REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS, CALIFORNIA
February 9, 1970
. A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Hesse at the Administration Build-
ing, 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M.
Monday, February 9, 1970.

MINUTES
Motion to approve the minutes of the meeting of January 26, 1970
as presented was made by Councilman Fay, seconded by Councilman Sauer
and unanimously carried.
PERSONAL APPEARANCES
Mayor Hesse welcomed Sue Jones, a Miraleste High School student,
who attended the meeting to fulfill a requirement of a course in Govern-
ment.
CORRESPONDENCE
Palos -'Verdes Peninsula Chamber of Commerce
The City Manager announced that invitations had been sent by
the Palos Verdes Peninsula Chamber of Commerce for their Twelfth Annual
Installation Banquet to be held on Thursday, February 19, 1970 at 7:00
at Los Verdes Country Club, honoring Mr. Dan Ridder, resident of Roll-
ing Hills and editor of the Long Beach Press Telegram. Mayor Fred
Hesse of Rolling Hills will be Master of Ceremonies and Installing
Officer.
Mrs. Clifton asked whether members of the Council planned to
attend. Councilmen Fay and Sauer said they were planning to attend
the dinner with their wives, and had already made reservations. Coun-
cilmaFh-•Xie*rn said he and Mrs. Klein will be unable to attend.
Councilman Klein moved that the City be authorized to pay for
any members of the Council and staff and their wives or husbands who
attend the banquet. Motion was seconded by Councilman Fay and carried
by the following roll call vote:
AYES: Councilmen Fay, Klein, Sauer, Mayor Hesse

Citv'of Carmel-bv-the-Sea
The City Manager presented a copy of a letter dated January 30,
1970,from Hugh Bayless, City Administrator of the City of Carmel -by -the
Sea, and a resolution adopted by the Council opposing the disclosure of
assets law.

Mr, Bayless advised that the resolution directs the City Attor-
ney to -proceed with a suit against the.State of California, and he
asked the cities of California for support in the fight. Mr. -Bayless
advised that 27 cities have given unofficial assurance that they wish
to 4oin, and the total estimated costlof $5,000 would be approximately
$185 ,per city.
Mayor Hesse asked the City Attorney to comment on the lawsuit,
and Mr'. Kinley explained that the existing laws provide ample assurance
of honesty and integrity of officials, and there are adequate conflict
of interest laws which, if enforced,. would make additional legislation
unnecessary. Further, he said, the law requiring disclosure of assets
may result ,in the resignation of some officials presently in office,
and keep others from accepting or seeking office or appointment, and
would, in the long run, affect the quality of city government. -Mr.
Kinlev said_ he had also received correspondence from the City of Carmel-
by-tIf6-Sea,_ and that city plans to challenge the law, whether or not
CD supported by the other cities.

Cy Following discussion, a motion to support the legal, action of
the City of Carmel -by -the -Sea, and to forward -the amount of $185 as
Q requested was made by Councilman.Klein, seconded by Councilman Fay and

Regional Planning Commission re: Zonings Case No. 5487-(4)
Mrs_. Clifton reported receipt ofa notice of public re -hearing
on a request for a change from R -A-15,000 to R -A-12,000 for an irreg-
ularly shaped 48.7 acre parcel located on the south side of Crest Road
at Highridge,Road. Because of the similarity of the description to
Zoning Case No. 5536-(4), described -as in"'irregularly shaped 57.8 acre
parcel located on the south side of Crest Road':.. beginning at its junc-
tion with.H.ighridge Road, in which the petitionerz1so requested that
the zone be changed from R -A-15,000 to R-A-12,000,.Mrs. Clifton called
Regional Planning Commission for clarification.
Mr: Dean Knapp of the Zone Change Division of Regional Planning
Commisson..explained that the request was originally submitted as Zoning
Case No. -.5487 (4), and was heard on.J'uly 30, 1969. No decision was
rendered'in the case, and another request subsequently was entered as
Zoning Case -No., 5536-(4), together with Spe''cial Permit Case No.'1967-(4)
for a hearin8.on December 16, 1969. The City of Rolling Hills filed
protests o� both occasions.
Mr. Kriapp,told Mrs. Clifton that the second request filed was
less desireable,'and Regional Planning Commission re -scheduled a hearing
on the origir�a.l-request, Zoning Case No. 5487-(4). Mayor Hesse directed
that a letter be,wr.itten to Regional Planning Commission by the City
Attorney, requesting that no spot zoning be granted until resolution of
the question Qf a fourth city on the Peninsula.
The matter was ordered held -on the agenda,
California Contract Cities Association: Annual Seminar
The-City.Manager advised that she had received notice of the
Annual Seminar of the California Contract Cities Association, scheduled
f &r -May 7-10, 1970 in Palm Springs, and reservations should be made as
soon as possible.
Mayor Hesse asked the Manager to advise the Council of the
agenda as soon as'the information is, available.

