A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor pro tempore Fay at the Administration
Building, 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M.

A motion to approve the minutes of the meeting of July 13, 1970
as presented was made by Councilman Bear, seconded by Councilman Sauer
and unanimously carried.
FINANCIAL REPORTS
Motion to approve the Report of the City Treasurer for the
month of June 1970 and the Statement of Receipts and Expenditures for
the month of June 1970 was made by Councilman Pearson, seconded by
Councilman Sauer and unanimously carried.
PAYMENT OF BILLS
Councilman Pearson moved that Demands No. 1623 through 1640
be paid from the General Fund.

PROPOSED ORDINANCE "Controlling the Keeping, Stabling, Pasturing and
Raising of Horses. and Cattle in -the Citv:.of'Rolling Hills"
The City Manager reported that as directed by the Council at
the meeting of July 13, 1970 she contacted the County of Los Angeles
Health Department and requested a copy of sections of the County Health
Code pertaining to maintenance of standards of cleanliness and penalties
for non-compliance. Mrs. Clifton explained that the copy sent to her
had not been received until the day before the meeting, and that she had
two copies, one for the City and one for the City Attorney.
Cp Councilman Sauer said that following consideration of the pro-
posed ordinance by the City Council there was a noticeable effort made
by several owners of horses to improve the standards of cleanliness in
in their stables. Councilman.Fay said that the restrictions in the
proposed ordinance apply to only a few residents, but residents would
be affected by the improvements made to any offensive property.
City Attorney William Kinley advised that enforcement of pro-
visions contained in the proposed ordinance could be accomplished by
enforcing the Public Nuisance section of the Penal Code.
Following the discussion the matter was ordered held on the
agenda.
PROPOSED ORDINANCE "Regulating Traffic Within.Rolling Hills and Repeal-
ing Ordinance No. 1 and All Other Ordinances in
Conflict Therewith"
The City Attorney advised that he had combined two proposed
ordinances previously under consideration by the Council and wished
to submit the proposed ordinance to the Council for review.
Following a review of the individual sections of the proposed
ordinance, a motion to introduce the ordinance entitled "An Ordinance
of the City Council of the City of Rolling Hills, California, Amending
Ordinance No. 16 Entitled "An Ordinance of the City of Rolling Hills,
California Regulating Traffic Within.Said City and Repealing Ordinance
No. 1 and All Other Ordinances -in Conflict Therewith" and waive read-
ing in full was made by Councilman Bear, seconded by Councilman Pear-
son and carried by the following -roll call vote:

PROPOSED'ORDINANCE "Creating and Establishing the Office of City Manager,
Defining the Duties and Powers Thereof and Providing
Compensation Therefor"
Mayor pro tem Fay opened.a .discussion of the proposed ordinance
and asked for comments. The City Attorney explained that the ordinance
was a sample ordinance provided by the League of California Cities, but
it was his opinion that additional revisions should be made before
adoption by the City Council.
Mayor Fay read the Ordinance, and amendments and corrections
were made by the Councilmen. The Mayor then requested that the City
Attorney have the proposed ordinance retyped and mailed to the Council
prior to the next meeting. The matter was held on the agenda.

CORRESPONDENCE
Rolling Hills Community Association re: Lease of City Park to RHCA
The City Manager presented a letter dated duly 22, 1970 from
Warren C. McDermid, president of the Rolling Hills Community Association
requesting the City Council to lease the City Park to the Rolling Hills
Community Association for a ten year period.
In the discussion that followed the City Attorney explained
that the matter was discussed at a meeting of the Board of Directors on
July 16th, and it was the consensus that lease of the part by the Assoc-
iation would enable that organization to exercise a measure of control
ovei use of the ring and park facilities that is not possible at present.
He said that Mr. Glen Schaffer, president of Los Caballeros, had attended
the meeting and reported that members of the Caballeros Patrol had been
spending a great deal of time in the ring area in an effort to patrol the
trails and ring, and it was their feeling that the City was in a position ;..
to be held liable for any injuries, but if the facilities were under the
control of a private organization that risk would be reduced.
Councilman Sauer said he had heard differing opinions among
members of Los Caballeros about the need and desireability of such an
arrangement. Councilman Pearson said that he is a member of the Board
of Directors of the Rolling Hills Community Association, and it was
their understanding that Mr. Schaffer had appeared on behalf of and to
represent the majority of the membership of Los Caballeros. Councilman
Pearson suggested that before any further action is taken an effort be
made to ascertain the feelings of the majority of the members of Los
Caballeros.
The City Manager announced that the newly formed Trail Committee
had scheduled a meeting for Tuesday, duly 28th.
Rolling Hills Community. Association re: Traffic Commission Appointments
The Manager presented a letter dated duly 22, 1970 from Mr.
Warren C. McDermid, President of the Rolling Hills Community Association
advising that at the meeting of the Board of Directors on duly 16th,
Mr. do R. Klein and Mr. W. B. Stringfellow had indicated their willingness
to serve on the Traffic Commission, in compliance with the City's Traffic
Ordinance.
Mayor pro tem Fay announced that in accordance with Mayor Hesse's
appointments shortly after his election as Mayor, Councilmen Bear and
Sauer would represent the City on the Traffic Commission. Councilman
Pearson moved that the City Council approve the appointment of Mr. Klein
and Mr. Stringfellow° The motion was seconded by Councilman Bear and
unanimously carried.

