ROLL CALL Commissioners Present: Hawkins, Margeta, Raine, Virtue and Chairman Wilson. Commissioners Absent: None. Others Present: Yolanta Schwartz,Interim City Manager. Yvette Ha.11, Interim City Clerk. Vanessa Munoz, Traffic Engineer. Sgt. Ricky Osburn, Los Angeles County Sherif�s Dept. APP1tOVAL OF MINUTES MINUTES OF SEPTEMBER 28, 20I7. City Clerk Hall noted tha#the minutes of September 28, 2017 were being resubmitted for approval due to a clerical error in the version tT�at was presented at the previous meeting. Commissioner Hawkins moved that the Traf�ic Commission approve the minutes of the regular meeting of the Tr�c Comrnission held on September �$, 2017 as presented. Vice Chairwoman �--. Virlue seconded the mation, which caxxied without objection. MINUTES OF JANUARY 25, 2018. Commissioner Maxgeta moved that the Tr�c Com�nission approve the minutes of the regular rneeting af the Traffic Commission held on January 25, 201 S as presented. Commissioner Raine seconded the motion, which carried withou�objection. PRESENTATION PRESENTATION BY REPRESENTATIVES QF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LONIITA STATION ON TRAFFIC STATISTICS FOR THE CITY QF RQLLING HILLS. Sgt. Osburn presented the monthly supplemental traffic enforcement statistics for the months of Ja.nuary and Februa�y 2Q18. He noted that the month of March 2015 has not been completed yet. He stated that there were a total of 19 moving viola�ions for the month of Januaty 201 S. Sgt. Osburn indicated that a moving violation occurred for speeding 51 miles per l�our in the month of January 2018 by a non-resident. He reported that xhere were five moving violations xhat accu�red iiti fhe month af February 20l 8. Discussion ensued concerning the option to attend traffic school by residents who are cited under the --- Rol�ing Hills Municipal Code (RHMC}. In response to Comnni.ssioner Hawkins' xnquiry, Sgt. Osburn stated that the hazardous citations issued during the month of December 2017 were rnost likely lower due to residents being out of town for the �oliday seasan and less hours worked by the Sheriffls Deputies. Traffic Engineer Munoz stated that tiie elevated number of 77 hazardous citations issued during the month of November 2017 could be attributed to her request for targeted traffic enforcement prior to the collectian of the engineering and traffic survey data. Discussion ensued concerning delivery service and postal vehicles speeding in the City. -1- OLD BUSINESS UPDATE ON TRAFFIC CITATIONS ISSUED AGAINST THE CITY OF ROLLING HILLS MUNICIPAL CODE (ORAL REPORT}. Interim City Manager Schwartz pro�ided an update to the Traffic Commission on the matter of allowing residents to attend traffic school when they receive a traffic citation under the RHMC. She indicated that the City Council directed the City Attorney ta conduct further research on the matter. NEW BUSINESS CONSIDERATI�N OF THE RESULTS OF THE 201$ CITY OF ROLLING HILLS ENGINEERING AND TRAFFIC SURVEY. Traffic Engineer Munoz presented a sumrnary of the 2018 Engineering and Traffic (E&T} Survey and staff report. She stated that the reason an E&T Survey is conducted is ta provide the tools for the Sherriff's Department to enforce the speed limits with radar; oi�herwise the Sherif�s Departxnent wouid not be able to enforce the speed limit. Traffic Engineer Munoz indicated that i�he California Vehicle Code (CVC} requires an E&T Survey every five years to establish and re-certify posted speed limits and to perform radar enfarcement. She indicated that the E&T Survey can be extended to seven years, or up to ten years, with certain provisians being met. Traffic Engineer Munoz statec� that the E&T Survey included the collection of radar speed data and traffic counts on the following street segments: 1. Crest Road West- west City limit to Portuguese Bend Road 2. Crest Road East- Portuguese Bend Road to Eastfield Drive 3. Eastfield Dri�e- Crest Road East to Chuckwagon Road 4. Eas�field Drive - Chuckwagon Road to Palos Verdes Drive East 5. Portuguese Bend Road- Crest Road EIW to Poppy Trail 6. Portuguese Bend Road- Poppy Trail to Saddleback Road 7. Saddleback Road- Poppy Trail to Portuguese Bend Road 8. Southfield Drive - Crest Road East ta Packsaddle Road TrafFic Engineer Munoz stated that based on the E&T Sur�ey she recommends that the speed limits along the fo�lowing six specified segments af roadway remain the same, based on traffic counts, speed data, and the roadway canditions: 1) Crest Road West - west City lirnit to Port��guese Bend Road, posted speed limit: 30 miles per hour(MPH), recommended speed limit: 30 MPH; 2) Crest Road East- Portuguese Bend Road to East�eld Drive, posted speed limit: 30 MPH, recommended speed limit: 30 MPH; 3) Eastfield Drive - Crest Road East to Chuckwagon Road, posted speed limit: 25 MPH, recarnrnended