G�,enn Sehaffer� president of Los Caballeros del Rancho Palos Vex°des . Col. Schaffer advised the Council that he was appearing in an attempt to find a way of improving the working relat�.onship between <.Los Caballeros and the City of Rolling Hills and the Rolling Hills Co�msnunity A.ssociation. He stated that at recent Cab�lleros meet�.ngs d�.scussio�.s had been held in an attempt �o evaluate aa�d assess the role of Los Gabal- leros in the Community; to determin� whether it was merely a social group or whethe� it had cer�ain responsibil�.ties and authority with � regard to trails, tra�.l mainter�an.ce, the "�°�di�.g ring at the City Park, As a �esult of the discussions a ltesolution was prepared, reaffi�mi�ng �he prime objectives of L�s Caballeros as that of defending the in�erests of the horsemen �n the Ci.ty of Rolling Hills . Councilman Fay �epo�°ted that he and Cou�ncilman Nadal had attended the meeting, where Los Angeles County Regional Planning Gommission. presented a pl.an for massive multiple unit const�uction. on 3400 acres of undeveloped lan.d in the Pen�.nsula "s uninco�porated areaa so that the cur�ent rati� �f 90 percent single family residences to 10 percent multiple faan�.ly residences would be changed to a 60-40 "mix". Gouncilma�. Fay stated �hat the pressure of ta�ation is cau�- ing a break-do�m of large �.and haldin.gs� and the Board of Superviso�°s who cont�ol �.he zoning in. th� xin.incor�ora�ed area� do not want to go against the political gr�ups control.�.in.g the 1and. He commented tha� app�oxim�tely 1/3 of the Peninsula is unincorpo�°ated. �2m Oc�obe� 27� 1969 Mayor Hesse asked what the reception of the plan wase Couricil� man Fay explained that members of the Cori�nittee are the three inco�p- orated cities on �he Peninsula, �he Library District and the School � � � District; also various homeo�ners associationse Their reactions, he reported, were in agreement tha� multiple dwellings and especially �� high rise construction would result in "ghetto" concept that is objectionable; that people are willing to pay to live in a rural � atmosphere, and that steps must be taken �o prevent the type of development presented by Regional Planning . . Ste�e Day asked who orans the land, and who makes the final decision about wha� can be built on it, and Mayor Hesse explained _ � that the land in the unincorporated area is privat�ly owned, in this case by developers �nd �nvesto�s wh� are an�ious for �he most return on their investment ; that zoning is co�trol�ed by the �oard of Super- visors, and that if the investors wish a cha�ge of zoning to allow f or multip�e dwellings, they must make application to the Regional Planning Commission. He further explained that the Pl.anning Staff makes a recomanenda�ion to Regional Planning, who in turn makes the recomanendation to the �oard of Supervisors, which body gives the final decisione Mayor Hesse explained that the incorporated cities have complete control of zoning within their boundaries . � Councilman Fay said that the plan presented to the Pa1�s �Verdes Planning C�mcnittee had hit a stalemate that must be xesolved, and that one of the solutions being considered is form�tion of a fourth city on the peninsula to include all the land presently in the unincorporated � area. �� Mayor Hesse directed `t��� the matter be h.e1d on the agenda.
