County of Los Angel.es , Office of the Sheriff - Annua7. Rate Increase A letter dated .Tamuary 29 1968 from Sheriff Peter J. Pitchess , and a copy of his letter dated ,Tanuary 2nd to the Board of Supervisors with a Prel.iminary Survey of Cal�fornia Expenditures for Law En.fox°cement in Selected Majo� Cities �n Los Ange�.es County, Fiscal Year 1967-68 was presented by the City Manager. Sheriff Pitchess advised the Board of Supervisors of Los Angeles County that information in the p�°elim�raary re.port indicates that there will be a dx°astic inc�ease :in the cost of contractual law enforcement, perhaps as much as twenty-�hree perc�nt . Mrs . Clifton ad�rised �h� Co��.ci�. th.at a mee�in.g of City Managers of the Contract C�ties served by the Lex�.nos Substa�ion had been scheduled to d.i.scuss the,pr°opo.s.ed inex�ease. Mayor Nada1 requested that Mrs . Clifton report to the Council at the next mee�ing . �he matter was held on the agenda . Mo��on was se�onded by Counci�.�aaian Sauer a�nd unanimo�.ts 1y carried. ��.r..,....�..... . �_. �anuary 27 , 1969 PAYMENT OF STATENlEN� �ROM LOS CABALLEROS DEL RANCHO PALOS �RDES � Councilman Sauer advised the Council that he had been asked about payment of a bill submitted by the treasurer of Los Caballeros, Mr. Glenn Schaffer, several weeks ago for work at the Rolling Hills City Park-Riding Ringo Mrs . Clifton advised Councilman Sauer that the bill had not been received, and said she would check with Mr. Sehaffer for proper billing so that a check for Los Caballeros could be approved at the next meeting of the City Council. Beeks The City Manager advised the Council that at the meeting of the Planning Commission held on January 21, 1969, approval was given to a request by Mr. and Mrs . �raydon Beeks to grade and recompact an area 25 x 50 x 10 feet deep on Lot No. 3 of Tract No. 22083, as recommended by the County Engineering Geologist in order to eliminate a surficial slide on their property, to a11ow sufficient area for a seepage pit . Mrs . Clifton intraduced Mr. Bruce Lockwood, Geologist for Mr. and Mrsv Beeks , and presented un-edited copies of the minutes of the Planning Commission meeting to the members of the Council for discussion pu�poses . In the discussion that followed, Mr, Lockwood explained the recommendations and requirements of the City Engineer with respect to the Beeks property, and answered questions of the Councilmen about the � geology on the px°apased subdivision. Mrs . Beeks advised that their request to grade the small area had been approved by the Board of Di- rectors of the Rolling Hi11s Coatrmunity Associa�ion,, as �well at the Planning Commission. Councilman Sauer requested that if the �grading was done, he be notified of the date and time so' that�`he� could observe with a geologist. ' Fol:l.owing discussion, Councilman Fay mo�ved that the Council grant percnission for grading an area 25 x 50 x 10 feet deep as recom-. mended by the County Engineering Geo�ogist, and that Mrs . Clifton be be advised in advance of the date and time of grading . °The motion was . seconded by Councilman Hesse and unan'imously carriedo -2- January 27 , 1969 MA`T�RS FROM MEM�ERS OF T�iE �di�NCIL Rubbish Franchise Mayor Nada1. asked about the s�atus of the contract for rubbish collection, ax�d �rhether a ne�r sex°�r:i�e had been found to replace the current contractor, who has indicated that he tirishes to be released froan his obligation with the City of Rolling Hillso Councilanan Sauer repor�ed that he and Counci�man Fay had had one meeting with Palos Verdes Refuse Removal, but their report and estimate had not been received as ye� . Mrse C:Lifton advised that a meeting with rhe present con�rac�or is also bei�.g arranged, and reports wi11 be made �o the Council as soon as they are a�tailabLe from both contrac.tors . The matter was helcl on the agendae MATTERS F'ROr'1 C�'TY OFFICERS Opposition to Off-Shore Ai.rport The City Manager advised the Council that she had, as directed, written to �he City of Long Beaeh, with copies to Supe�isor Burton W. Chace and the Southern California Association of Go�vernments , registering opposi�ion to construction of an off-shore a;irpo�� in the San Pedro Bay area . Mrs . Clifton also advised the Council that cop3es of Resolutions of other ci.