RESOLUTION NO. 247
Councilman Sauer moved that Resolution No. 247 entitled "A
RESOLUTION OF THE CITY COUNCIL.OF THE CITY OF ROLLING HILLS REQUESTING
THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO DELAY TAKING
ANY ACTION IN'REGARD TO INCREASING THE RATE TO BE PAID BY GENERAL 1AW
CITIES TO THE.COUNTY OF LOS ANGELES FOR POLICE PROTECTION" be adopted,
and that reading in full be waived.
Motion was seconded by Councilman Klein and carried by the
following roll call vote:
AYES: Councilmen Fay, Klein, Sauer, Mayor Hesse

TRANSFER OF FUNDS
Motion approving transfer of $103.00 from the General Fund to
the Motor Vehicle in Lieu"Fund was made by Councilman Sauer, seconded
by Councilman Klein and carried by the following roll call vote:

PAYMENT OF BILLS
Councilman Sauer moved that Demands No. 1406 through 1428 be
paid _'from the General Fund, Demand No. 1429 be paid from the Traffic
Safety Fund, and Demand No. 1430 be paid from the Motor Vehicle Act
in Lieu Fund.

AGENDA ITEMS HELD OVER
Palos Verdes Water Co.
Mayor Hesse requested that the City Manager write a letter to
the Palos Verdes Water Company and request a copy of the organization
chart of the parent company, including the names and addresses of all
corporations or persons who own the Palos Verdes Water Company.
Zoning Case No. 5545-(4), West Via Campesina and West Rolling Ridge Rd.
Mrs. Clifton advised that she had received notice that Zoning
Case No. 5545-(4) was on the agenda of the Regional Planning Commission
meeting for Tuesday, February 10, 19709 and was scheduled for final
action.
Mayor Hesse ordered the matter held on the agenda.
Zoning Case No. 9124-(4), Congregation Ner Tamid
The City Manager reported that she and the City Attorney had
attended the meeting of the Regional Planning Commission on.Thursday,
January 29, 1970 when the matter of a request for exception to the
A-1-20,000 Zone by Congregation Ner Tamid was considered. Mrs. Clifton
said that after receipt of the notice of the hearing, letters were sent
to the mayors of Palos Verdes Estates, Rolling Hills Estates, the League
of Women Voters, and the Del Cerro Homeowners Association, asking their
cooperation in opposing the request which had been appealed by the City
of Rolling'Hills on July 31, 1969. Letters were sent to Regional Plan-
ning by the mayors of Palos Verdes Estates and Rolling Hills Estates
and copies were sent to the City of Rolling Hills. Mr. Alexander
Szerlip, president of Del Cerro Homeowners Association advised Mrs.
Clifton that one or two representatives of that organization would
attend the meeting to protest the request.
Mrs. Clifton and Mr. Kinley.reported that the letters were
read into the record, and Mr. Robert Vollmer, City Manager of Palos
Verdes Estates was present to strengthen the opposition of his city
to the request to build 25 single family residences on lots with an
average area of 7,000 square feet in an area presently zoned A-1-20,000.
However, no one was present from Del Cerro, which is contiguous with
the Congregation Ner Tamid property. Mrs. Clifton said Mr. Szerlip
had advised her that representatives of the homeowners association
had arrived too late to be heard, and that he would send a letter to
Regional Planning Commission opposing the change of zoning.
Mayor Hesse ordered the matter he-ld on the agenda.
Traffic and Speed Control
Mrs. Clifton read a letter dated February 9, 1970 from Mrs.
William Corette, 35 Eastfield Drive, requesting that a stop sign be
erected at the intersection of Chuckwagon Road and Eastfield Drive,
southbound on.Eastfield. Mrs. Corette explained that children going
to La Cresta and Dapplegray schools board the bus at Chuckwagon, and
many must cross Eastfield Drive. Four dogs have been struck in the
area by cars being driven too fast southbound on Eastfield within
500 feet of Chuckwagon Road.
Mayor Hesse directed that Mrs. Clifton contact Mr. Charles
Sutton of the Traffic and Safety Division of Los Angeles County Road
Department and request that he study the area and report to the
Council. The matter was held on the agenda.
However,
she reported, Mr. Dean Knapp of Regional Planning

her that no final action could be taken, because

the matter would be held over for consideration at a

Knapp said the City of Rolling Hills would be advised

The City Manager reported that she and the City Attorney had

Miraleste High School Pool Proposal _
Mrs. Clifton reported that no further word had been received
from Mrs. Craig Ruth, chairman, and*that the proposal requesting
Rolling Hills to sponsor the pool had not been presented in writing.
Councilman.Sauer said that Mrs. Ruth had contacted him and stated -
that she was having a problem with the time element, but that addit-
ional information would be presented soon.
Mayor Hesse ordered the matter held on the agenda.
Motorbikes and Motorcycles Within the City of Rolling Hills
The Deputy City Clerk reported that all members of the Com-
mittee had been sent a list of available dates for a meeting, and
the meeting would be scheduled as soon as members of the Committee
had returned the schedule, indicating their preference.
The matter was held on the agenda.
ADJOURNMENT
There being no further business to come before the meeting,
Mayor Hesse recessed the meeting toga personnel session at 9:10 P.M.
The meeting reconvened at 10:00 o'clock and was adjourned at 10:05
to 7:00 A.M. Thursday, February 19, 1970 on the motion of Councilman
Fay. The motion was seconded by Councilman Klein and unanimously
carried.
