Motion to approve the minutes of the meeting of January 12, 1970
as presented was made by Councilman Nadal, seconded by Councilman Fay
and unanimously carried.

Chief William Ware, Los Angeles County Fire Department
Mayor Hesse welcomed Fire Chief William Ware, who was recently �
appointed to the :field divisiQn serving Rolling Hills , to the meeting .
RESOLUTION SUPPORTING CONTRAC'I' CITIES ASSOCIATION
City Attorney William Kinley advised that he had prepared a
resolution supporting the California Contract Cities Association request
for a 30 day delay in the Board of Supervisor 's action on the issue of
law enforcement costs to contract cities, as instructed by the Council
at the meeting of January 12tha However, Mr. Kinley said he had been
advised that the 30 day delay had been granted, and it would not be
necessary to adopt the resolution. He stated further that he would
prepare a resolution for the next City Council meeting which would in-
dicate the City' s support of the Contract Ci�ies negotiations with the
County on the matter of contract fees for the Los Angeles County
Sheriff Department services .
The matter was held on the agenda .
ROLLING HILTS COMMUNITY ASSOCIA�ION REQUEST RE : MOTORBIKES AND MOTOR-
CYCLES WITHIN THE CI'�Y OF ROLLING HILLS
- Mayor Hesse stated tha� in accordance with the wishes of the
residents of the City of Rolling Hills who had requested that the City
Council take action to eliminate motorbikes and motorcycles from the
City, discussion of the matter was open..

The City Ma�nager read a let�er da�ed �anuary 23, 1970 advising
that at �he annual mee�ing of the Ro�ling �ills Co�nunity Association
on January 21, 1970, the follo�ing motion was passed: "The Association
requests the City Council to EXC�UDE motorbikes and motorcyeles altom
gether from the City of Rolling �illso"
Miss Pam Ellery of 9 Crest Road West advised the Council that
she tea�hes �id�ng and also rides frequent�y9 and the problem of motorm
bikes and motorcycles on the trails is constantly increasing� so that �
she has had to li�it the frequency of her rideso She stated that it
had been limited previously to the Peacock �lats area, but more recently __
the bikes ha�ve been gaining a�ces� to the City of Rolling Hi11s fram the
Crenshaw Bouleva�d area 'above Peacmck Flats9 and fram ,the trail that
connects Johns Canyon Road with the County area in the vicinity of the
Shultz property entramce at Cremshaw Boulevardo She said that the bikes
are noisy and the riders do not show the pr�per consideration for the �
horses , so they are "spooked" a�d upset by the noisee She asked that
all two wheeled motorbikes and m�torcyc�es be eliminated, a�d that
st�iet enforcement be implemented to keep out all who try to enter by
way of the tra�lse
Councilman �ad�l said tha� he had freque�tly met young boys on � ,
minibikes while he was riding ho�seback; however� he said that he was ,
impressed by their good manmers in turning off their moto�s and letting _ .
him passo He agreed that noise is frightening to the horses and causes
problems , but said that most of the young peop�e seemed aware of the
dange� and took necessary step� to eliminate ite
Coun,cilman Fay said that motorcycles provid� transportation for
many young resid.ents who cannot afford a car and he felt it would be
unfair to pena��ze those riders because certain r�ders act in an .incon-
siderate and irresponsible man�ere He asked the City At�orney whether
it is legal for youngste�s to ope�ate a minibike on their property, and
Mr, Kinley stated that under the ordinances of the City of Rolling Hills
it is not legal for anyone whm does not have a valid driver" s license
to ope�ate any motorized �ehicle in the city. !
Dre Thamas Heinsheimer, 7 Johns Canyon Road9 sa id he had attended
the meeting of the Community Association and it was his understanding
that the majority of the residents were concerned about the noise and
safety factor of -two wheeled vehicles , and the consensus was that the
City Council should regulate the operation of the vehieles to protect
the rights of all residents <
Mro Jay Kuhne of 6 Johns Canyon Road related that his daughters
ride horses, and at one time were riding ou�side of the City and told
him th�y had to �ride in the s�reet because the boys on mi�ibikes mono-
polized the facilities provided for horsese Mr. Kuhn said that he thinks
young children on horses would not receive the same courteous cooperation
accorded Mre Nadal or other _�dults and he said he felt some regulation
by the Gou�cil. is desireableo
Mre Norm Lean of 1 Pinto �ane stated �hat he is a new resident
and has recently purchased a moto�cycle and a ho�se9 and would appreci-
ate a clarification of the �u�es pe��aining �� botho �ayor Hesse said
that a� present on.ly motorbike� o� �otorcycles owned and ope�ated by
residents of the city are admitted through the gates and they are sup-
posed to carry a Rolling Hi�ls sticker wh�ch is availab],e at the City
Officee He stated fur�he� that no� a1� mo���cycles have �he stickers,
and man.y others come in�o the city on the trailso �he problem, he said,
is to tighten the regulations so th.at a�l residents comply with the
requirement t�ag �hey purchase a sticker, and al� motorcyeles and motor�
bikes n.ot so ide�.��fi�d �i�� be bannedo �he problem then will be to �
enforce the ru�es aga�nst riding on the �rails .
Miss E�le�y s�ated that it is difficult to enforce the rules,
because on the occas3ons when she has cal�ed the Sher�ffes Depar�men,t