�ies , support�ng studies of the feasibil.itq of an off�shore airport had been received, and it was her feeling that a Resolution of opposition from the Rolling Hi1.ls City Council, in addition to the letter already sent9 would be �rery effective . Mayor Nadal asked NTrs . Clifton to determine from other cities on the Peninsula their npinions �n the ma�ter, and �discuss with them their support of the position Rolling Hil�s has taken. Mayor Nadal asked Mr. Kinley, City Attorney, to prepare a Resolution in opposition to an off�shore airport in the San Pedro Bay area . TENTATI�TE TRACT 26661., A. E . Esser Mrse Clifton advised that Mr. Walter Kessenick of Couth Bay Engineering Corp. had requested a time ex�ension of thirty days to complete Tentative Tract 26661, Alvah E . Esser. Motion to gran� �he time extension as requested was made by Councilman Klein, seconded by Councilman Fay and unanimously carried. SEWER STUDY - Request by Mr. John Freiburg Mrs . Clifton adv�ised that a resident, Mr, ,7oi�n Freiburg, of 21. Saddleback Road had inquired about the feasibility of sewers in Rolling Hills , Councilman Hesse said that the matter of sewers had been investigated with the City Engineer9 Mr, Robert Moller, and that in a letter dated January 24, 1968 � Mr, Nlo�.ler had stated that the present size and density of properties in Rol�ing �il�.s p�ov�de adequate area for private sewage disposal sys�erns , and that no change in the charac- ter of the City from single fam�.ly residential con.struction in the fox°seeable future is ar�ticipated, � Mayor Nada�, asked tha� Mrsa Cl�fton advise Mre Freiburg of the fin.dings of the City En.gineer> -3� January 27 , 1969 CITY MANAGER'S MEETING - .Monterey, February 26�h and 27th Mrs . Cliftom advised that the annual. City Manager's meeting is scheduled for February 26th through 28th at Monterey, Motion to approve necessary expenditures for Mrs . Clifton to atfiend the meeting was made by Gouncilman Fay, seconded by Councilman Sauer and carried by the following roll ca11 vote : � AYES : Councilmen Fay, Hesse, Klein, Sauer, Mayor , Nadal NOES : Non.e ABSEN�: None STORM DAMAGE - City of Rollin� Hi11s The Manager reported that although the reeen.� rains were the worst in the history of the area, Rol.ling Hills' had no major damageo Mrsa Clifton said that due to a continuing program on the part of the mai�ntenance personne�., a11 drains in Ro1.ling Hills were open and running freely. The ana:inten.ance per�son�nel, as we1.1 as the �h�ef Security Officer who was assis�ing in the �aaintenance work, weXe on twelve hour shifts around the clock du�°ing .the entire period of the storm. The�°e were many mud slides on the roads , and several roads were able to accommodate only one lane of traffic . The staff is working on an inventory list of drainage problem areas , documented with pictureswhich will be pre.sented to the Rolling �i1lsiCommuni�:y Associat:ion wi�h cost estimates for corrective work. A low retaining wall probably will be required at the � Eastfield Gate area ox� the south side of the road as a safety factor, as the bank washes into .the roadway. Many trees were uprooted, but the maintenance people sawed them up and' removed them if the resi- dents so desired. Mrs . Clifton stated that she was very proud of the job the maintenance men, with Mr. Burns Applegate, in charge, and Mr . Robert McDonald, Chi.ef Security Officer, did during the storm. Mayor Nada1 and members of the City Council expressed their thanks to the City Manager for her fine efforts in combatting the effects of the storm, and asked �hat she also extend their thanks to the men on the maintenanee staff .
