A regular meetin.g of the City Council of the City of Roll-
ing Hills was called to order by Mayor Nadal at the Administration
Building , 2 Portuguese Bend Road, Rolling Hills , California at 7 : 30 PM

MINUTES
Motion to accept the minutes of December 9 , 1968 and the
minutes of December 23, 1968 as presented was made by Coun�ilman
Fay, seconded by Councilman Hesse and unanimously carried.
CORRESPONDENCE
Regional Planning Commission re: Amendment to Master Highway Plan
A proposal prepared by the Los Angeles County Regional
Planning Commission for Amendment No . 707 to the Master Plan,
Metropolitan Area-County of Los Angeles , Highway Plan showing
proposed changes on Crest Road between Crenshaw $oulevard and the
West Gate of the City of Rolling Hi11s , anci on Palos Verdes Drive
East, between Narbonne Aven�e. and the South Gate of the City of
Rolling Hills was presented to �he City Couneil by the Manager.
Councilman Hesse moved that Mrs . Clifton be directed to
write to the ,Regional Planning Commission, expressing the disapproval
of the City Council for the proposed rhange . The motion was seconded
by Councilman Fay and unanimously carried.
Southern California Edison Company - Underg�ound Utilities
A letter dated December 30, 1968 was received from Mr.
J. T. Salvinger, District Superintendent, Southern �alifornia Edison
Company, advising that a letter of intent with reference to under-
ground conversion activity dated December 10, 1.968 and written by
the City Manager is adequate to provi�e for accumul.ation of funds
for Rolling Hills for underground conversion projects .
The letter was received and filed.
City of Long Beach - Offshore Airport Study
Councilman Fay presented a letter dated J'anuary 2, 1969
from the Assistant City Manager of the City of Long Beach, and a
Resolution of the City Council of �ong Beach, requesting the South-
ern Califomia Association of Governments to include in its pr.oposed
study of the air traffic needs of the Southern California Metropolitan
Area a study of the feasibility of an offshore airport .

In the discussion tha� followed Councilman Fay explained �
that the City Council o� Long Beach has suggested in their resol-
ution that c.onsideration be given to construction of an offshore ;
airport, possibly off the coast in San Pedro Bay.
Councilman Hesse moved that because an offshore airport' �
in the San Pedro Bay area would increase and compound the problems
of congestion and would inflict on Rolling Hills an atmosphere .
similar to that in Marina del Rey, a letter registering disapproval
and opposition to the proposal be sent to Mr. Robert C . Greighton,
Assistant City Manager of the City of Long Beach, with a copy to �
SCAG . The motion was seconded by Councilman Fay and unanimously '
carried. Mayor Nadal then directed that the City Manager send the ;
. letters . ,
Lanco Engineers - Time Extension, Tract 27352 , Flavio Bisignano . '',
A l.etter dated December 26, 1968 from Lanco Land Consultants �
and Civil Engineers, requesting an extension of one year on Tentative ;
Tract No. 27352 , Flavia Bisigriano, � owner,:was px°esented by the Manager.
Motion to grant the extension as requested was made by
Councilman Hesse, seconded by Councilman Klein and unanimously carried.�

TRANSFER OF FUNDS
Approval of transfer of $1,000 .00 from the General .Fund to . ;
the Motor Vehicle Act in Lieu Fund was made in a motion by Council- �
man Fay, seconded by Councilman Klein and carried by the following '
roll call vote :