speed limit: 25 MPH; 4} Portuguese Bend Road - Crest Road East/West to Poppy Trail, posted speed limit: 30 MPH, recornmended speed limit: 30 MPH; 5) Porluguese Bend Road - Poppy Trail to Saddleback Road, posted speed limit: 30 MPH, recommended speed limit: 30 MPH; and 6} Southfield Drive - Crest Road East to Packsaddle Raad, posted speed limit: 25 MPH; recommended speed limit: 25 MPH. Traffic Engineer Munoz stated that based an the E&T Survey she recommends changes in speed for two specified segrnents of roadway. She stated #hat the two segments were reviewed and a�alyzed rnultiple times during the preparation of the E&T Survey; therefore, the following two segments ha�e recommended speed changes: 1} Eastfield Drive - Chuckwagon Road to Pa1os Verdes Drive East, posted speed limit: 25 MPH, recommended speed limit: 30 MPH; and 2) Saddleback Road - Poppy Trail ta Portuguese Bend Road, posted speed limit: 25 MPH,recaminended speed limit: 3Q MPH. Discussion ensued concerning the use of pacing, the Sherriff's Department's inability ta use radax enforcement if the City maintains the speed limits at 25 MPH for the two recommended segments of roadway, and the 10 year recertification process. Commissioner Raine inquired whether the two street segments of Eastfield Drive and Saddleback Road could be categorized as residential streets with a prima facie speed lirnit af 25 M�'H. Tn response to Commissioner Raane's inquiry, Traffic Engineer Munoz provided the definition of a residential street as being no more than 40 feet wide with one lane in each direction, with a certain amount of dwelling units. She stated, however; the exception is once the City started to radar a street, it may be difficult to go back and stop using radar to certify the speed limits because she did not laiow why those streets were added. She indicated that Willdan was not part of the process of adding the two street segrnents. She stated that almost a11 of the streets in the City qualify for 25 MPH with the Minutes 03-22-18 Tr�c Cornmission Meeting -2- exception of Crest Road and Partuguese Bend Road. Traffic Engineer Mumoz indicated that the City could remove the streets, however; the CVC is very clear that once an E&T Survey is used to determine the speed that is how it needs to be defined. Traffic Engineer Munoz indicated that once the City began using the survey, the City took away the prima facie designation possibility. Discussion ensued regarding tlie histary of the street segments included in the E&T Survey. After iurther discussion, Traffic Engineer Munoz was directed by the Traffic Commission to research whether the two street segments of Eastfield Drive and Saddleback Road could be lowered to 25 MPH and be supported by tl�e CVC. She stated that the justifica�ion wauld be tha.t these streets qual:ify as residential segments and that is the reason for the 25 MPH speed limit. Commissioner Raine moved that the Traffic Commission accept the Engineering and Traffic Survey's recommendation that the speed limifs along the following 6 specified segmenfs of raadway remain the same: 1) Crest Road West fram West City limit to Portuguese Bend Road; 2) Crest Road East from Portuguese Bend Road to Eastfieid Drive; 3) Eastfield Drive from Crest Road East to Chuckwagon Road; 4) Portuguese Bend Road from Crest Road E/W to Pap�y Trail; 5) Portuguese Bend Road from Poppy Trail to Saddleback Road; and 6) Southfield Drive fram Crest Road East to Packsaddle Road. Commissioner Hawkins seconded the motion, which carried without objection. By consensus, the Traffic Commission directed sta#f to £urther research the following 2 specified segments of roadway from the Engineering and Traffic Survey and report back to the Tr�c Commission: 1) Eastfeld Drive from Chuckwagon Road to Palos Verdes Drive East; and 2) Saddlebac�Road from Poppy Trail to Portuguese Bend Road. MATTERS FROM STAFF I�terim City Manager Schwartz provided an update an the parking cancerns on Crest Road. 5he indicated that a k-rail was installed to pxevent sloughing of dirt and red curbs were ins�alled. She stated that there are safety issues related to parking on the north side of the street. Interxm City Manager Schwartz stated xha.t the parking concerns would be discussed with the PubXic Works Director of the City of Rancho Palos Verdes. Chairman Wilso� informed the Traff c Commission that Yolanta. Schwartz was serving as the Interim City Manager unti�the City fills the vacancy of the City Manager position. ADJOURNMENT Hearing no £ut�tl�er business before the Traffic Commission, Chairman Wilson adjourned the meeting at 9:37 a.m. The next meeting of the Traffic Commission is scheduled to be held on Thursday, May 24, 201 S beginning at 8:30 a.m. in the Rolling Hills CXty Council Chamber at City Hall, 2 Portuguese Bend Rd., Rolling Hills, CA.
