Resident Guest from Libya A motion to approve the minutes of the meeting of duly 27, 1970 subject to approval by the City Attorney was made by Councilman Bear, seconded by Councilman Sauer and unanimously carried. PERSONAL APPEARANCES Mrs. Paul Saffo, 1 Crest Road East,. introduced Mr. Mahmud Tarapolsi, a guest from Libya, who is visiting the Saffo family as a member of the Experiment in. International Living, Mayor pro tem Fay welcomed Mr. Tarapolsi to the meeting. Pearson, Mayor Hesse ORDINANCE NO. 85 "Regulating Traffic Within Rolling Hills and p Reealing Ordinance No. 1 and All Other Ordinances in Conflict Therewith" Councilman Sauer moved that Ordinanceā€¢No. 85 entitled: "An Ordinance of the City Council of the City of Rolling Hills, California, Amending Ordinance No. 16 Entitled "An Ordinance of the City of Rolling Hills, California Regulating Traffic Within Said City and Repealing Ordinance No. 1 and All Other Ordinances in Conflict Therewith", introduced at the meeting of .July 27, 1970 be adopted. Motion was seconded by Councilman Bear and carried by the following roll call vote: AYES: Councilmen Bear, Sauer, Mayor pro tem Fay NOES: None ABSENT: Councilman Pearson, Mayor Hesse PROPOSED ORDINANCE - Controlling the Keeping, Stabling, Pasturing and Raising of Horses and Cattle in the City of Rolling Hills The matter was held on the agenda. PROPOSED ORDINANCE - Creating and Establishing the Office of City Manager, Defining the Duties and Powers Thereof and Providing Compensation Therefor The matter was held on the agenda. CORRESPONDENCE City of Rolling Hills Estates The City Manager presented a letter dated July 30, 1970 from Nell Mirels, Chairman of the Planning Commission of the City of Roll- ing Hills Estates. Mrs. Mirels advised that the City of Rolling Hills Estates has arranged with Mr. Ernest Mayer Jr., Director of Planning of the City of Long Beach, to present an INFORMATION PROGRAM at the Penin- sula Library at 7:30 P.M. on Thursday, August 20, 1970. Members of the Council were invited to view Mr. Mayer's presentation. "SIGNS AND COMMUNITY APPEARANCE". The letter was received and filed. Resolution - City of Lomita A Resolution of the City Council of the City of Lomita Urging Reconsideration by the Board of Supervisors of the Mid -year Salary Adjustments for Personnel of the Sheriff's Department and County Fire Department was presented by the City Manager. The resolution was received and filed. -2- 1 "O" August 10, 1970 County of Los Angeles, Department of County Engineer A letter dated August 5, 1970 from John A. Lambie, City Engin- eer, was presented to the Council. Mr. Lambie advised that the installation of the water main system and appurtenances for Tract No. 24669 had been inspected by the City Engineer and fire flow tested to the satisfaction of the Fire Chief, and has been completed in accordance with plans and speci- fications approved by, and in a manner satisfactory to, the City Engin- eer. The City Engineer recommends that the Council: 1. Find that all work has been completed as required by the Subdivision Water Systems Agreement, Form A -3C for Tract 24669; and. 2. Release the Subdivision Water System Agreement, Form A -3C, between the City of Rolling Hills and the subdivider and the Bond for Fiathful Performance for the tract as listed: Tract No. 24669: Bond No. B 583538 in the amount - of $13,000, dated May 20, 1969, submitted by Robert H. Dunne.Limited, 31 Empty Saddle Lane, Rolling Hills Estates, California 90274, as principal, and United Pacific Insurance Company, as surety. Further, the City Engineer advised that a Bond for Labor and Materials is to be retained until there has been full compliance with all legal requirements established for this type of bond. The City Clerk is requested to notify the subdivider of the Council's action. A motion to authorize the -City Manager to release the Bond and Agreement was made by Councilman Sauer, seconded by Councilman Bear and carried by the following roll call vote: AYES: Councilmen Bear, Sauer, Mayor pro tem Fay NOES: None ABSENT: Councilman Pearson, Mayor Hesse CITY DEPARTMENTS Fire Department Mayor pro tem Fay welcomed Chief William Ware of Los Angeles County Fire Department to the meeting. The City Manager presented the Fire Department's report for the month of July, 1970, which Chief Ware had delivered to her. The report was received and filed. Sheriff's Department The Sheriff's Department report for the month of May 1970 was presented. The report was received and filed. Quarterly Report, April through June, 1970 The first copy of the quarterly report for the City of Rolling Hills, containing the statistical summary of sheriff's activities for the months of April through June 1970 was presented by the City Mana- ger. The report was received and filed. AGENDA ITEMS HELD OVER Palos Verdes Water Company Replacement Plans The matter was ordered held on the agenda. -3- August 10, 1970 Zoning Case No. 9124-(4), Congregation Ner Tamid The Manager reported that she had not received any additional information from Regional Planning. The matter was held on the agenda. Flying Triangle Extension The matter was ordered held on the agenda. Department of Housing and Urban Development re: Federal Flood Insurance The Manager reported that she and the City Attorney would re- view the requirements for eligibility, to determine whether it would be advisable for the residents of the City to participate in the program. The matter was held on the agenda. Report and Recommendations: Special Sub -committee on Sheriff's Costs The matter was ordered held on the agenda. MATTERS FROM CITY OFFICERS League of California Cities, Board of Directors Meeting The City Manager presented excerpts from the minutes of the July 2, 1970 meeting of the Board of Directors of the League of Cali- fornia Cities, and suggested that the members of the Council read two reports entitled: Quiet City Committee Report by Dick Nag(tl, Chairman Proposed Storm Drain Bond Issue Regional Planning Commission, Subdivision Approvedl Mrs. Clifton reported that she had received a summary of actions taken at the meeting of the Regional Planning Commission on August 4, 1970. Parcel Map 17 .75, for development of 8 3/4 acres to include four multiple residential lots on Ocean Crest, north of Crest Road, west of Hawthorne Boulevard, Palos Verdes Peninsula Zoned District was approved, subject to receipt of a satisfactory geology report. Mrs. Clifton advised that the land is zoned R-4, so no exceptions were requested or granted. She said a letter protesting the density, and asking that the tentative map not be approved until a geology report has been approved by the Engineering Geology Section of Los Angeles County, was sent by the City of Rolling Hills. Public Utilities Commission A notice of adjourned hearings before the Public Utilities Commission of the State of California in the matter of the application of General Telephone Company for authority to increase its rates and charges for telephone service was presented to the Council. The City Manager said she would advise the City Attorney of the hearing in Long Beach on November 4, 1970. Planning Commission Appointment Mayor pro tem Fay reported that there is a vacancy on the Plan- ning Commission, due to the resignation of Mr. Raymond Mahan. He stated, -4- August 10, 1970 further, that Mr. Philip Battaglia had been contacted and he.had agreed to accept the appointment. A motion to appoint Mr. Battaglia to the Planning Commission was made by Councilman Bear, seconded by Councilman Sauer and carried by the following roll call vote: AYES: Councilmen Bear, Sauer, Mayor pro tem Fay NOES: None ABSENT: Councilman Pearson, Mayor Hesse ADJOURNMENT There being no further business to come before the meeting, a motion for adjournment was made by Councilman Sauer, seconded by Councilman Bear and unanimously carried.
