November 10, 1969
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Hesse at the Administration Building
2 Portuguese Bend Road, Rolling Hills, California at 7:30 P..M. Monday,
November 10, 1969.

MINUTES
Motion to accept and approve the minutes of October 14, 1969
as corrected was made by Councilman Nadal, seconded by Councilman Klein
and unanimously carried. Motion to approve the minutes of October 27
as presented was made by Councilman Fay, seconded by Councilman Sauer
and unanimously carried. Mayor Hesse directed that approval of the
minutes be subject to the approval of the City Attorney when he returns
and that this provision be reflected in the minutes.
PERSONAL APPEARANCES
Mayor Hesse welcomed Mr. John Gist and Mr. Robert Jones,
students at E1 Camino College who were required to attend a City
Council meeting as a requirement for their classes.
CORRESPONDENCE
Board of Supervisors, Los Angeles County
A letter dated November 6, 1969 from the Board of Supervisors
with reference to the City's appeal in Zone Exception Case 9140-(4),
Congregation Ner Tamid, was presented to the Council.
Mrs. Clifton advised that she had spoken to Mr. James S. Mize,
Executive Officer, and he advised that the matter of the appeal is in
the jurisdicition of the Board of Supervisors, and that they could act
at any meeting of the Board without prior notice.
Following discussion, Mayor Hesse directed the City Manager
to send a letter to Supervisor Burton Chace requesting a hearing before
the Board, in accordance with the list of alternative actions that the
Supervisor may take, and requesting that the City be advised in advance
of the time and place of the hearing. Mayor Hesse directed that copies
of the file with reference to the Zone Exception Case be sent to the
Mayors of Palos Verdes Estates, Rolling Hills Estates, Del Cerro Home-
owners Association, Palos Verdes Advisory Council and the League of
Women Voters, together with a letter soliciting their assistance in
urging Supervisor Chace to consider the appeal.
The matter was ordered held on the agenda.
California Contract Cities Association re: Cost for Sheriff's Services
A letter to member cities of California Contract Cities Associ-
ation from George Voigt, Executive Director was presented by the City

Manager. A copy, of the final report on Contract Cities costs for
Sheriff's services, included with the communication, advised that the
cost to Contract Cities for a 24 hour patrol car unit would be $132,423.
Mr. Voigt explained that the report and formula devised for
Contract Cities, a similar report from_Independent Cities and the for-
mula proposed by the County CAO's office were presented to the Grand
Jury which will present a report to the Board of Supervisors based
on tie various proposals. The Supervisors will then have to adopt a
final formula.
The letter was received and filed.
California Contract Cities Association: Annual Conference in Sacramento
An announcement of the second annual legislative orientation
tour to Sacramento on January 21 and Januar 22, 1970 for members of
the California.Contract Cities Association was presented to the Council.
The City Manager reminded members of the Council that the Annual Meeting
of the Rolling.Hills Community Association will be held on January 21,
but if any councilman plan to go to Sacramento, she requested that they
advise her so that reservations can.beā¢made.
PAYMENT OF BILLS
Councilman Sauer moved that Demands No. 131.2 through 1320 and
1322 through .1327 be paid.from the General Fund, and that Demand No.
1321 be paid from the Traffic Safety Fund.