said that his so�. does �.ot share hi�s sisters ' fee�ing about horses9 and

and to �he fact that they a�e kept busy taking care of and riding their

He sugges�ed that anyone purchasing a sticker be asked whether the bike
has been znodified9 and that some cont�ol of this factor be attemptede
°The City Manage� reported �hat �wo y.oung �esidents who own
motorbikes had contacted her af�er hea��ng about the motion passed at
the Community Associa�ion meeting� and she invited thean to attend a
Council meeting to present thei�� views . Mayor Hesse said that dis-
� cussion of both sides of the question �s necessary and should be en-
couraged� before any action ca�. be takene He then asked Mr . Glenn
Schaffer, p�esident of Los Cabal.leros to �speak to the subject.
Mr> Schaffer stated thet members of Los Caballeros have been
aware of the problem and are concerned about eliminating the probl,em
of motorized vehicles on the t�ailse He said that most of the offend-
ers are unlicensed underage drivers on minibikes . He added that the
Caballeros is no� a l,aw enforeing agency, and that ordinances pertain-
. ing to private propertye roads and trails m�st be enforced by the
Citye He said that there are many t�°a�.ls giving access to the City,
and that none is pos�ted advising riders of motorized vehic�.es to keep
outo Because of the conce�n of inembers of Los Caballeros he said he
planned to repo�t �o them on �he ae�ion of �he Councilo
Mayor Hesse stated that he wished to appoint a cammittee to
study tYie p�oblem and made the fol,�owing appo�ntments :

Mayor Hesse advi�ed members of the Council that he had received
a telephone ca11 fram the office of Supe�°viso� �urton Chace advising
him that �t the meeting of the Board of Supervisors on January 27, 1970
Supervisor Chace woul,d reco�armencl that �he Preliminary General Plan for
the Pa1os Verdes Peninsula be received and filed, in order to give the
cit.�zen.� of the Pen.insula the oppox°tumity to decide the issue for them-
selveso
In the discussion that followed Mayor �esse explained that the
General P1.an was prepared by s�aff of the Regional Planning Commission
and was approved by that body on January 139 �.970 and x°efe�red to the
Board of Super�risors fox° final app�°ovab< However, the plan was unaecept-
able to all gove�n.mental units of the Penimsula i�ncluding the three in-
corporated citiesy homeowners groups9 �Y�e school distric�, librax°y dis-
trict and the• League of Wamen Votex°so A nv�oup dedicated to Save Our
Coastline �SOC) was formed, and togethe� with othex� g�°oups and organiz-
ations b�ought pressure on lthe �onan.ty to d�°op the plan as presented.

urgin.g that no acti.om be taken on any individual xequest for change of
zoning on the� Peni�.sula until the issue is decided, and that the tele-
gram be signed by the mayors of the cities of Pa1,os Verdes Estates�
