MINUTES OF
REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
The regular meeting of the City Council of the
City of Rolling Hills was held at 7:30 p.m. Monday,
22 July 19572 in the City Hall.
The meeting was called to order at 7:50 P.M.
by Mayor Goodman.
ROLL CALL
Present: Councilmen Bullard, Elliott, Tourtelot,
Weitzel and Mayor Goodman.
Also Present: City Clerk Gilbert Myers, Deputy City
Clerk Phyllis Stockdale, City Attorney
William Kinley, and Mr. Robert Boomer.
MINUTES - MEETING OF 24 JUNE 1957
The minutes of the meeting of 24 June 1957 were
read by the City Clerk. It was moved by Councilman
Elliott, seconded by Councilman Weitzel and unanimously
carried that the minutes be approved as corrected.
LETTER - BULOT, QUIGLEY AND CLARK
The City Clerk read a letter dated June 26, 1957
from the engineering firm of Bulot, Quigley and Clark
regarding construction of public facilities.
LETTER - CITY OF TORRANCE
The City Clerk read a letter transmitting a reso-
lution passed by the City Council of Torrance proposing
that cities be exempt from sales and use tax. The City
Attorney was directed to prepare a resolution in favor
of the proposal.
LETTER -,COUNTY SANITATION DISTRICTS
Mayor Goodman read the resolution adopted by the
Board of Directors of County Sanitation.District No. 5
of Los Angeles County transmitted with a letter dated
July 2, 1957. The Mayor recommended that the City of
Rolling Hills participate in the proposed refuse trans-
fer and disposal system and, after discussion, the
Council agreed to do so.
LEAGUE OF CALIFORNIA CITIES 59th ANNUAL CONFERENCE
The League's Conference to be held in San Francisco
September 22-25, 1957 was discussed and held over until
the next meeting.
LETTER- STATE OF CALIFORNIA DEPARTMENT OF FINANCE
The City Clerk presented a letter dated July 1, 1957
from the State Finance Department regarding local planning
and enclosing a questionnaire. He was directed to reply,
stating that our city is new and has as yet no planning
commission.

ACCEPTANCE OF DEPUTY CITY CLERK AND DEPUTY CITY
TREASURERS 8014b.
The City Clerk reported swearing in Deputy City
Clerk and Treasurer Phyllis Stockdale at 2:35 p.m.
18 July 1957 in the presence of W. F. Harris in the
City Hall. The Deputy City Clerk and Treasurerts
official bond in the amount of $5,000-00 was presented
to the Council. On motion made and seconded the bond
was approved and accepted.
BUDGET ORDINANCE
Mayor Goodman introduced and read in full a ,
proposed ordinance entitled "An Ordinance Adopting a
Budget for the Fiscal Year Commencing July 1. 1957:
and Ending June 30., 1958, and Fixing the Amount of
Revenue From Property Taxes Necessary to Support
the Departments ' of the City of Rolling Hills During
Said Fiscal Year,11
RANCHO MUTUAL WATER COMPANY REPORT
Mr. Kinley told of attending the meeting of the
Board of Directors of the Rancho Mutual Water Company
held 12 July 1957 for the purpose of accepting the resigna=
tions of Mr. John Robertson and Mr. Nels Taylor as
Directors and appointing Mr. Nordin and Mr. Kissane to
these positions. The report of W. C. Gilman & Company,
Public Utility Engineers, was presented and indicated
that the expenditure of approximately $119,300-00 would
be necessary to put the Rancho Mutual Water System into
a satisfactory working condition,',It is at present
$56,000.00 in debt. Mr. Kinley also reported discussing
the Rolling Hills Community Associationts claims for road
damages caused by water leaks and was advised to present
these to the Water Companyts insurance carrier, Liberty
Mutual, as soon as possible. Mayor Goodman suggested
that Mr., Kinley.represent the City and the Community
Association on the Board of the Water Company, and the
Council approved this suggestion.
PERSONAL APPEARANCE MR. ROBERT BOOMER
Mr. Boomer commented upon the break in the water
main on Sunday, July 14 with the result that his house
had no water service all day. He also reported that
the fluctuation in pressure continues.
CITY SEAL
Mayor Goodman explained that the seal he had ordered
arrived and was incorrect and had to be returned.
CITY BILLS
The City Clerk read the register of bills to be
allowed. It was moved by Councilman Weitzel, seconded
Eby Councilman Tourtelot, and on roll call vote by the
City Clerk unanimously carried that Demands 13 through
23,as audited and approved by the City Manager be paid

The City Manager reported that the study is underway
and showed a map indicating the primary arterial, secondary
arterial and other city streets of Rolling -Hills, the
three categories used in the survey. The Council approved
the report and authorized the City Manager to'sign and
mail it to the State Department of Public Works.
GATEHOUSE PROPERTIES
There was a discussion concerning this matter, and
Councilman Tourtelot agreed to talk to Mr. Hanson and
report to the Council at a later date.
ADOPTION OF ORDINANCE NO. 9
Councilman Tourtelot moved that the reading in full
of proposed Ordinance No. 9, "An Ordinance of the City
of Rolling Hills'Amending Ordinance No. 6, the Building
Code," be waived. The motion was seconded by Councilman
Elliott and unanimously carried. Upon motion made by
Councilman Tourtelot, seconded by Councilman Elliott,
said Ordinance No. 9 was, on roll call vote by the City
Clerk, unanimously adopted. Ordinance No. 9 is set
forth in full in the Book of Ordinances.
ADOPTION OF ORDINANCE NO. 10
Mayor Goodman asked if any person present desired
to be heard with respect to the proposed ordinance
amending the Electrical Code. No person appeared to
be heard on that matter. Mayor Goodman moved that
the reading in full of "An Ordinance of the City of
Rolling Hills Amending Ordinance No. 5, the.Electrical
Code" be waived. The motion was seconded by Councilman
Weitzel and unanimously carried. Upon motion made by
Mayor Goodman, seconded by Councilman -Weitzel, said
Ordinance No. 10 was, on roll call vote, unanimously
adopted. Ordinance No. 10 is set forth in full in
the Book of Ordinances.
ADOPTION OF ORDINANCE NO. 11
After a discussion of sales tax available to the
city, it was suggested to explain the situation to
residents in the next issue of the Newsletter: It
was moved by Councilman Bullard that the reading in
full of Ordinance No. 11 entitled "An Ordinance of
the City of Rolling Hills, California, Imposing a
City Sales and Use Tax; Providing for the Performance
by the State Board of Equalization of all Functions
Incident to'the Administration, Operation and Collection
of the Sales and Use Tax Hereby Imposed; and Providing
Penalties for Violations Thereof" be waived. The