AGENDA ITEMS HELD.OVER
Palos Verdes Water Co. Replacement Plans
Mayor Hesse reported that he, Councilman -Fay and Mrs. Clifton,
City Manager had attended the adjourned hearing counducted by the
Public Utilities Commission at the Palos Verdes Estates City,Hall on
November 3, 1969 to consider the request of the Palos Verdes Water
Company for an increase in rates. Mayor Hesse stated that he thinks
the request for additional funds is justified, but he would like
assurance that an increase in bates would guarantee better service,
and it is his intention to contact the -Public Utilities Commission with
a request that the service be improved.
Mrs. Clifton showed the Council a map of Eastfield Drive show-
ing proposed improvements which the Palos Verdes Water Company plans
to begin immediately, due to a series of water main breaks that cannot
be repaired permanently.
Zone Change Case No. 5520®(4) Chadwick Property
Councilman Nadal reported that he had been notified by the
Regional Planning Commission in a letter dated October 23, 1969
that Regional Planning, at a meeting held October 21st, had reviewed
the public hearing on Zoning Case No. 5520-(4) held on October 7th,
and had adopted a resolution recommending to the Board of Supervisors
that the requested change of zone be granted. Boise Cascade Building
Company had requested that an irregularly shaped 24,000 square foot
parcel with frontages of 100 feet on Palos Verdes Drive North and 170
feet on Academy Road, be changed from R -A®15,000 to C-1, and the find-
ing of the Planning Commission was that the requested change in zoning
is compatible with the surrounding residential district. The Regional
Planning Commission recommended that the Board of Supervisors hold a
public hearing to consider the change of zone.
Councilman Nadal said he disagreed with the logic of using
"compatibility" in approving a change from residential to commercial,
and said he would contact Mr. Gordon Curtis, chairman of the Palos
Verdes Advisory Council about the "spot rezoning" in various areas
of the Peninsula. -Mayor Hesse said he would communicate directly
with Regional Planning Commission and ask to be advised of the date
and time of the public hearing before the Board of Supervisors.
Mayor Hesse ordered the matter held on the agenda.
Disclosure of Financial Interests
The City Manager reported that copies of an excerpt from the
newspaper with reference to disclosure of financial interests in
excess of $10,000 by public officials had been sent to all members
of the Council, and additional information would be distributed as
soon as it is available.
Councilman Nadal said he had written to Governor Reagan
protesting the new law, and urged other members of the Council to
write to the Governor and other legislators.
The .matter was held on the agenda.
Traffic and Speed Control
Mrs. Clifton reported that a meeting had been scheduled for
9:00 A.M. Thursday, November 20, 1969 to be attended by Mr. String-
fellow, president of the Rolling Hills Community Association, Council-
man Klein, Captain John Peacock, Commander of the Lennox.Sheriff"s

Station, a Traffic Sergeant, and the City Manager.
.The matter was held on the agenda for a report at the next
meeting of the Council.
Palos Verdes Planning Committee
Councilman Nadal reported that he had attended a meeting of
the Palos Verdes Planning Committee on October 21, 1969 at the Palos
Verdes Estates City Hall, at which time the Sketch Plan for the
Peninsula was presented. He said there was general dissatisfaction
with the plan as presented, and the meeting was inconclusive. A
follow-up meeting to consider the plan has been scheduled for Tuesday,
November 25, 1969 at 7:30 P.M. at Dapplegray School. Mr. Nadal said
that on October 29th the Palos Verdes Advisory Committee met to con-
sider the implications of the plan to the three incorporated cities
and the unincorporated area, and it was their recommendation that a
series of actions should be taken to communicate the views of the
cities to the Board of Supervisors.
.Following the discussion Councilman.Klein moved that appro-
priate resolutions should be passed by the Council. The motion was
seconded by Councilman Nadal and:unanimously carried.
RESOLUTION NO. 241
Councilman Klein.moved that Resolution. No. 241 titled A
RESOLUTION OF THE CITY COUNCIL.OF THE CITY OF ROLLING HILLS, CALI-
FORNIA, OPPOSING THE SKETCH PLAN OF THE PALOS VERDES PENINSULA AS
PRESENTED BY THE LOS ANGELES COUNTY REGIONAL PLANNING COMMISSION
be adopted, and that reading in full be waived.
The motion was seconded by Councilman Fay, and carried by
the following roll call vote:

RESOLUTION NO. 242
Councilman Nadal.moved that Resolution No. 242 titledA
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALI-
FORNIA,.ENDORSING THE FORMATION.OF A'FOURTH.CITY ON THE.PALOS VERDES
PENINSULA be adopted, and that reading in full be waived.
The motion was seconded by Councilman. Sauer and carried by
the following roll call vote:

ABSENT: None
RESOLUTION - Los Caballeros del Rancho Palos Verdes
Mayor Hesse stated that he had studied the resolution pre-
sented to the Council by Col. Glenn Schaffer, president of Los
Caballeros, and it was his recommendation that the City Council adopt
a resolution reaffirming their essential mutual working relationships
with the Caballeros.
Motion to adopt the resolution was made by Councilman Sauer,
seconded by Councilman Fay and unanimously carried. The matter was
referred to the City Attorney for preparation of such a resolution.

MATTERS FROM MEMBERS OF THE COUNCIL
Mayor Hesse.presented a letter dated October 30, 1969 in reply
to a letter he wrote to Mr. Frederick Jo Barlow, Division Chief of Sub-
divisions and Highways Division of Regional Planning on September 150
Mr. Wayne L. Stewart,.Division Chief of Development Plans
Division advised that the Mayoras letter was referred to the Los Angeles
County Interdepartmental Engineering Committee, and was considered by
that committee at its meeting of October 2, 1969° The Committee recom-
mended that the classification of Crest Road remain as major highway,
which defines the set -backs and provides a more detailed and conclusive
definition than the parkway classification would provides
