A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Hesse at the Administration Build-
ing; 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M.

MINUTES
Motion to approve the minutes of the regular meeting of
March 9, 1970 as presented was made by Councilman Fay, seconded by
Councilman Klein and unanimously carried.
CORRESPONDENCE
City of Redondo Beach
A letter dated March 11, 1970 from the City of Redondo Beach,
and a copy of Resolution 4862 adopted by their City Council on
March 2, 1970 was presented by the City Manager. The Resolution urged
the Department of the Air Force and Defense to award the B-1 Contract
to North American Rockwell to preserve the economy of the South Bay
area and many thousands of residents.
The letter and resolution were received and filed.
GET OIL OUT, TWO (GOO TWO)
A letter from Mr. William F. Samaras, Chairman of Goo -Two was
presented to the Council. The main_purpose of the organization, con-
sisting of a group of concerned San Pedro citizens, is the prevention
of further off -shore drilling in the tidelands because of potential
hazards to the environment, and they requested a Pledge of Suppott from
the City of Rolling Hills.
Following a discussion, Mayor Hesse directed the City Manager
to contact the Chairman, Mr. Samaras, and request additional information.
The letter was received and filed.
FINANCIAL STATEMENTS
The Report of the City Treasurer for the month of February 1970
and the Statement of Receipts and Expenditures for the month of Feb-
ruary 1970 were presented.
. Councilman Fay asked the Manager whether investments were made
every month so that as little cash as possible was held in the City

treasury, and why the cash balance in the General Fund for February
1970 was in excess of $43,000. The Manager explained that the cash
flow was projected to take care of expenses, and as much as possible
was invested in Treasury Bonds, but that a large amount of property
tax had been received in February, accounting for the large cash
balance.
Following discussion a motion to approve the reports for
February was made by Councilman Fay, seconded by Councilman Sauer
and carried by the-f6llowing roll call vote:

Mayor Hesse ordered the Financial Statements held for review
by Councilmen Fay and Sauer, and for further discussion at the next
regular meeting of the City Council.

REPORTS OF CITY DEPARTMENTS
Fire Department
Fay, Klein, Nadal, Sauer, Mayor Hesse
The Fire Department Activity Report for the month of February
1970 was presented by the City Manager. The report was received and
filed.
Mayor Hesse welcomed Chief William Ware of Los Angeles County
Fire Department to the meeting. In answer to questions asked by Mayor
Hesse, Chief Ware explained that there are five cities in his juris-
diction, and said he would provide a map of his area of responsibility
for the Council. Mayor Hesse asked him to comment on the adequacy of
fire fighting facilities on the Peninsula.

