the Month of February 20�8. RECOMMENDATION: Approve as presented. Councilmember Dieringer moved that the City Council approve the iterns an tlae consent calendar as pres�nted. Mayor Pro Tem Wilson seconded the motion, which carried v►nthout objection. CI'TrY COUNCIL REORGANIZATION NOMINATION OF 2018-2019 MAYOR Councilmember Pieper nominated Mayor Pro Tem Wi�son to serve as Mayor for the 2018-2019 term. Councilmember Dieringer seconded the nomination. Hearing no further nominations, Mayor Black closed the nominations and declared Mayor Pro Tem Wilson Mayor by acclamation of the City Council. Mayor Wilson assumed his chair at the dais. COMMENTS FROM 2018-2019 MAYOR This item was taken out of order —see below. --- NOMINATION OF 2018-2019 MAYOR PRO TEM Councilmember Dieringer nominated Councilmember Mirsch ta serve as Mayor Pro Tem for the 2018- 2019 term. Mayor Pro Tem Mirsch assumed her chair at the da.is. PRESENTATION -1- The following item was reordered and discussed at this juncture. CONIlV�NTS FROM OUTGOING MAYOR �utgaing Mayor Black stated that it was a good year for the community and indicated that Measure B was replaced with a new view preservation ordinance. He commented that he looks forward to another successful year and thanked the community for their support. Councilmember Pieper, Councilmember Dieringer, Mayor Pro Tem Mirsch, and Mayar Wilson expressed their appreciation#o outgoing Mayor Black and thanked him for his leadership. The foliowing item was reordered and discussed at�this juncture. PRESENTATiON TO MAYOR BLACK IN RECOGNITION OF HIS SERVICE DURING HIS 2Q17-2018 TERM AS MAYOR. Mayor Wilson�resented a plaque to outgoing Mayor Black in appreciation of his service to the City. Supervisor Hahn presented a proclamation to outgoing Mayor Black and thanked him for his ser�ice and leadership. Supervisor Hahn also congratulated Mayor Wilsan on his nornination as Mayor of the City. Andrew DeBlock, Senior Field Representative, representing Assemblymember AI IVluratsuchi's Office, congratulated Mayor Wilson on his appointment as Mayor af the City. Senior Field Representative DeBlock presented a certificate of recognition to outgoing Mayor Black in recognition of his accomplishments during his service to the City. ADJOURNMENT TO RECEPTION The City Council adjourned to a brief reception a#7:14 p.m. The meeting was reconvened at 7:23 p.m. Mayor Wilson thanked his mother and family for their support and e�pressed his appreciation for their help during his election campaign. COMIVIISSION ITEMS RESOLUTION NO.2018-04. A RESOLUTION OF THE PLANNING COMMISSI�N OF THE CITY OF ROLLING HILLS GRANTING A SITE PLAN REVIEW AND VARIANCE TO RECONSTRUCT AN EXISTING 5' HIGH, 112' LONG RETATN�NG WALL WHICH ENCROACHES TNTQ THE SIDE YARD SETBACK AND WHICH WOULD NOT AVERAGE OUT TO 2 112 FEET, IN ZONING CASE NO. 938,AT 2910 PALOS VERDES DRIVE NORTH, (LOT 993-3-RI� {WONG). THE PROJECT IS CATEGORIC,ALLY EXEMPT FROM CEQA REQUIREMENTS. Mayor Wilson introduced the item and asked for staf�s comments. Interim City Manager Schwartz presented the staff report. Mayor Wilson called for public comment. Hearing none, he closed the public comments. Mayar Pro Tem Mirsch reported that she attended the site visit meeting and Planning Comrnission meeting pertaining to this matter. Councilmernber Pieper moved that the City Council receive and file Planning Cammission Resolutian No. 2a18-04 granting approval of the app�icant's request in Zoning Case No. 938 at 2910 Palos Verdes Drive North. MATTERS FROM THE C�T�COUI�TCIL A,�TD MEETING ATTENDANCE REPORTS Cauncilmember Mirsch reported that she attended the Emergency Evacua.tion Planning 5eminar far Large Animals held on March 24, 20�8 sponsored by Caballeros of Rolling Hills and the Pa1os Verdes Penir:�sula Horsemen's Assaciation. Cauncilmember Dieringer invited the members of the cornmunity to attend an event honaring a "Woman of Persistence" CaroZ A. Adelkoff, CEO and Executive Director of 1736 Family Crisis Center, an Apxxl 30, 201 S froin 6:00 p.m. to 8:40 p.m. MATTERS FROM STAFF None. PUB]LIC COMMENT ON CL�SED SESSION�TEMS None. ADJOURNMENT Hearing no further business before the City Council, Mayor Wilson acljourned the meeting at 7:29 p.m. in memory of long time resident Major General John E.