Southern California Association of Governments - Committee Appointments
A letter dated duly 8, 1970 from the President of the Southern
California Association of Governments, announcing committee appointments
for several policy committees of the.Association was presented to the
Council.
Mrs. Clifton asked whether any Councilman wished to be placed as
an alternate on the list of Committee appointments. If so, she said she
would inform SCAG of such a request.
The letter was received and filed.

City of Carmelmby-the-Sea
A letter from the City of Carmel -by -the -Sea, thanking the City
for their contribution to fight the State's disclosure of assets law
was presented by the City Manager.
Carmel reported that various cities had donated $7,940 to the
fund., and that $8,254 had been spent in legal fees and other expenses
to defeat the bill. The law was declared unconstitutional by the State
Supreme Court.
The letter was received and filed.
CITY DEPARTMENTS
Los Angeles County Sanitation District
Mrs. Clifton advised the Council that Mayor Hesse is Director
ED from the City of.Rolling Hills to the Los Angeles County Sanitation
District, and it is necessary to appoint an alternate. She reported
further that although Councilman Fay was appointed alternate many
months ago, the District had requested that the appointment be made
by -roll call vote.
A motion to appoint Mayor pro tempore Vernon M. -Fay alternate
to the Los Angeles County Sanitation District was made by Councilman
Pearson, seconded by Councilman Sauer and carried by the following
roll call vote:
AYES: Councilmen Bear, Pearson, Sauer, Mayor pro tem Fay

County Engineer re: Grading Regulations
Mrs. Clifton presented an excerpt from the proposed draft
amendment to the County Ordinance with reference to grading. She reported
that.Mro Robert Moeller, Regional.Engineer, Los Angeles County Engineers,
said that the ordinance is being studied now and will be scheduled for
hearings in late Fall, and probably will go into effect in late 19700
In the discussion that followed Councilman Pearson said he thought
the grading ordinance passed by the County should be reviewed by the City
Council before any decision is made by the City on grading requirements,
as Rolling Hills might wish to make the City's ordinance more restrictive.
The matter was held on the agenda.
County of Los Angeles, Office of the Sheriff
A letter dated July 24, 1970 from Captain John Fe Peacock,
Commander of LennoX Sheriff's Station was presented to the Council.
In response to a recent inquiry concerning monthly reports of
citations issued to residents and non-residents for violations of the
vehicle code, Captain Peacock said it was his understanding that the
reporting procedure was temporary, and had been discontinued as of
November 12 19690 He said, further, that it is his opinion that no
useful purpose is served, and the reporting procedure is redundant in
view of the monthly report prepared for the City by the Management
Services Bureau. However, if the City Council wishes to be advised
of the number of residents and non-residents warned or cited, Captain
Peacock said he would comply.

