REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
The regular meeting of the City Council of the City
of Rolling Hills' was held at 7:30.p.m. Monday, 24 June
1957, in the City"Hall.
The meeting was called to order at 7:30 p.m. by
Mayor Goodman.
ROLL CALL
Present: Councilmen Bullard, Elliott, Tourtelot,
Weitzel and Mayor Goodman
Also Present: City Clerk Gilbert Myers, Deputy City
Clerk Phyllis Stockdale, City Attorney
William Kinley, Messrs. Leslie Cunningham,
George Partridge, Frank Baden and
Mrs. John Vanderlip
MINUTES - MEETING OF 10 JUNE 1957
It was moved by Councilman Tourtelot and seconded
by Councilman Elliott that the minutes be approved as
written. The motion was carried.
LETTER -LEAGUE OF CALIFORNIA CITIES
A letter dated May -27., 1957 regarding the proposed
new Constitutl6n and By -Laws of the Los Angeles County
Division of the League was read by the City Clerk.
LETTER- CHARLES EDWARD CHAPEL
A letter dated June 7, 1957 from Mr. Chapel
enclosing a copy of AB2422 was read by the. City Clerk.
He was directed to write to Mr. Chapel and express the
Councilt.s appreciation for his help.
TELEGRAM - MAYOR NORRIS POULSON
The City Clerk read a message received from the
Mayor of Los Angeles recommending that the City of
Rolling Hills.adopt a resolution endorsing the moving
of the Brooklyn Dodgers to Los Angeles. No action was
taken by the Council..
PROPOSED ORDINANCE AMENDING ORDINANCE NO. 6, THE BUILDING
CODE -
Councilman Tourtelot introduced and read the title
of "An Ordinance of the City of Rolling Hills Amending
Ordinance No.'6,•the Building Code." It was moved by
Councilman Weitzel that the reading of the ordinance in
full be waived. The motion was seconded by Councilman
Tourtelot and unanimously carried.
PROPOSED ORDINANCE AMENDING ORDINANCE NO. 5, THE
ELECTRICAL CO -DE ....... _
Mayor Goodman introduced and read the title of
"An Ordinance,.of the City of Rolling Hills Amending
Ordinance No. 5, the Electrical Code." He then moved
that the reading thereof in full be waived. The motion

was seconded by Councilman Tourtelot and unanimously
carried. Mayor Goodman further moved that the matter
be set down for public hearing on July 222 1957 and
that the City Clerk be directed to cause notice*of
the hearing to be published in accordance with the
provisions of Government Code, Section 50022,3 in a
newspaper of general circulation in the City of Rolling
Hills, one time not less than fifteen (15) days before
the date set for said hearing and a second timenot
less than eight (8) days before said hearing. The
motion was seconded by Councilman Tourtelot and unani-
mously carried.
RESOLUTION NO. 30
Mayor Goodman explained that the City can receive
police protection from the County Sheriff in return
for its share of fines and forfeitures and that addi-
tional protection can be contracted for, if needed..
The Mayor recommended that the City enter into an agree-
ment with the County for law enforcement services.
Thereupon, after discussion in which all Councilmen
participated, and, after approval by the City Attorney,
Resolution No.. 30 entitled 'A Resolution of the City
Council of the City of Rolling Hills Authorizing
Execution of an Agreement with the County of Los Angeles
for the Provision of Law Enforcement Services -Within
the City of Rolling Hills" was, on motion made by
Councilman Tourtelot and seconded by Councilman Elliott,
and on roll call vote by the City Clerk unanimously
adopted. Resolution No. 30 is set forth in full in the
Book of Resolutions.
PROPOSED SALES AND USE TAX ORDINANCE
Councilman Weitzel introduced and read the title
of "An Ordinance of the City of Rolling Hills, California,
Imposing a City Sales and Use Tax; Providing for the
Performance by the State Board of Equalization of all
Functions Incident to the Administration, Operation and
Collection of the Sales and Use Tax Hereby Imposed; and
Providing Penalties for Violations Thereof" and moved
that the reading of the ordinance be waived. The motion
was seconded by Councilman Tourtelot and unanimously
carried.
PROPOSED GRADING ORDINANCE
Mayor Goodman introduced and read the title of
"An Ordinance Amending Ordinance No, b of the City of
Rolling Hills with Respect to Excavations and Grading"
and moved that the reading thereof in full be waived..
The motion was seconded by Councilman Tourtelot and
unanimously carried.
GRANTING AUTHORITY TO COUNTY TO USE GATE TELEPHONE
FOR LAW ENFORCEMENT -PURPOSES
The City Clerk reported receiving a request to use
the -Crenshaw Gate telephone as part of the communication
system of the County Sheriff's Department. The Council
approved this request.

