June 8, 1970
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Hesse at the Administration Building,
2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. Monday,
June 8, 1970.

PERSONAL APPEARANCES
Mrs. Saffo Planning Commissioners.Institute
Mrs. Joan Saffo, a member of the Rolling Hills Planning Commis-
sion, reported that she had attended the Institute for Planning Advisors
at the Disneyland Hotel on June 3rd, 4th and 5th, 1970. In addition,
she reported, Dr. Heinsheimer had attended the session on the 3rd, Dr.
Pernell on the 4th and Mr. Schaefer on the 5th. The Institute was spon-
sored by the League of California Cities, and was the first of its kind.
More than 400 delegates attended from all over the state of California.
Mrs. Saffo reported that members attending the conference were
advised to pay close attention to proposed subdivisions in an effort to
avoid too rapid growth within their cities. She also reported that all
P19nning Commission members were encouraged to work closely with their
City Councils to control development within the Citites, and to aim for
diversification of duties, and especially to become involved in planning.
Mayor Hesse thanked Mrs. Saffo for her report to the Council.
He also said that he had been advised that studies have been made of the
problems of solid waste disposal in the City of Torrance by the Los An-
geles County Sanitation District, and that the material is available to
the mayors of cities interested in obtaining it. Mayor Hesse stated
that he feels it is very important that the City Council and Planning
Commission work closely on problems of planning, growth and waste dis-
posal.
The City Manager reported that she will be hostess for the South
Bay Area City Managers at the monthly meeting to be held on June 12th,
and she had invited Dr. Donald L. Feuerstein, a Sanitation Engineer
employed by Aerojet-General Corporation, and an expert in the field of
Solid Waste Disposal, to address the group.

Mrs. Clifton also called the attention of the Council to a re-
port in the Los Angeles Times that the City of Redondo Beach is consid-
ering setting us a pilot incineration project to test as yet unproved
scientific theories on burning trash. The City of Torrance is also
considering a capital.improvements program calling for creation of a
city sanitary landfill operation to be put into service after completion
of the present landfill operation on the Peninsula.
Mr. &- Mrs. Jay Kuhne - Planting on Banks of Chestnut Lane
Mr. and Mrs. Jay Kuhne of 6 Johns Canyon Road appeared before
the Council and Mr. Kuhn requested clarification.of a decision made at
the meeting of May 25th, relative to required landscaping and planting
of slopes. He stated that his property has been affected by a subdi-
vision on Chestnut Lane, adjacent to Johns Canyon Road, and he wished
to know who would be responsible for watering any landscaping put into
the area.
CO Mrs. Clifton advised Mr. and;Mrs. Kuhn that at the present time
�O Mr. Robert Dunn, developer of the subdivision adjacent to the Kuhne
property had indicated that it was his intention to plant the 15 foot
A high south bank with bottle brush shrubs and rye grass. Mr. Dunn would
be in compliance with the Los Angeles County Building Code which has
been adopted by reference by the City, and which requires that banks be
planted with an approved ground cover, one of which is grass. She
further reported that at the last meeting of the Council the City Attor-
ney was instructed to draw an ordinance amending the Rolling Hills City
Building Code to eliminate the word "grass" from the approved and suit-
able ground covers. Although the City Council does not have the author-
ity at the present time to insist that Mr. Dunn plant anything other
than grass between the shrubs, the matter has been referred to the Roll-
ing Hills Community Association, which has required that Mr. Dunn plant
ice plant in lieu of rye grass, which, after germination, would have
created a fire hazard.
With regard to maintenance of the planting, Mrs. Clifton ex-
plained that the employees of the Rolling Hills Community Association
do most of the maintenance and watering of City -owned property, but
not on private properties. Maintenance of individual properties is
the responsibility of the owner, and in the case of subdivided property
maintenance remains the responsibility of the subdivider until the .pro-
perty is sold, at which time maintenance becomes the responsibility of
the new owner.
Dr. Heinsheimer explained to the Council that the slope in
question would not be seen by the potential buyers of the subdivided
property and is not contiguous to the newly created.lots, but is very
close to the Kuhnes property, and he felt they should receive specific
instructions about who must water it, since the bank in question is
close to their property.
Mayor Hesse said that the City Council can only interpret the
ordinance, and that details pertaining to the planting are not the
business of the Council. Mr. Kuhne asked whether the road had been
dedicated to the City or County; Mrs. Clifton said it had not. She
also said she had additional information for Mr. and Mrs, Kuhne,
Mayor Hesse directed that the Manager and Mr. and Mrs. Kuhne meet
after the Council meeting to discuss the matter.
CHIEF ADMINISTRATIVE OFFICER - LAW ENFORCEMENT AGREEMENT 1970-71
A letter dated May 27, 1970 from the Chief Administrative
Officer was presented to the gouncil. Copies of the Standard Law
Enforcement Services Agreement for 1970-71 and a resolution by which
the city may request additional law enforcement services were forwarded
for review and approval.

