MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA May 11, 1970 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Hesse at the Administration Building 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P,M. Monday, May 11, 1970. ROLL CALL PRESENT: ABSENT - ALSO PRESENT: MINUTES Councilmen Bear, Pearson, Sauer, Mayor Hesse Councilman Fay Teena Clifton William Kinley Marion Welch June Cunningham Chief Wm. Resident it Motion to approve the minutes of the meetings of April 13, April 21 and April 27, 1970 was made by Councilman Sauer, seconded by Councilman Bear and unanimously carried. PERSONAL APPEARANCES Mr. Fred -Fuld Jr. of 5 Crest Road East appeared and advised the Council that he had been using the address assigned to his property when Crest Road.East was re -numbered in 1968, but he still wished to use #3, originally assigned to him. In connection with the use of #3 he had spoken to the Saffos, owners of the adjacent property, and Mrs. Saffo had agreed to let Mr. Fuld use the number, which had been reserved for her property in the eventy that it might at some future date be sub- divided. Mr. Fuld explained that he had used #3 for nine years, and would be willing to reimburse the City of Rolling Hills for any expense incurred in the change. Councilman Bear moved that Mr. Fuld's request be granted. A discussion of the matter followed, and the City Manager re- quested that action be delayed until Councilman Fay returned from va- cation, as he had directed her to indicate to the Council his desire to be present during any discussion relative to changing the number, as he had been chairman.of the committee. Other members of the commit- tee who studied and recommended the number change procedure were -Council- man Robert Nadal, Mrs. Clifton and Mr. Robert Moller, Regional Engineer of the Los Angeles County Department of Building and Safety. Councilman Pearson expressed the opinion that the re -numbering was done for the convenience of the Community, and it is not always possible to please individual -property owners. The City Manager explained that it was necessary to re -number Crest Road East because nine proper- ties were without numbers, due in part to subdivision and also because of the ommission of a number for one property when the road was numbered originally. Both the Sheriff's Department and the Fire Department had requested that the random numbering system be amended for the safety of the residents. Mr. Moller, Region&l Engineer, had recommended a method- ical system of house numbering, and a committee was formed to review and May 11, 1970 evaluate his recommendations. Following review of two plans submitted to both the Planning Commission and the City Council, a Resolution Providing for a System of Numbering Houses on Crest Road East was adopted by the City Council on .Tune 10, 1968. Subsequently Mr. Fuld appeared before the Council on two occasions and requested that he be allowed to retain.#3, rather than change to #5. Following his second appearance -Mr. Kinrley, City Attor- ney, advised that the matter could be reconsidered if it was reopened by a Councilman .who had voted to adopt the resolution. At the Council meeting. of "July 8 , 1968 .Mayor Robert Nadal asked, for a motion to re -open discussion and take another vote. There was no motion, so the matter was declared carried as resolved by the City Council on June 10, 1968. Following explanation. -of the procedure Mayor Hesse opened the matter: for discussion,. Mr. Kinsey saiYd;'that in addition to the matter before` the p ,esettt,,Council, Mre Fuld' also ha's a lawsuit pending with the Rolling Hf1Ys Community Association, and he asked Mr. Fuld whether granting;;his request for the;,number�jchange would influence his law suit in any way, and Mr. Fuld'said it would not,' because his matter with the City,involved personal rights, and his matter with the Association involved property rights. Councilman Bear moved that his original motion be tabled, and that the matter be held for further discussion after Councilman Fay's return. Motion was seconded by Councilman. Sauer and carried by the following roll call vote: AYES: Councilmen Bear, Pearson, Sauer, Mayor Hesse NOES: None ABSENT: Councilman Fay CORRESPONDENCE Richard A.,Friend, Tract 26652 A letter dated April 25, 1970 from Richard A. Friend, resident, #4 Eucalyptus Lane, was presented by the City Manager. Mr. Fkiend Advised that the City Council approved the tentative map for Tract No. 26652 on .May 8, 1967, but it was his decision not to proceed further at that time. It is now his -decision to proceed with the lot split, and he wished advice on how to expedite completion. Mr,,,Friend advised the Council that he had sent a similar request to the Rolling'Hills Community Association, and the Board of Directors had.told him that it would be necessary to re -submit the subdivision to the Architectural. Committee and the Board of Directors f®r review, and that one half of the fees would be waived. Councilman Pearson asked whether it would be necessary for the County agencies to review the map. The Manager said that it might not be necessary if f.othing in the original subdivision had been changed, but a new Planning Advisor has been assigned to the City, and it should be reviewed by him. Following discussion of Mr.•Friend's request, Councilman Pearson moved that the tentative map be re -submitted to the Planning Commission and the City. -Council, and that only additional fees incurred be charged the subdivider. The motion was seconded by Councilman Sauer and unani- mously carried. California State Chamber of Commerce A letter dated April 30, 1970 from the California State Chamber of Commerce asking Council support of errorts to prevent diversion of highway funds was presented by the Manager. The letter was received and filed. -2- May 11, 1970 of Norwalk_ A letter dated May 5, 1970 from Robert Eo White, Mayor of Norwalk was presented. Mr. White invited members of the Council to attend a din- ner in honor of Deny Apodaca, former president of California Contract Cities Association on his retirement from public service. The letter was received and filed. SUBDIVISION NO. 48, Tract 29394, Dr. Eo da Weisenheimer Mrs. Clifton reported that Dr. Weisenheimer had requested that his subdivision be held on the agenda. Mayor Hesse so ordered. PROPOSED YOUTH RECREATION VILLAGE - Landfill Protect The City Manager preseri:ted a plan for a proposed youth recreation *'4 center dravn. by Henry Soto, Landscape Architect, in connection with his plan to develop a landfill project in the Georgeff0_Georgette Canyon area QMrs. Clifton explained that -Mr. Soto has entered escrow on a 50 acre site contiguous to the City of Rolling Hills, and advised her that he Q wishes to extend his proposed operation into Rolling Hills in the area of the City Park. The drawing presented showed his concept of possible recreational facilities that could be developed in the area for the young residents ,of the City In the discussion that followed Councilman Pearson said that the concept might provide an excellent opportunity for recreation, and if Mr. Soto is working with the City of Rolling Hills Estates on the proposal, the City of Rolling Hills should look into the details of that proposal; however, this type of facility might_not-prove td be desireable for Rolling Hills. Councilman Sauer said the present facili- ties are adequate for riding needs, and the ring and trails provide the ideal natural surrounding for equestrian activities in the City. Coun- cilman :Bear said the City should strive to retain the rural atmosphere and he is opposed to alteration of natural canyons. Mayor Hesse ex- pressed the opinion that the different points -of view expressed are not necessarily in conflict, and although there is individual opposition to development or alteration of canyons, the community as a whole could possible benefit from a correctly conceived alteration.of canyons. He said, further, that a project of such scale and features deserves serious, not casual, consideration, and should be considered by both the Planning Commission and the City Councif before any decisions are made about the compatibility of the concept with the City of Rolling Hills. Following the discussion.Mayor Hesse announced that he wished to form a committee to study the proposal, with special emphasis on environmental control, retaining the rural atmosphere, and determining the growth and needs of the'-"'a'rea,, and he asked Councilman Bear to act as chairman of the committee, with Councilman Sauer serving as a member. Mayor Hesse also stated that he wished to refer the matter to the Plan- ning Commission, and to ask that body to engage in a study to determine, rather than forecast, the prospective growth and needs of the Community. The matter was ordered held on the agenda. SUBDIVISION NOo 26769, J. Ho Langworthy Mr o do Ho Langworthy, subdivider of Tract No. 26769, 10 Middle - ridge Lane