8/25/19691 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA August 25, 1969 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Hesseat the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P. M. Monday, August 25, 1969. Motion to approve the minutes of August 11, 1969 as pre- sented was made by Councilman Fay, seconded by Councilman Nadal and unanimously carried. CORRESPONDENCE Appeal of City of Rolling Hills Zone Exception Case 9140-(4) Congregation Ner Tamid A letter from the Board of Supervisors acknowledging the Council's appeal of Zone Exception Case No. 9140-(4) with regard to Congregation Ner Tamid's request for zone change from A-1-20,000 to build single family residentes on lots averaging 7,000 square feet in area and pro- cedures for the appeal were outlined. Mayor Hesse ordered the matter held on the agenda. Zoning Case 5487-(4) The Manager advised that she had written to the Regional Planning Commission expressing Council opposition to a zone change from RA -15,000 to RA -12,000 for a 48.7 acre parcel located on the south side of Crest Road West of the junction of Highridge Road, Zoning Case 5487-(4). She stated the matter has not yet been before the Board of Supervisors for review. Regional Planning Commission re: Special Permit Case No. 1928-(4) A notice was presented of public hearing on September 11, 1969 before the Zoning Board of Regional Planning Commission in the matter of a request for a special permit to the C-1 (Restricted Business) Zone to construct a 90 -unit multiple residential (apartment) complex and permission to exceed the two-story height limit on property situated at the southerly terminus of South Nantasket Drive and extending August 25, 1969 approximately 606 feet easterly along the southerly side of West Sea Cove Drive in the Palos Verdes Peninsula Zoned District, Los Angeles County. The Council expressed appreciation for the notice of public hearing to give them an opportunity to express opposition to the zone changes and register concern to the Commissioners, The Mayor requested Council- man Fay or Nadal and Mr. Kinley to appear at the meeting. Report m Palos Verdes-71anning. Committee Meeting Councilman Nadal reported that he attended the recent Palos Verde Planning Committee meeting'at the Rolling Hills Administration Buildin where it was decided that representatives of the Regional Planning Commission staff would proceed with a preliminary plan for proposed zoning and land uses for the Peninsula. He stated that the tentative Master Plan will be viewed by the Los Angeles County Regional Planning Commission at a hearing in early October and then be presented to the Palos Verdes Planning Committee later in October, Councilman Nadal stated he viewed a map showing the entire Penin- sula shoreline colored yellow with legend showing the word "tract" and was informed that "tract" meant 7,000 to 14,000 square feet. He stated he had expressed his concern regarding the shoreline density and had been told this was only a concept. Mr. Nadal reported further that after committee discussion, it was decided that extensive overlays would be a part of the preliminary zoning presentation in October which the Regional Planning staff said would replace the rather ambiguous legend on the recent "concept" maps. After discussion, Mayor Hesse requested that both the preliminary presentation meeting before the Regional Planning Commission and the October Committee meeting be attended by as many councilmen as possibl League of California Cities. re Annual League Conference in San Francisco m 9/28/69®®m 10/1/69 Councilman Fay moved the necessary reimbursement fir any expenses necessary for City Manager, City Attorney or any Councilman able to attend the Annual League Conference of California Cities in San Fran- cisco. The motion was seconded by Councilman Nadal and carried by the following roll call vote.- AYES ote. AYES NOES. OFFICERS The Manager reported that Legislative Bulletins from the League of California Cities had been sent to all Councilmen regarding AB 325 advising of the League's opposition to it. She said she had further been advised that it is only awaiting the Governor's signature to become law. Mayor Hesse reported he had received one communication from a Councilman with the opinion expressed that the Disclosure of Assets Bill would cause more negative effects than positive effects if it is signed into law by the Governor. Councilman Nadal stated he had written to.Governor Reagan expressing his concern that the act would require every type of public official to disclose assets, thereby re- ducing availability -.of personnel in many capacities and urged him not -3- to sign the bill, William Kinley to opposition to the August 25, 1969 After discussion, Mayor Hesse requested City Attorney draft a letter to Governor Reagan expressing Council'.s bill. COUNTY SHERIFF'S OFFICE ACTIVITIES PROGRAM Mayor Hesse stated he had received a letter from the Sheriff's Department calling attention to the fact that a new program had been adopted to permit cities to become better informed and familiar with Sheriff Department Activities, and inviting city officials to observe the program September 10, 1969 at 10.30 Ao Mo at Lennox Station. The Mayor requested Mr. Klein and Mr, Sauer, Primary and Alternate Deputy of Safety Committee to be notified by the Manager to visit the activity and report to the City Council. HIGHWAY