FINAL MAP9 Tract 27526� Dr. L. A. Schl.eissner
The City Manager p�°esented the final map of Tract Noo
27526, together with letters f�om F rederick �7. Barl.ow, Chairman of
the Subdivision Committee dated December. 4, 1968 , and John A . Lambie
County Engineer, dated December 1(, 1968 , recommending approval of
the map . _
Councilman Fay asked whether all requireanents regarding
a turning area for fire equipment had been met, and was assured by
Mrs . Schleissner and Mr. Fred Boettchery her engineer, that they
had complied with all requirements , and the City Manager confirmed
their statements .
Following discussion Councilman K1ein moved that the final
map be approved. The motion was seconded by Councilman Fay, and the
City Manager was directed to sign the linen original .
FINAL MAP, Tract 28147 , �1ark J'ackson
Mro Clark Leonard, engineer representing Mrso Clark �ack-
son, advised the Council that a11 requirements for the accepfance
of the final map had been met, and that the County Enginee�° had
recommended approval of the final map, but that the letter re�om-
mending approval to the City Couneil had not been sent .
Following discussion Mr. William Kinley, City Attorney,
advised the Council that the final map could be approved by them at
the meeting, subject to receipt of the appropriate document from the
County Engineere Coaancilm�n Hesse mo�ed that the final map be ap-
proved, and that the City Manager be d�rected to sign the linen
upon receipt of the appropriate do�umento Motion was seconded by
Councilman Fay and unanimously carried.
FIIVAL MAP m Traet 27316, Clark Leonard
'The City Manager presented the final map of 'Tract 27316,
together with a letiter from the Departrnea�t of County Engineer recom-
mendir�g : 1) Approval of the map ; 2) Rejection of Private Streets
which are offered for dedication on said map; and 3) "�hat the Coun-
cil make the finding as �ollows : "The Ci�y Council, pursuant to
Seetion 11587 of the Subdivision Map Act, hereby finds that Clark
I.aeonard, subdivider of the subject t�act, has in good faith at�emptm
e� �o sec�.are �he signatures of Palos �Yerdes Properties and Palos

Verdes Water Company, easement holders , has been unab'le to do so, and
a refusal to accept the map for recording would work an undue hard-
ship on the subdivider . "
During the discussion that followed, Councilman Klein asked
M�a Leonard whether he had complied with requirements with reference
to street improvements , and whether he had dedicated the right of way
on his property for th�e F1ood Control Project ��66oL, and Mr. Leonard
said he had met all requirements .
Following discussion, Councilman Fay moved that the final
map be approved, subject to the recommendations of the County Engin-
eer. Motion was seconded by Councilman .Klein, and the City Manager
was directed to sign the linen original .
MATTERS FROM MEMBERS OF fiHE COUNCIL
Palos Verdes Water Cor.npany
Mayor Nadal asked that Mrs . Clifton contact Mr. Glade Cookus
of Pa1os Verdes Water Company and request a report on work accomplished
within �he City of Rolling Hills during 1968 , and the budget and pro-
posed projects scheduled for 1969 .
Hillside Rubbish - Contract for Services
Councilman Fay advised that the es�timate for services had
not been received from Palos Verdes Rubbish Removal Company, and that
he was concerned about the status of the City's contract with Hillside
Rubbish Company, because Hillside Rubb�sh Company had advised the
Council of their intention to divest themselves of the operat�ion arid
had requested that they be released from the franchise w�ith the City
of Rolling Hills . Mr. Kinley advised that because of the bo�.d held
by the City, it was unlikely that Hillside would terminate the ser-
vice before another contractor could be found to serve � the City.
The City Manager distributed to Couneilmen copies of a
letter dated January 10, 1969 sent to Hillside Rubbish Company by
David E.. Cohee, Certified Publie Accountant, reviewing accounting
records� .and data obtained from John.Mariscal in preparing a projected
statement of income for 1969 for John'�s Disposal Ser�rice . The trucks ,
bins , contract ri.ghts , etc . used in operating the Rolling Hills route
have been propos�d�-for sale by Hills�d�°Rub�izsh Company'�to Mr. John
Mariscal, to do�`1'�usiness as John' s Disposal _ Service . �
The Mayor ordered the matter held on the agenda .

There being no further business to come before the meeting,
a motion for adjournment at 8 :25 PoM, was made �by Councilman .Klein,
seconded by Councilman Fay and unanimously carried.