REIMBURSEMENT OF ROLLING HILLS COMMUNITY ASSOCIATION
FOR LOAN
It was moved by Councilman Tourtelot, seconded by
Councilman Elliott, and unanimously carried that the
note for $2,000.00 held by the Rolling Hills Community
Association be paid.
CITY BILLS
The City Clerk read the register of bills to be
allowed. It was moved by Councilman Weitzel, seconded
by Councilman Tourtelot, and unanimously carried that

PROPOSED ORDINANCE RE ANNEXATION TO THE CONSOLIDATED
COUNTY . FIRE PROTECTION A)MRICT
Councilman Elliott introduced and read the title
of "An Ordinance of the City Council of the City of
Rolling Hills Declaring its Intention and Desire to have
Certain Territory Within its Boundaries Annexed to the
Consolidated County Fire Protection District,' and
moved that the reading in full be waived. The motion
was seconded by Councilman Tourtelot and unanimously
carried.
PERSONAL APPEARANCE - MRS..JOHN VANDERLIP
Mrs. Vanderlip appeared before the.Council and
told of an experience she had had which had resulted in
her driving through and breaking the South Gate. Mayor
Goodman explained that this was a matter for the Board
of Directors of the Community Association rather than
the City Council.
TRAFFIC ACCIDENT ON PORTUGUESE BEND ROAD
A discussion of traffic problems followed, and the
City Clerk reported on the recent accident that had
occurred on Portuguese Bend Road. The fact that the
ambulance lost its way and was late in arriving was
brought out. The City Manager was directed to inform
Mr. Robert Andersen of.the.County that the ambulance
was late.
VEHICLE CODE FOR THE CITY OF ROLLING HILLS
Mayor Goodman moved that a resolution be prepared
to create a traffic commission charged with the drawing
of a vehicle ordinance which may be enacted under the
authority of AB 2422 and thereafter, from time to time,
to make traffic studies, to recommend definitive speed
limits and changes in the ordinance, and to locate
stop signs. The motion was seconded by Councilman
Weitzel and unanimously carried. Mayor Goodman also
moved that Councilman Elliott be named chairman of the
Commission and that Mr. Fritz Ripley and Mr. Robert
Irwin be appointed.to the Commission and that Mr. Kinley
as City Attorney be an ex officio member. Said motion_
was seconded by Councilman Weitzel and unanimously carried.