In the discussion that followed Mayor pro tem Fay stated that
the monthly reports prepared by the Management Services Bureau are
compiled on a monthly basis, and are often delivered six weeks to two
months after the citations were issued, and when presented at the next
regular meeting of the Council they can be delayed as much as two months.
In view of the delay in reporting, Mayor pro tem Fay requested that the
Manager advise Captain Peacock that the Council wishes a monthly report
in a letter of the citations and warnings issued to residents and non-
residents.
AGENDA ITEMS HELD OVER
Palos Verdes Water Company Replacement Plans
Councilman Sauer reported that he had met recently with a rep-
resentative of the new onwer of Palos Verdes Water Company. He said
that the City's deficiencies are being reviewed, and a formal engineer-
ing analysis will be presented to the Council within sixty days.
The matter was held on the agenda.
Zoning Case No. 9124-(4), Congregation Ner Tamid
The Manager reported that no additional information had been
received. The matter was held on the,aggnda.
Flying Triangel Extension
The matter was ordered held on the agenda.
Department of Housing and Urban Development: Federal Flood Insurance
The Manager reported that she had discussed the matter of
Federal Flood Insurance Coverage with personnel of the Los Angeles
County Flood Control District, and she said it was necessary to ask
the District several questions before the matter could be disposed of.
Mayor pro tem Fay ordered the matter held on the agenda for
further study.
Report and Recommendations: Special Sub -committee on Sheriff's Costs
Councilman Sauer reported that he had attended a meeting with
representatives of other peninsula cities to study the relative costs
of the present contracts with the Sheriff, and the possibility of
creating a law enforcement force to serve the Peninsula. The meeting
started with the premise that the cost of forming a new service would
be substantially less, but study indicated that that was not the case.
Councilman Sauer said it is hoped that when the new sheriff's facility
is opened in Lomita service to the cities will improve. He stated,
further, that it is his understanding that a study of joint law enforce-
ment for the Peninsula cities, which will possibly- include the 4th City
will be continued, although he had not heard from any of the other cities
in this regard.

MATTERS FROM MEMBERS OF THE COUNCIL
Maintenance - City of Rolling Hills
Councilman Bear stated that there is a need for improvement of
several properties in the City, with respect to repair, painting and
maintenence of fences, stables and homes, and asked whether the City
can control the problem through,any of its ordinances.

Mrs. Clifton explained that the matter had been discussed at
the meeting of the Board of Directors on .July 16,-1970 and she had been
directed to establish a file of complaints and contact the residents by
mail concerning the complaints. She said the file would be reviewed by
the Board periodically.
MATTERS FROM CITY OFFICERS
League of California Cities - 72nd Annual Conference, San Diego
October 25 - 28, 1970
The City Manager verified with members of the Council that they
had all received announcement of the 72nd Annual Conference of the
League of California Cities in San Diego scheduled for October 25 -28th
The Manager urged all members of the Council to advise her as
•-� soon as possible whether they would attend- and to specify where they
CD wish to stay, so reservations can be made.

Agreement for Operation of Swimming Pool
C The Manager presented a copy of an agreement entitled:
Operating Agreement for Public Swimming Pool by the City of Rolling
Hills and the Palos Verdes Peninsula Unified School District, and ex-
plained that it is identical to the agreement for the City of Rolling
Hills Estates and the City of Palos Verdes Estates and the Palos Verdes
Peninsula Unified School District for operation of the swimming pools
in their respective cities, and could be used as a sample agreement
between the. City of Rolling Hills and the School District for operation
of the swimming pool at Miraleste High School. Mrs. Clifton explained
that -the Miraleste Pool probably would not be completed for operation
during the summer of 1970 because of construction problems, but the
Swim Pool Committee had requested that the City of Rolling Hills spon-
sor the summer program at Miraleste, and it was their wish that the
agreement be executed. Motion to enter into the agreement with the
school district for operation of the Miraleste pool was made and
seconded at the City Council meeting of April 27, 1970.
In the discussion that followed, City Attorney Kinley
recommended that the insurance requirement be increased to read
$2,000,000 for personal injuries (including death) to one person
and $5,000,000 for personal injuries to more than one person in any
one occurrence, instead of the $1,000,000/$2,000,000 presently required.
Councilman Sauer advised that the cost of the increased protection
would be nominal.
A motion to authorize execution of the Operating Agreement as
amended in Paragraph 11, page 5 with respect to insurance was made by
Councilman Sauer, seconded by Councilman Bear and carried by the fol-
lowing roll call vote:

PERSONNEL SESSION
There being no further business to come before the meeting,
the City Manager requested that the Council recess to a Personnel Session
at 9:45 P.M.
The meeting reconvened at 9:50 P.M. and the Manager announced
that the following. -benefits had been approved to be included in the

Government Code of the State of California as follows:

days after 3 years employment, 2 additional days after
5 years, 5 additional days after 10 years)
(7) Friday after Thanksgiving off if November 11th
(Veterans Day) is not observed as a holiday
(8) Automobile mileage: 10q% per mile
Motion to approve the benefits for inclusion in the personnel
policy was made by Councilman Pearson, seconded by Councilman Sauer
and carried by the following roll call vote:

There being no further business to come before the meeting,
a motion for adjournment was made at 10:45 P.M. by Councilman Sauer,