Chief Ware explained that at present there are County Fire
Stations in Rolling Hills, Portuguese Bend and.Miraleste, and com-
pletion of the new station at Peninsula Center is projected for
June 1970. In addition, the engine company from the City of Lomita
answers calls on the Peninsula when needed, and there is a mutual
aid agreement between the County and the City of Palos Verdes Estates.
In most cases, he explained, Palos Verdes Estates unit asks for aid
in border line areas, but if needed they could be called on to help
the County in an emergency. When the new station opens it will be
manned by an engine company, and addition of a truck company within
18 months is anticipated. Chief Ware explained that four men per
apparatus is ideal, but the revenue generated within the area governs
the manpower strength, and often an area cannot support the necessary
manpower. The County estimates it will take approximately 18 months
to construct the new 100 foot aerial ladder apparatus, which will
cost approximately $75,000, and will be necessary for the type of
construction near the Peninsula Center, some of which reaches 50-60
r -O feet in height. Other means of fighting fires is used in buildings
CD exceeding five stories, and would have to be implemented if .high rise
O were built-in the area.
Mayor Hesse asked Chief Ware about the adequacy of the facili-
ties in view of projected construction and population increases.
Chief Ware said that at the current rate of building the facilities
will be adequate for the next five year period, but additional
facilities would be necessary if high rise or multiple dwellings
resulting in a great increase of _population were built on the Peninsula.
Councilman Klein asked about the mutual aid agreement with Palos
Verdes Estates, and about the comparative training methods and effi-
ciency of that company. Chief Ware explained that Chief Reichert,
Chief of the Palos Verdes Estates Fire Department, was formerly with
the Los Angeles County -Fire Department, and he incorporates the same
training methods in his present position. Councilman Sauer asked
whether there is equipment in the Palos Verdes Estates company for
fighting high rise fires. Chief Ware said there is not, and if needed
such equipment would have to be.called from Carson under terms of the
Mutual Aid agreement:.
Dr. Heinsheimer asked Chief Ware about the variations in line
pressures within Rolling Hills. Chief Ware said the Fire'Department
is presently flow testing hydrants within the City to update the
information based on new line installations, and is anxious to work
with the Water Company to bring all lines up to Fire Department
standards. He explained that Fire Insurance Underwriters use fire
flow requirements as one of their deficiency points, and efforts
should be continued to bring all lines up to their standards.
Mayor Hesse said it is the desire of the Council to see that
accomplished, and thanked Chief Ware for his appearance.
Sheriff's Department
The Report of the Sheriff's Department for the month of
December 1969 was presented. The report was received and filed.
AGENDA ITEMS HELD OVER
Palos Verdes Water Co. Replacement P.-ans
Mrs. Clifton advised the Council that she had again sent a
request to the Palos Verdes Water Company requesting the names and
addresses of the corporate officers, and had not received them to date.
Mayor Hesse asked the Manager to.communicate with the new owner,
because of lack of response to any correspondence sent to the Palos

Verdes Water Company by the Rolling Hills City Council. Councilman
Nadal expressed his displeasure at the fact that -funds pledged by
the company for capital improvements were constantly diverted to
maintenance, and said constant breaks in existing lines were depriv-
ing the City of promised improvements; he said he thinks it is time
to apply greater pressure to obtain results. Councilman Sauer said
he agreed with Councilman Nadal, and he volunteered to act as liaison
between the Council and the Water Company. Mr. Ted Bear and Dr.
Thomas Heinsheimer, residents, volunteered to help Councilman Sauer.
Mayor Hesse confirmed that Councilmen Sauer, Mr. Bear and Dr. Heins-
heimer will act as liaison between the Council and the Palos Verdes
Water Company.'

Zoning Case No. 5487-(4)9 Crest and Highridge Road
The City Manager advised the Council that at the meeting of
March 10, 1970, Regional Planning Commission had recommended ap-
proval of Zone Change Case 5487-(4), Westwood Village Development
Company, requesting change from R -A-1.5,000 to R -A-12,000 for 48.7
acres south of Crest Road and Highridge Road. The recommendation
of the Planning Commission was sent to the Board of Supervisors for
a final decision.
City Attorney William Kinley advised the Council that he had
appeared personally before Regional Planning to protest the request
for the zone change, and it had been opposed by the cities of Rolling
Hills Estates, Palos Verdes Estates, and by owners of surrounding
properties.
Councilman Fay suggested.that:_Supervisor Burton Chace be
contacted and asked to change the personnel who handle the Palos
Verdes Peninsula zone change requests, because of consistent dis-
regard of the wishes of the property owners and others interested
in maintaining the current zoning. Mayor Hesse stated that he would
like to invite Commissioner Louis Kanaster of the Regional Planning
staff to attend a meeting of the City Council. He said that it is
his observation that the County is doing the planning for the Palos
Verdes Peninsula, and he would like to ask Mr. Kanaster to explain
the basis for the decisions. Mayor Hesse directed that an invitation
be issued for the next Council meeting, and if Mr. Kanaster is un-
able to accept, subsequent invitations be issued until a convenient
date is arrived at.

Zoning Case No. 9124-(4), Congregation Ner Tamid
Mrs. Clifton advised the Council that she had been advised in
a recent telephone call to Regional Planning Commission that the re-
commendation for Zone Change for property owned by Congregation Ner
Tamid east of Crenshaw Boulevard and south of Crest Road had been
held under submission, and that the City of Rolling Hills would be
advised before any further action was taken.

