Motion to approve the minutes of the meeting of December 8 , 1969
as presented was made by Councilman Fay, seconded by Councilmax� Nadal
and unanimously carried. Motion to app�ove the minutes of December 22
as presented was made by Councilman .Sauer. , seconded by Councilman Fay

PERSONAL APPEARANCES
� " Mrse Craig Ruth - Mi�aleste Pool. Fund
Mayor Hesse introduced Mrse Craig Ruth, resident of Miraleste,
and asked Mrs : Ruth to present ta the__Council a request she had regarding
the Mi�aleste High School Swimming Pool.
Mrse Ruth advised the Council that funds have been raised for a
swimming pool at Mira�.e�te High School sianilar to pools already in use
at Palos Verdes and Rol.ling Hills. High Schoolse Cost of construction
will be approximately $140,OOOo Of �his amount $50,000 will come f�om
undis�ributed funds of the Palos, Verdes Peninsul� Unified School District
and $90,000 has been raised by fund �aising func�ionso The Boosters Club
has provided $359000 on a loan basis to be paid back fram membership fees . �
. High School. students from the City of Rolling Hi11s attend Miraleste High
school and. m�st members of the Boosters Club are residents of Rolling Hills .
� Mrse Ruth explained that the school cannot lease the pool for a�
summer program without wo�king through a municipality, and she asked that
the City of Rolling Hills consider sponsoring the summer program for the
Miraleste High School swimming pool.o
, . In reply to questions about the financial arrangements9 Mrse �
Ruth expla�.ned that the cities. of Rolling Hills Es�.ates and Palos Verdes
Estates sell memberships through their city hall.s for the pools they
� sponsore Using �he money collectecl, a coach for the summer program is
h.ix°�d by the City� and the coach does all other hiring of personnel
requ.ix�ed for �he p�°ogram o Employees are hired only to the extent needed
to accoarmoda�e the membersh�ps sold, and only within the li.mits of the
budg�te T� da�e 130 char�er memberships have been sold and there is a
capaci�y of 600 �e�mbe�°so There is a wa�ting list pf 80 memberships at
Ro11.i.ng 1�Zills High School, and those members would be welcome at the
M�.rales�e swi�m�,ng poo1.e

Distric�e She explained that the pool,:'.wh�n bu�.lt�a will become the

1800009 with an additional $�.Oo00 for membership per year for the
next fota�° years� for a total of $220e00 the first five years for
charte�° memberse New memberships will cost $60e00 per yea�, and
da�1y admiss�.ons will be $1..00 pe�° persono After payments on �.oans , �
and sala�fes, a�,y money lef� would go to the sponsoring �ity, and she �
said tha� 1.ast year the City of Rol�.�ng Hills Estates realized a
prof�t of $39600 after paying sa1a�°ies and the �equired annual re-
paycnent of $6�000 to Los Ser�r�anos, from whom they borrowed funds �o
build the pool at Rolling Hi11s. High Schoolo Mrso Ruth stated that
an agreemen�: wo�ald be negotiated between the Pool Committee and the
sponsoring city so that the budget wou�d susta�n operation of the pool
compl.etely, and funds to the Ci�y wo�1d be guaranteed.

� Mre Daniel McNabb of 11 Quail Ridge Road South said he was not willing
to aecep� the repo�t of the Cc�unty Geology Section without consulting

� geo�ogis� to �eview the matter and evalua�e the report, and he requested

gis�9 and Mrse Mcl�abb said she would ask her husband to call Mrse Clif-

but only Dr. Frank Stanton of 16 Cinchring Road attended9 and he did

T°he Planning Commission_,approved the tentative tract map on
December 16a subject to �onditions contaimed in the reports of the
Planning Advi.sor and the Engineering Geology Sectione
- Membe�s of the C�.�yCouncil studied the tentative map, and
Councilm�an Nada1� asked the 1�Ianager to explain the variances granted
by the Planning Commissions Mrs.> Clifton explained that the subdi-
v�sion origin.al,ly subm�.tted to. the Architectural Committee and the
Board of Directo�s of the Ro11.i�,g Hills C�manunity Association contained
ten lots9 seven ne�a lots in addition to the original three and was not
accepta`ble to the AssQcia�i�n from an aesthetic v�ewpoi.nta The map as
pr�sen.tly submitted is for seven lots, four in addition to the original
thx°ee, �nd although modifieations were required to camply with the sub-
divisi�n, ordinan.ce9 •as x°emdesigned the p�ope��y was considered more
coanpa�ible aesthe��.cally `aith su��°roux�d�ng proper�ies e The subdivision
is i� the ox�e acre zone� and the sanallest lot is Zo7 acre-and the :

by the Rolli�.g Hil1.s Coanmu�.ity Association� and the resulting lots are