GATEHOUSE PROPERTIES
Thereupon, after discussion in which all Councilmen
participated, and after approval by the City Attorney,
Resolution No. 32 entitled "A Resolution of the City
Council of the City of Rolling Hills Fixing the
Salary of the Deputy City Clerk and Deputy City
Treasurer" was, on motion made by Councilman Elliott
and seconded by Councilman Tourtelot and, on roll call
vote by the City Clerk, unanimously adopted. Said
Resolution No. 32 is set forth in full in the Book of
Resolutions.
RESOLUTION NO. 33
Thereupon, after discussion in which all Councilmen
participated, and, after apRroval by the City Attorney,
Resolution No. 33 entitled �A Resolution of the City
Council of the City of Rolling Hills Fixing the
Compensation of the City Manager, City Clerk and City
Treasurer" was, on motion made by Councilman Tourtelot
and seconded by Councilman Weitzel and, on roll call
vote by the City Clerk, unanimously adopted. Said
Resolution No. 33 is set forth in full in the Book of
Resolutions.
A report was received from Councilman Bullard
regarding appraisal values upon gate properties.
Councilmen Bullard and Tourtelot were requested to
negotiate for the purchase of the Main Gate property.
PRESCOTT EASEMENT
The City Clerk reported that Mr. Prescott
no
longer wants the drainage easement that has been
under consideration, so the matter can be removed„
from the agenda.
COMMUNITY RECREATION AREA
Councilman Bullard reported talking with Messrs.
Albright and Husted about the possibility of deeding
the fourteen -acre community area to the City. After
a discussion, the matter was held over until the
next meeting.
1957-58 BUDGET

The City Council considered the provisional
budget, as revised since the last meeting, a copy
of which is attached to and made a part of these
minutes. Copies of this budget will be available
to the public.at the Rolling Hills Community
Association Budget Hearing on lb July.
RESOLUTION NO. 31
Thereupon, after discussion in which all
Councilmen participated, Resolution No. 31 entitled
"A Resolution of the City Council of the City of
Rolling Hills Fixing the Retainer of the City Attorney"
was, on motion made by Councilman Weitzel and seconded
by Councilman Elliott and, on roll call vote by the
City Clerk, unanimously adopted. Said Resolution No. 31
is set forth in full in the Book of Resolutions.
RESOLUTION NO. 32
Thereupon, after discussion in which all Councilmen
participated, and after approval by the City Attorney,
Resolution No. 32 entitled "A Resolution of the City
Council of the City of Rolling Hills Fixing the
Salary of the Deputy City Clerk and Deputy City
Treasurer" was, on motion made by Councilman Elliott
and seconded by Councilman Tourtelot and, on roll call
vote by the City Clerk, unanimously adopted. Said

Thereupon, after discussion in which all Councilmen

RECEIPT OF IN LIEU TAXES
The City Clerk reported the receipt of a check ,for
$10,247,24, In Lieu taxes from the State of California.
It was moved by Councilman Elliott that this check be
deposited in Special In Lieu -Fund Bank Account No. 1
and that all but $100 of this amount be then transferred
to the General Fund Account, to be repaid when the
property taxes are paid. The motion was seconded by
Councilman Tourtelot and unanimously carried.
RESOLUTION NO. 34

Resolution No. 34 entitled. "A Resolution of the City
Council of the City of Rolling Hills, California
Authorizing the Establishment of a Special In Lieu
Fund Bank Account No. 1" was, on motion made by
Councilman Elliott, seconded by Councilman Tourtelot,
and, on roll call Vote by the City Clerk,,unanimously
adopted. Resolution No. 34 is set forth in full in
the Book of Resolutions.
LEAGUE OF CALIFORNIA CITIES 59th ANNUAL CONFERENCE,
The Leaguers Conference to be held in -San Francisco
September 22-25, 1957 was discussed and it was hoped
that one or two Councilmen might attend.
TRAFFIC COURTESY SCHOOL
Mayor Goodman suggested that arrangements might be
made with the Sheriff's office to have bicycle and
motor scooter traffic,-courtesy.courses for youngsters.
The Council decided to investigate this possibility::.
COUNTY TAX RATE INCREASE
Councilman Bullard brought to the Councilts
attention the increase in the County tax rate and
suggested the possibility of reducing the City assess-
ment accordingly. After discussion it was decided to
take no action until August.
ADJOURNMENT
There being no further business to come before the
meeting, it was moved by Councilman Tourtelot, seconded
by Councilman Bullard, and unanimously carried that the
meeting be adjourned at 10:25 p.m.