South, advised the Council that a.Subdivision Water System Agreement between him and the City of Rolling Hills expired on April 22, 1970, and he wished an extension of twenty four (24) months. The City Attorney advised him to contact his engineer and request a new agreement. The matter was held on the agenda. -3- May 11, 1970 PAYMENT OF BILLS . Fay PROPOSED ORDINANCE —Stabling of Animals Mayor Hesse requested Councilman Sauer to meet with the City Manager and City Attorney to review the proposed ordinance and report to the Council. The matter was held on the agenda. CITY DEPARTMENTS Los Angeles County Fire Department Mayor Hesse welcomed_ Chief William Ware and advised the Council that Mr. Richard Friend who appeared in the matter of his subdivision is Information Officer for Los Angeles County Fire Department. He then thanked both men for their devotion to duty in connection with the County Fire Department, and their service to the City of Rolling Hills. AGENDA ITEMS HELD OVER Palos Verdes Water Co. Replacement Plans The City Manager presented a letter dated April 28, 1970 from Palos Verdes Water Company and�a letter dated May 11, 1970 from Los Angeles County Fire Department. Both communications reported that recently completed fire flm7 tests conducted in Rolling Hills indicate improved fire flows resulting from recent water main improvements. Mrs. Clifton also displayed a recently up -dated map of Rolling Hills, showing the Fire Flow GPM @20 PSI following tests in 1967, and the new figure after the 1967 tests_. The matter was held on the agenda. Zoe-_ Case No -....5.4.8 7 - (4)_, Crest and Hi hhrid.ge Road Mayor Hesse requested that Mr. Kinl.ey appear at the hearing before the Board.:Of Supervisors on May 21, 1970 and express the oppoa sition of the City Council to the proposed zone change. -4- May 11, 1970 Zoning Case No.... 5545®(4)8 `'ia Campesina Mrs. Clifton presented a notice of public hearing before the Board of Supervisors on May 218 1970 on petition for Change of Zone from R -A-1 1/2 to R -A-20,000 for property located south of Via Campe- sina and west of West Rolling Ridge Road. Mayor Nesse requested that the City Manager contact the City of Palos Verdes Estates to ask whether they intend to oppose the re- quest, and if they doe he requested that Mr. Kinley appear at the hear- ing and express the opposition of the Rolling Hills City Council to the requested change. ZdhI.h% Case No._ -9124®_(4) , Congregation Neje Tamid Mrs. Clifton advised the Council that the matter is still being held under submission, and. that Regional Planning Commission staff assured her that the City of Rolling Hills would be notified of any future hearings to be held. Motorbikes and. Motorcycles Within Rolling Hills Mayor Hesse opened discussion of proposed ordinances regulating use of motorcycles and motorbikes within the City of Rolling Hills. Councilman Bear said all vehicles should be licensed, and that the license tag and Rolling Hills sticker should be mounted prominently. Mr. Heinsheimer said that a tag on an appendage might be hazardous, and the sticker should be attached to part of the vehicle. Councilman Pearson said that he recently attended the Contract Cities meeting in Palm Springs at which the problems of dune buggies and bikes in desert areas was discussed at length. Councilman Pearson said he thought the information in a report titled "The California Desert, A Critical. Environmental Challenge" by the Bureau of Land Management would be meaningful to Rolling Hills, and said he would obtain a copy. Mayor Hesse ordered the matter held on the agenda. Los_Angeles County Engineer, Lanco Land Consultants re: _Geology Requirements for Subdivision Mrs. Clifton presented communications to the City Council from Mr. Robert Moller, Regional Engineer, Los Angeles County Department of n'gT-n.eer dated April 1, 1970 and from Mr. Clark Leonard, Lanco Land Consultants, dated April 7, 1970 recommending that a geology report be required prior to approval of the tentative map, rather than prior to approval and recordation of the final map. Following discussion. Councilman Pearson moved that the recom- mendations be approved, and that the subdivision ordinance be -amended to read as follows: "Prior to approval of the tentative map a geology report prepared by an approved engineering geologist showing that development of each parcel is feasible shall be submitted and the conclusions in -the report must be approved by the City Engineer".
