CALL TO ORDER
A regular meeting of the Traff c Commission of the City of Rolling Hills was called to order by Chair
Wilson at 830 a.m, on Thtusday, May 24, 2018, in the City Council Chamber, at City Hal1, 2
Portuguese Bend Road,Rolling Hills,California.

Commissioner Aaina moved t4�at the Traffic Commission (TC} approve t�e minutes of the reguIar
meeting of the Traffic Commission held on March 22, 2018. Commissionet Margeta seconded #he
motion,vyhich carried without objection.

5gt.Osburn presented the monthly tt�c enforcement statistics.
Discussion ensued conceza�ittg the issuance of warnings to residents before a citation is issued.
Chair WiIson requested that the second page of tne Nfarch 2018 Trat"�'tc Enforcement Report be
provided as it was missing ia the handout from Sgt.Osburn.
OLD BUSINESS
2018 CITY OF ROLLING HILLS E1VGINEERING&TRAFFIC SURVEY UPDATE.
Traffic Engineer Munoz presented a summary af the 2018 Engineering and Trar�fftc{E&'�') Survey and
stat�'�repoxt. She stated that at tite p3revious TC meeting,the TC directed staff to researc�whether fihe
two street segments of Eastf etd Dirive and Saddleback Road could be maintained at 25 MPH and be
supported by the California Vebicle Code(CVC). S�e stated that the justi�cation woulc€be that these
streets qualify as residential segments and that is the reason for the 25 MPH speed ismit.
Discussion ensued concexxiing warning signs on cuzved streets, passing of vehicl_es,talgating and t}:e
use of radar.
Discussion ens�ed concerning rnaintaining the speed liu�it at 25 MPH on Eastfield Drive and
Saddleback Road.
Commissioner Raine moved that the Traf�c Commission recommend that the City Council not accept
the increase in speed limits as recommended by Traffic Engineer Mur�oz, based on the 2018 E&T
Survey, as follows: 1}Eas�eId Dxive from Chuckwagon Road to Palos Verdes Drive East-posted
speed litnit:25 MPH,recommended speed lirnit: 30 MPH;and 2) Saddleback Road from Poppy Trail
to Portaguese Bend Road - postsd speed limit: 25 MPH, recommended speed limit: 30 MPH; and
mainta.in the speed limits as currently posted on Eastfield Drive from. Chuckwagon Road to Palos

Verdes Brive East and Saddleback Road from Poppy"Frail to Portuguese Bend Road; and recommend
that ihe City Council adopt the rexnainder of the 20i$Engineering and Traffic Survey's recommended
speed limits along the following six specified segments of roadway to remain the sanne: 1)Crest Road
West from west City limit to Portuguese Bend Road, posted speed limit: 30 miles per honr (MPH),
recommended speed Simit: 30 MPH; 2) Crest Raad East from Portuguese Bend Road to Eastfield
Drive,posted speed limit:30 M�H,recommended speed limit:30 MPH;3)Eastfield Drive from Crest
Road F.ask tn Chuckwagon Road,posted speed limit: 25 MPH,recotnmended sneed limit:25 MPH;�})
Portugnese Bend Road from Crest Road EastlWest to Poppy Trail, posted speed limit: 30 MPH,
recommended speed limit: 30 MPH; 5}Portuguese Bend Road from Poppy Trail to Saddleback Aoad,
posted speed limit: 30 MPH,recommended speed limit: 30 MPH;and 6) Southfield Drive from Crest
Road East to Packsaddle Road, posted speed [imit: 25 MPH; recommended speed limit: 25 MPH.
Commissioner Margeta seconded the motian,whi�h carried without objection.
Commissioner Hawkins questioaed the calibration data of the device used on the last�age of the E&T
Survey report. Tzaffic Engineer Munoz stated that she would verify the calibration of the device and
whether it was a tuning fork or gtui device.
Commission�er Hawlans cammented that the speed limit for cotntnercial trucks shouid be lowered.
Chair Wiison indicated that there is a cost to conduct a study and that the results may not be favorable
to the City.
NEW BUSINESS
DISCUSSION AND CONSIDERATION OF FY 2018-19 SUPPLEMENTAL TRAFFTC
ENFORCEMENT PROPOSAL.
Acting Plai►uing Director Stewart presented the staff report.
In response to Chair VJilson's question, Acting Planning Directoz 5tewart clarified that the
supplemental traffic enforcement hours were 350 hours in fiscal years 2011-12,2012-13,2013-14 and
2014-15,then in fiscal year 20i 5-lb the hours were reduced to 175,then zaised mid-year to 275 hours,
which remained the same in FY 2017-1 S.
Commissioner Raine moved that the Traffic Co�nmission recommend adoption of the FY 201$-19
Supplemental Traffic Enforcement proposal in the atnount of 275 hours, as presented, to the City
Council. Commissioner Margeta seconded the morion,which carried without objection.

MA'I"TER5 FROM MEMBERS OF THE TRAFFIC COMNIISSION
The following items were discussed by the TC: 1)Corrux�issioner Raine commented on�lashing lights
by drivers to warn other drivers of the presence of 3herii�s Deputies enforcing �c laws; 2)
Commissioner Hawldns comtnented on a speed limii sign at Crest Itoad West,fairly close to the Fire
Station,behind a bush and that the bush is obscuring the sign.He suggested that#hat sign be moved in
front of the bush;3)Cla�air Wilson requesteci that staff check on the timing of the City of Rancho Pa1os
Verdes' parking study, specifically when will it start; 4} Cammissioner Hawkins comznented on the
City's municipal code. He stated that it�vas outdated with respect to the�ight of way for eyuestrians.
He stated that horses only have the right-of-way at trail crossings. He stated that the California
Vehicle Code states that livestock and horses in the roadway have the right of way. Commissioner
Haw�dns commented that the municipal code needs be updated to add a requirement that vehicles must
yield to horses in the roadway; 5)Commissioner Hawkins commented that the munici�al code makes
reference to traf�ic signals in the City;however,there are none,except on Portuguese Bend Road;and
6) Commissionex Hawldns comrnented on tiie working hours in the City. He stated the hours of 8:00
am.to 5:00 p.m.are not followed. He skated that workers statt at 7:00 a.m.and work after S:QO p.m.