In accordance with the meeting held by the Board of Supervisors
the contract is for a one-year period with the base rate of $230,043.
The difference between the base rate and the current rate of $153,288
will be held in trust by the County until the study panel established
by the Board of Supervisors reports back to the Board in March 1971
with their final recommendations concerning the law enforcement contract
program.' If a rate lower than the $230,043 is recommended, the parti-
cipating cities shall receive the difference, plus any interest earned.
If a figure higher than $230,043 is recommended, the new rate would go
into effect on July 1, 1971.
In the discussion that followed Mayor Hesse asked whether the
City would-be bound for the entire year if it entered into the contract,
or whether the agreement could be superseded by another or different
agreement during the year. Mr. Rinley, City Attorney, said he had not
had time to review -the contract, but most contracts include provision
for cancellation by either party after 30 days notice. Councilman Fay
siad he thought a clause giving power of cancellation should be included
if it wasn't already in the agreement. Councilman Pearson suggested
that the agreement be submitted to the Law Enforcement Committee for
study before being approved.
Following discussion Mayor Hesse directed that the City Attorney
review the agreement and, report to the Council at the next regular City
Council meeting.
CHIEF ADMINISTRATIVE OFFICER - GENERAL -SERVICES AGREEMENT
A letter dated May 28, 1970 from the Chief Administrative Officer
was presented by the Manager. The letter advised that the General Ser-
vices Agreement between the City of Rolling Hills and the County of Los
Angeles is. due to expire on June 30, 1970. According to the terms of
the General Services Agreement, the County must be notified by Council
Resolution if the City wishes to renew the agreement for the next five-
year period.
The Manager advised the Council that the services included in
the General Services Agreement include bond collection, city prosecution,
service, engineering staff work, house number map service, noxious weed
abatement, planning services and tree trimming. A resolution for each
of the services desired was requested°
Mayor Hesse directed that the City Attorney review the resolu-
tions requested by the City and report to the Council at the next
regular meeting of the Council.

paid from the General Fund.