PLAN AMENDMENT NO. 707 After discussion,- Mayor Hesse directed City Attorney Kinley to prepare a letter for presentation to the Council expressing Council's opposition to establishment of parkway on Crest Road:. PALOS VERDES WATER COMPANY REPLACEMENT LINES The Manager reported that no additional information was available on the line replacement schedule:for Rolling Hills, FALOS VERDES WATER COMPANY APPLICATION FOR RATE INCREASE. The Manager stated that she attended the first day of the Public Utilities Commission hearings on the application of the Palos Verdes Water Company for a rate increase. She further reported that the hearings which had been recessed indefinitely after a day and a half of testimony, had been rescheduled to reconvene on November 4, 1969 at which time.the Palos Verdes Water Company will make another pre- sentation to support the requested rate increase, DIVISION OF HIGHWAYS m CLASSIFICATION OF ALL EXISTING HIGHWAYS, ROADS AND STREETS IN CALIFORNIA The matter was ordered held on the agenda pending additional information. RESOLUTION ® ADDITIONAL SUPERIOR COURT JUDGES Attorney Kinley reported the measures to increase the number of Superior Court Judges to serve Los Angeles County had not passed, Mayor Hesse ordered the matter removed from the agenda pending intro- duction of new proposals. FLYING TANGLE EXTENSION ................ ...................:....... Attorney Kinley stated he had again been contacted by Palos Verdes Properties who are requesting that the area known as the Flying Triang Extension as well as a lot on Middleridge Lane be annexed to the City, when the area had been accepted as part of the Rolling Hills Community Association, After discussion, Councilman Nadal moved that when the Association has completed all necessary agreements with Palos Verdes Properties for the annexation of that property known as the Flying Triangle Extension, that.the_property be incorporated into the City of Rolling Hills with decision concerning the one parcel of unimproved acreage in the Middleridge area deferred pending clarification of -4- August 25, 1969 the Association's contractual obligations. Councilman Fay seconded the motion and it was unanimously carried. The matter was ordered held on the agenda. REPORTS OF CITY DEPARTMENTS: Sheriff's Department The Sheriff's Department Statistical Data Report for the month of June was presented. Thereport was received and filed. Also pre- sented was a letter dated August 19, 1969 from Capt. John F. Peacock of Lennox Station, with traffic enforcement information for the month of July, 1969. After discussion, the -Council directed the Manager to request Captain Peacock to continue forwarding the special traffic enforcement information report. The Mayor requested Mrs. Clifton to arrange a Traffic Commission Committee meeting that they might study the Sheriff's reports in detail and report to the full Council at the next meeting and ordered the matter held on the agenda. Fire Department The Fire Department Activity Report for the month of July 1969 was presented. The report was received and filed, The Council expressed concern that fire conditions in the City are hazardous due to the warm weather, The Manager suggested that notices be given to residents and visitors for additional emphasis, stating that Rolling Hills was a "Closed Fire Area." Mrs, Clifton stated a notice would also be included in the Newsletter which will be mailed August 26th regarding the hazardous fire conditions. After discussion, the Mayor directed the Manager to hand out notices over the Labor Day Weekend, MATTERS FROM CITY OFFICERS Saddleback Re -numbering Proposal The City Manager presented a renumbering plan for Saddleback Road based upon parcel acreage and zoning, stating the Planning Commission had approved the plan in concept and recommended it be adopted by the City Council. After discussion, the Council requested the Manager prepare for presentation at the next Council meeting a sample letter to be sent to residents advising them of the new addresses. The matter was ordered held on the agenda. PROPOSED ORDINANCE - Adopting A Fire Code for the C-ity of Rollin Hills City Attorney William Kinley presented an Ordinance adopting the new County of Los Angeles Fire Code as amended by the County to add additional hazards and strengthening present Ordinance and removing irrelevant items. After discussion, Councilman Fay moved that the Ordinance adopting a Fire Code for the City of Rolling Hills, California be introduced and that reading in full be waived. Motion was seconded by Councilman Nadal and carried by the following.roll call vote.- -5- August 25, 1969 AYES-.. - Councilman Fay, Nadal, Mayor Hesse NOES: None ABSENT: Councilman Klein and Sauer Report of Increase in Planes Flying over Rolling Hills The City Manager stated she had been contacted by a resident concerned about a substantial increase in large jets flying over Rolling Hills. After discussion, the Council expressed appreciation to the resi- dent, and requesting Mrsa Clifton to advise her that no other communi- cation had been received regarding the matter but they would be alert to the problem and to thank her for calling the matter to their attention. ADJOURNMENT There being�,,..no further business to come before the meeting, Mayor Hesse adjourned -the meeting to a personnel session at 9:20 P. M. The meeting reconvened at 10-00 P.