motion was seconded by Councilman Weitzel and unanimously
carried. Upon motion of Councilman Bullard, seconded by
Councilman Weitzel, said Ordinance No. 11 was, on roll
call vote, unanimously adopted. Ordinance No. 11 is.set

ADOPTION OF ORDINANCE NO.'12
It Was moved by Mayor Goodman that the reading in
full of Ordinance No. 12 entitled "An Ordinance Amending
Ordinance No. 6 of the City of Rolling Hills with
Respect to Excavations and Grading" be waived, The
motion was seconded by Councilman Bullard and unani-
mously carried. Upon motion of Mayor Goodman, seconded
by Councilman Bullard, Ordinance No. 12 was, on roll
call vote, unanimously adopted. Ordinance No. 12 is
set forth in full in the Book of Ordinances.
ADOPTION OF ORDINANCE NON 13
It was moved by Councilman Elliott that the rdading
in full of Ordinance No. 13 entitled "An Ordinance of
the City Council of the City of Rolling Hills."Declaring
Its Intention and Desire to have Certain Territory Within
its Boundaries Annexed to the Consolidated County Fire
Protection'District" be waived. The motion was seconded
by Councilman Tourtelot and unanimously carried. Upon
motion of Councilman Elliott, seconded by Councilman
Tourtelot, Ordinance No. 13•was on roll call vote
unanimously adopted. Ordinance No. 13 is set forth in
full in the Book of Ordinances.
ADOPTION OF ORDINANCE U-9
Mayor Goodman introduced and read in full urgency
Ordinance No. U-9 entitled "An Ordinance of the City
of Rolling Hills, California, Prohibiting Intoxication
in Public Places." Thereupon, after discussion in
which all Councilmen participated, upon motion of
Mayor Goodman, seconded by Councilman Tourtelot, said.
Ordinance No. U-9 was, on roll call vote, unanimously;.
adopted. Ordinance No. U-9 is set forth in full in
the Book of Ordinances.
TRAFFIC SCHOOL
The City Clerk reported that he has an appointment
tomorrow, 23 July, with Captain Weddle and Deputy
Schuck of the Sheriffts Department to outline some
kind of . useful program for youngsters. Mayor Goodman
remarked that there would be no cost involved in such
a program and that he feels there is a great need for
instruction in traffic rules for children driving
motor scooters, etc.
GRANTING AUTHORITY TO COUNTY TO USE GATE TELEPHONE
FOR LAW ENFORCEMENT.PURPOSES'
The City Clerk read a proposed letter to the
Sheriff t s office granting the- Sheriff t s request of
8- July to use telephones in the gate houses. The
City Clerk pointed out that his letter made these
telephones a part of the County law enforcement
communication system. As law enforcement is one of
the obligations of the city, it was therefore condidered
proper to charge telephone costs against the city
budget. The sending of the letter was approved.

RESOLUTION NO. 35 - RESOLUTION RE TRAFFIC COMMISSION
Thereupon, after discussion in which all Councilmen
participated, and, after approval by the City Attorney,
Resolution No. 35 entitled �A Resolution of the City
Council of the City of Rolling Hills Creating and
Appointing a Traffic Commission" was on motion made by
Mayor Goodman, seconded by Councilman Tourtelot, and,
on roll call vote by the City Clerk, unanimously adopted.
Resolution.No. 35 is set forth in full in the Book of
Resolutions.
ADJOURNMENT
There being no further business to come before the
meeting, it was moved by Councilman Tourtelot, seconded
by Councilman Bullard, and unanimously carried that the
meeting be adjourned at 10:05 p.m.

CITY ASSUMPTION OF GATES
An extended discussion regarding the city taking
over the running of the gates to the roads within the
city boundaries ensued. The City Attorney was asked
to prepare an ordinance for the city to take over the
gates for the period January 1, 1958 to June 30, 1958
for the sum of $15,000,00. This matter will be con-
sidered at the next meeting.
AMBULANCE SERVICE
A letter dated 16 July 1957 from -Robert T. Andersen
of the County Administrator's Office concerning ambulance
service was presented by the City Clerk. The Sheriff's
office should be called first when an ambulance is -
needed, and this procedure will be given in the Newsletter.
COMMUNITY RECREATION AREA
Mr. Kinley reported,that he is awaiting the return
of Mr. Lindley King to learn more about.the possibilities
of deeding the Community Area to the City. A discussion
of the Community Recreation Area Committee's.work followed,
in which it was brought out that the Committee will send
a report to residents about the first of August.

There being no further business to come before the
meeting, it was moved by Councilman Tourtelot, seconded
by Councilman Bullard, and unanimously carried that the
meeting be adjourned at 10:05 p.m.