Proposed Ordinance - Stabling of Animals
The Manager reported that all residents had been advised that
a public hearing had been scheduled for June 22, 1970, the next regular
meeting of the Council to consider the proposed ordinance for control'
ling keeping, stabling, pasturing and raising 6f horses and cattle.
Councilman Sauer reported that he had met with several residents
of the City who are interested in the new ordinance, and he found that
CD there are so many different ideas and approaches to the problem, it was
his opinion that an open meeting for discussion, with no specific ordi-
nance under consideration, would be most beneficial.
Q. Councilman Fay said he thought the committee should receive
recommendations from the residents, but that the ordinance should be
in draft.form to be used as a guide, and to avoid the confusion that
can develop during a general meeting
Councilman Pearson agreed that the opinions of the residents
should be used as guidelines. Mayor Hesse announced that Councilman
Sauer, as chairman of the committee to study the ordinance, should set
'the procedural portion of the meeting of the residents
Mrs. Kuhn.e suggested that a positive approach be used. She
said she had seen a copy of the proposed ordinance and felt it was very
restrictive because of the definite limitations it contained. She felt
it would be better to tell the residents what measures are required for
cleanliness, rather than to limit the number of animals and hope that a
satisfactory level of cleanliness would result from the restrictions.
Mr. Rinley explained that the ordinance was intended to be
beneficial, not restrictive, and that the reason for specifying a defi-
nite number of horses that could be kept in a definite area of corral
space was intended to clarify the matter for the residents, as well as
the Architectural Committee and Board of Directors, who must review and
approve all building plans.
Following the discussion, Mayor Hesse ordered the matter held
on the agenda until the public hearing at the meeting of June 22, 1970.
Palos Verdes Water Co. Replacement Plans
The City Manager reported that she had not received any addition-
al information"from the Palos Verdes Water Company. Councilman.Sauer
said that a meeting with water company personnel had been scheduled to
take place within the next ten days, and he had reason to believe it
will be a fruitful meeting.
Mayor Hesse ordered -the matter held on. the agenda.
Zoning Case No. 9124-(4 Congregation Ner Tamid
Mrs. Clifton. said no additional information had been received
from Regional Planning, but she had been assured that the City of Roll-
ing Hills would be notified before any action was taken.

Motorbikes and Motorcycles Within Rolling Hills - Proposed Ordinance
The Manager reported that all residents had been notified that
a public hearing will be held on June 22, 1970 to consider the proposed
ordinances controlling operation of motorbikes and motorcycles within
the City of Rolling Hills.
Mayor Hesse ordered the matter held on the agenda.

Mayor Hesse ordered the matter held on the agenda.
Councilman Fay asked why the matter was being carried, and Mayor
Hesse explained that'the boundaries of the proposed annexation intersect
with the boundaries of the proposed fourth city. Councilman Pearson
said it was his understanding that any request for a revision of bound-
aries should be made prior to the hearing on boundaries of the fourth
city.
The matter was held as ordered

Council Manager Ordinance
The Manager reported that she and Councilman Pearson planned to
meet on Tuesday, June 9th to review the budget and the Council -Manager
Ordinance.
Report & Recommendations: Special Sub -committee on.Sheriff's Costs
The Manager reported that Councilman.Bear, Rolling Hills repre-
sentative on the committee to study sheriff's costs is away on vacation,
and it was her understanding that Councilman Sauer, his alternative,
would attend a meeting of the committee Tuesday evening, June 9th at the
Rolling Hills City Hallo
The matter was held on the agenda.
MATTERS FROM CITY OFFICERS
California Contract Cities Association
Mrs. Clifton presented a letter from the California Contract
Cities Association to all city clerks of member cities, enclosing a
resolution adopted by the City of Lakewood.
The intent of the resolution, the letter explained, is to focus
some attention -on the free services that are being given to independent
cities by various county agencies. The City of Lakewood has requested
that the Contract Cities Association consider adoption of a similar
resolution,, but the Executive Board felt it should not take action with-
out membership approval, and therefore distributed the resolution to
each member city for individual actiono

The City Manager presented a letter dated May 22, 1970 from
Mrs. Paul Saffo, 1 Crest.Road East with reference to a request by Mr.
and Mrs. Fred Fuld that they be allowed to use 3 Crest Road East. .
Mrs. Saffo explained that when the request was originally con-
sidered, she and Dr. Saffo agreed that there seemed to be no real reason
why the Fulds could not use the address if it was so important to them.
However, Mrs. Saffo explained, "after hearing the reasons for
the need to renumber some, of the roads within the city and after recon-
sidering the possible legal and escrow problems, it would seem wiser
not to complicate the mechanics of renumbering streets in Rolling Hills,
by granting the use of one of our numbers."
Mayor Hesse ordered the letter received and filed, and the
matter removed from the agenda.

There being no further business to come before the meeting, a
motion for adjournment was made at 8:30 by Councilman. Fay, seconded by
Councilman Pearson and unanimously carried,