Zoning Case_ No...5545-(4), Via Campesina
The Manager reported that she had received an agenda for a
special meeting of Regional Planning Commission at 9:30 A.M. Wednesday
March 25, 1970. One of the items of business was Final Action on
Zoning Case 5545-(4), request for change of zoning from R -A-12 to
R -A-20,000 or, Via Campesina in the Palos Verdes Peninsula.

Mayor Hesse directed the Manager to contact the City of Palos
Verdes Estates which adjoins the property to ask whether any action
had been taken by that City, and to determine the final action by
Regional Planning at the special meeting..

'In the discussion that followed,, Councilman Klein, chairman
of theTrafficiSafety Committee, stated that he is opposed to signs
that have no value, but because the intersection of Eastfield Drive
and Chuckwagon Road is a major school bus stop, he is infavorof

.intersection of Chuckwagon Road and Eastfield Drive, southbound, and
to issue a'service'request authorizing the installation at a cost of

Motorbikesand Motorcycles Within Rolling Hills
The Manager reported that a bulletin from the Malibu Sheriff's
Station,on the subject of motorcycles and motorbikes had been sent to
Lt. Hays'of'the Lennox Sheriff"s Station, and further, that minutes
:of the meeting of`the,Motorcypl6 and Motorbike Committee on Febru-
ary l the

review and comments.
Dr. Heinsheimer asked whether the sheriff can cite for illegal
entry if,a non&..relsident is riding on the roads, because of the exist-
ing rule that only residents can be admitted through the gates. Mr.
Kinley!'City Attorney, said he can not under the existing ordinances.

problem to'lbe sent to all residents in the form of a Newsletter.

Miraleste High School Pool Proposal
The City Manager presented. a letter from the Swimming Pool
Committee of Miraleste High School inviting Mayor Hesse to the
groundbreaking ceremonies for the pool on April 1, 1970. Mrs.
Clifton reported that she had been advised that the proposal re-
questing Rolling Hills to sponsor the summer program would be
presented to the City Attorney very soon. Mr. Kinley said he had
not received it.
Mayor Hesse ordered the matter held on the agenda.
Board of Supervisors Hearing --Contract Law Enforcement Charge
The City Manager reported that on March 17 she had attended
a hearing before the Los Angeles County Board of Supervisors on
the matter of law enforcement charges to contract cities.
At the present time the County charges a basic rate of
$139,131 for a patrol car on an around the clock basis. At the
hearing a presentation was made for the Contract Cities of Cali-
fornia by the City Attorney of Lakewood, and in addition, the
Contract Cities executive officer also gave testimony. Both
representatives of the Contract Cities Association asked that an
independent study, as recommended by the Economy and Efficiency
Committee of .Los Angeles County be initiated. Representatives from
the Independent Cities of Los Angeles County, including City Coun-
cilman Ernani Bernardi of Los Angeles, urged that the county adopt
the basic annual charge of $303,212 for each car, as recommended by
the 1969 Grand Jury.
L. S. Hollinger, county chief administrative officer, recom-
mended a compromise rate of $230,043, the middle of five possible
`rates ranging from $129,908 to $303,212 developed by the Grand
Jury's auditor. The five figures differ because of different services
and overhead costs included in various computations.
Following a discussion of the charges by members of the Contract
Cities Association and the Independent Cities of Los Angeles County,
the supervisors delayed final action until April 7.
Mayor Hesse ordered the matter held on the agenda for further

Department of Housing and Urban Development re:
Federal -Flood -Insurance Coverage
A letter dated .March 18, 1970 from the Department of Housing
and Urban Development was presented by the Manager.
As directed at the last Council meeting, the Manager had re-
quested applications from the Federal Insurance Administration for
the expanded protection program for Federal Flood Insurance.
Because the information had been received on the day of the
meeting, the Manager requested additional time to provide copies
for the City Attorney's study and review.
The matter was ordered held on the agenda.

Disclosure of.Assets
Mrs. Clifton advised that she had not received any further
word on disclosure -of assets legislation. Mayor Hesse instructed
her to advise the members of the Council of any developments as she
learned of them.
