REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS, CALIFORNIA
April 21, 1970
An adjourned meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Hesse at the Administration Building,
2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M.-Mesde-y,
April 21, 1970. ��
ROLL CALL
PRESENT: Councilmen -Fay, Sauer, Mayor Hesse
ABSENT: Councilmen Klein, Nadal
CANVASS OF VOTES
City Manager

Mayor Hesse announced that the purpose of the meeting was
to hear the report of the City Clerk on the canvass of the general
municipal election held in the City of Rolling Hills on Tuesday,
April 14, 1970, delcare the result thereof and such other matters as
are provided by law.
The City Clerk presented the Roster of Voters, Tally Sheets
and a copy of the Result of Votes Cast in Precinct 1, certified by
the Canvass Board, and announced that the following persons were
elected Councilmen for a four year term:
Ben L. "Ted" Bear Jr.
Frederick W. Hesse Jr.
Edward L. Pearson
The documents were checked by the Councilmen.
RESOLUTION NO. 250
A motion was made by Councilman Sauer to adopt Resolution
No. 250 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING"HILLS, CALIFORNIA, RECITING THE FACT OF THE GENERAL ELECTION
HELD IN SAID CITY. OF ROLLING HILLS ON THE 14TH DAY OF APRIL, 1970,
DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED
BY LAW, and waive reading in full.
.Motion was seconded by Councilman -Fay and carried by the
following roll call vote:
AYES: Councilmen Fay, Sauer, Mayor Hesse
NOES: None

ADMINISTRATION OF OATH OF OFFICE
The City Clerk administered the Oath of Office to Councilmen
Hesse, Sauer and Pearson as prescribed by the Constitution of the
State of California, delivered to them their certificate of election
and the new councilmen were seated at the Council table.
REORGANIZATION OF COUNCIL
Mayor Hesse announced that he had completed a one year term
as Mayor of Rolling Hills, and wished to turn the meeting over to the
City Clerk for the purpose of electing a mayor for the ensuing year.
The City Clerk declared the nominations open for the office of Mayor
of the City of Rolling Hills.
Councilman Fay addressed the Council and said it had been
the policy of the Rolling Hills Council to reorganize annually, and
to elect a mayor for a term of one year. However, he said that Mayor
Hesse had given a great deal of time and devoted service to attempts
to organize and incorporate a fourth city on the Peninsula and to the
Save Our Coastline committee, and as mayor of the City of Rolling Hills
had made many valuable contributions to the welfare of the entire Pen-
insula, as well as the city, and it was his recommendation that the
existing policy be waived for the forthcoming year, so that Mr. Hesse°s
efforts could continue. Councilman Fay then nominated Councilman
Frederick W. Hesse Jr. for the office of Mayor of the City of Rolling
Hills. The motion was seconded by Councilman Bear and unanimously
carried. The City Clerk administered the oath of office to Mayor
Hesse and the meeting continued under his direction.

Councilman -Sauer moved that Councilman Vernon.Fay be nomin-
ated Mayor pro tempore for the City of Rolling Hills. The motion was
seconded by Councilman Pearson and unanimously carried.
The City Clerk administered the oath of office to Mayor pro
tempore Fay as prescribed by the Constitution of the State of California.
APPOINTMENT TO PLANNING COMMISSION
Mayor Hesse announced that Councilman Pearson had served as
a member of the Planning Commission which is appointed by the City
Council, and due to his recent election as a Councilman, he had resigned
from the Commission. Councilman Pearson then recommended that Dr.
Thomas Heinsheimer of 7 Johns Canyon. Road be appointed to the position
on the Planning Commission. There were no other recommendations for
the position, and the Mayor asked Dr. Heinsheimer, who was present at
the meeting whether he would serve on the Rolling Hills Planning Com-
mission. Dr. Heinsheimer said he would be pleased to fill the vacancy.
The Mayor asked Dr. Heinsheimer to attend the next regular
meeting of the Council and said he would be appointed at that time.
ADJOURNMENT
There being no further business to come before the meeting,
a motion to adjourn until the next regular meeting on April 27, 1970
was made'by Councilman Fay, seconded by Councilman Sauer and unani-
mously carried.
