FIELD TRIP MEETING: PRESENT: Chairman Chelf,Commissioners Cardenas,Cooley and Seaburn Yolanta Schwartz,Planning Director Julia Stewart,Senior Planner Jeff Manquen, applicant Dan Bolton, Bolton Engineering Leah Mirsch,resident James Aichele,resident Commissioner Kirkpatrick was absent and excused. Chairman Chelf called the public hearing to order at 7:30 a.m. at 26 Middleridge Lane South. A. ZONING CASE NO. 951. Request for Site Plan Review for a new residential addition of 1,087 square feet,new 410 square foot covered porch, addition to a raised deck and 300 cubic yards of grading; and Variances to encroach with portions of the proposed residential acidition and raised deck into the front and side yard setbacks and to allow the stable and corral set aside area to be located in the front yard setback and in the front of the leading edge of the residence. The subject property is located at 26 Middleridge Lane South (Lot 248-A-2-UR)Rolling Hills,CA, (Manquen). Senior Planner Stewart explained the project and stated that the applicants request a variance to construct several additions to the residence in the side setback, a stable and corral in the front setback and the front yard area of the lot and a deck addition in the side setback. She pointed out on the plans the areas of the house where the additions are proposed, including � the proposed raised roof and the deck addition in the rear. She pointed out the lot lines and setback lines and stated that the applicant is proposing to set aside an area for future stable and corral in the front setback of the property. She stated that the lot is irregular in shape and steep and there is no other area on the lot to place a stable and corral. All present then walked round the residence to observe the silhouette of the proposed additions, roof and the deck. In response to Chairman Chelf, Dan Bolton, engineer for the project, responded that there is adequate walkway around the house for Fire Departrnent access. All present then walked to the proposed set aside area for a stable and corral. The Commissioners concurred that, although the location is in the front setback, it is a desirable location as there is no other feasible place on the lot for a fixture stable and corral, the location is not in vicinity of any residences, it is located by a bridal trail and if constructed would require minimal grading.
