A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Nadal at the Administration Building,

Motion to accep t the minutes of November 12, 1968 as presented
was made by Councilman aloin, seconded by Councilman: Sauer and unanimously
carried.
CORRESPONDENCE
Department of Housing and Community Development
A letter dated August 23, 1968 from the Department of Housing
and Community Development requesting approval and completion of a notice
form relating to local. building regulations was presented by the City
Manager. After review of the notice advising the Department of Housing
and Community Development of the State of California that the City has
and is enforcing a local ordinance or ordinances prescribing minimum
standards equal to or greater than: the provisions of the Health and
Safety Code of the State of California, the City Attorney recommended
approval and completion by minute motion.
Motion to approve the notice was made b Councilman Klein,
seconded by Councilman Sauer and unanimously carred The notice was
then signed by the Mayor, who directed that it be forwarded to the
Department of Housing and Community Development in Sacramontoa

The City Manager presented a report entitled: REPORT, GEOLOGY
AND SOILS INVESTIGATION, Flying Triangle Area, City of Rolling Hills,
California, Phase I for Mr. Anthony Heber, at ale, prepared by Maurseth,
Howe, Lockwood & Associates, Foundation Engineers and Geologists.
Mrs. Clifton advised the Council that a roup of twelve owner®
of property in the Flying Triangle area had enga a the firm of eologist®
to study the Flying Triangle area to determine whether future subdivision,
building and/or additions will be allowed, and if the study reveals that
the area is unstable and further building would not be allowed, it is
their intention, to apply for tax relief on that basis,
In a Letter dated November 11, 1968 accompanying Phase I of the
report, Mr. Bruce Lockwood, Engineering Geologist for the firm, advised
that data and conclusions of the report demonstrated stability of the area
analysed, and he recommended completion of Phase 11.

The Manager reported that it was the desire of the property
owners to have the County En ineering Geologist study the first ata e
of the report 'before proceed ng with Phase II, and said that she
issued Service Request No, 3724.19, authorizing review of the report,
and that the City would be billed 'by the Count Engineer for work done

A letter dated November i, 1968 from Southern: California
Edison Company with reference to Underground Conversion: Funds was
presented by the City Manager.
Mr. J. T. Salvinger, District Superintendent, advised that
in 1965 funds were allocated to every cit and county within the serv-
ice territory, and under roles of the Pu'b is Utilities Commission
funds can not be spent or accumulated for the benefit of any city or
county unless an ordinance is adopted and a letter sent to Southern
California Edison, Company, adising of the City's in:ten:t to proceed
with underground utilities at such time as sufficient fends are avail-
able. The City Manager advised that it would be necessar to pass the
ordinance in December in order to be eligible for the 1961 allocation
of $1,600.00.
Mr. Kinloy, City Attorney, advised the Council to introduce
the Ordinance for first reading, an said the entire ordinance would
be mailed to the Councilmen: in time for them to study it before the
final reading at the next meeting,

TRACT 25147, Clark Jackson re: Clarification of Access Road Recuirement®

Mr. Clam Leonard of Lan:co Enginoerin advised the Council that
on behalf of Mr. and Mrs. Clark Jackson, subdividers of Tract No. 25147,
he wished clarification of access requirements, so that the final map
could be recorded.
Mr. Kinley, City Attorney, advised the Council that when Mr.
E. Webb Stewart, former owner of Tract 25146 adjoining the Jackson pro-
perty subidivided his property, one of the cond tions was that access
be granted to the Jacksons over the easement to which they had a pro-
scriptive right since they had been using it for a period of eleven years.
Subsequently Mr. Stewart sold the property to Mr. Robert Sime without
granting the easement access to the Jacksons, and Mr. Size has now re-
fused to grant access over the easement unless he is paid $7,500.00.

Councilman Klein stated that at a meeting of the Rolling Hills
Community Association the easement on the Jackson property was changed
from 10 feet to 15 feet, which would, if necessary, be wide enough to
serve as an access road to the Jackson property, and when shown on the
final tract map, would enable the Jacksons to record the final map.
Councilman Fay asked about the possibility of cutting a road
through from Saddleback or Roadrunner Road to serve the property. Mrs.
Clifton advised that at the time the Stewart and Jackson subdivisions
came before the Community Association, Mr. E. L. Pearson, president of
the Board of Directors of the Rolling Hills Community Association, a
member of the Planning Commission and a Civil Engineer, had his firm
inspect and Study the area to determine if such a road would be feasible,
and he said it was his opinion that it would not be possible to cut a
r-Qad frgm within the City to serve the properties on Palos Verdes Drive
North,
Following discussion a motion to approve the additional
easement and submission of a final map showing the 15 foot easement
instead of the 10 fpot easement originally .shown was made by Councilman
Rlein, ?@e-pn od by Councilman Sauer and unanimously carried.
EXTENSION_ OF TIMES TRACT 22083
Mrs. Graydon Beeks, subdivider- of Tract No. 22083, appeared
to request an extention of time to allow for completion of necessary
geological study of the tract.
Motion to grant an extension of twelve months was made by
Councilman Klein, seconded by Councilman Fay and unanimously carried.

Ki-wanis Marathon
Mayor Nadal advised that he had been contacted by the Kiwanis
Club in regard to the Second Annual Kiwanis Marathon scheduled for
December 8, 1968. Permission had been requested to allow approximately
306 participants, accompanied by one official car- and one Sheriff's car
to enter the Crenshaw Gate and cross Crest Road to the Southfield Gate
botwe@n 8;15 and 8;45 A.M. Permission was granted.
MATTERS FROM CITY OFFICERS
Palos Verdes Libr-.ary ree-; Use of Community Room
The City Manager advised that she had been contacted by the
Pales Verdes Library District, with a request to use the Council Chamber
for unity or social group meetings that cannot be handled by the
Multipurposo Rooms in the Peninsula Center Library because of previous

After consulting the schedule of meetings regularly held in
the Gomm city Rom, the Manager was directed to advise the Library
District that because of the limited facilities of the City, the room
is in aimost constant use.
Purchase--- of Trailer
Mrs, Clifton advised the Council that the trailer used for
City IAaintenance work was old and beyond repair, and that it had been
necessary for her to purchase a used trailer_- on an emergency basis.

Councilman Fay, seconded by Councilman Klein and carried by the follow-
