THE CITY OF ROLLING HILLS, CALIFORNIA
The regular meeting of the City Council of. -the City of
Rolling Hills -was held at 7:30 P.M. Monday, 12 August 19579
in the City Hall.
The meeting.'was called to order at 7:40 P.M., by Mayor
Goodman.
ROLL CALL
?resent: -Councilmen Bullard, Elliott, Tourtelot and
Mayor'Goodman
Absent: Councilman'Weitzel
Also Present: City Clerk Gilbert Myers, Mrs. Murray
MINUTES - MEETING '0F 22 JULY 191L
The minutes of the meeting of 22 July 1957 were read by
the City Clerk. It was moved by Mayor Goodman, seconded by
Councilman Elliott and unanimusly carried that the minutes
be approved as corrected. '
LETTER = 25 JULY. LOS ANGELES COUNTY ENGINEER
The City.Clerk read a letter,from the Los Angeles County
Engineer regarding collection of fees for building, Electrical
and plumbing permits'.. A check in the amount of $976.95 has
been received from the 'County* and deposited in the General
Fund.
LETTER - 30 JULY. STATE DEPT. OF PUBLICWORKS - RE GAS TAX
The City Clerk read a letter °from..the State of Califor -
nia Department of Public Works regardinj5 the apportionment
of 5/8¢ gas tax allocated to incorporated cities. $1,-537031
has been allocated to the City for the quarter ending'June
30, 1957•, Councilman Elliott recommended'that record be
maintained of this quarterly allocation for future reference.
LEAGUE OF CALIFORNIA CITIES
The City Clerk announced the regular meeting of the Los
Angeles County Division of the League of California Cities
to be held Thursday,.1. August, in aurbank. It was,;,;moved
by Mayor Goodman, seconded by Councilman Tourtelot and
unanimously carried that Councilman Bullard be named Repre-
sentative and Director and that Councilman Elliott be
Alternate Representative and Director to the County Division'
of the League of California Cities for 1957-58• The 59th
Conference of the League . of California .Cities will ' occur in
San Francisco September 22-253, 1957• It was moved by Mayor
Goddman, seconded by Councilman Elliott and unanimously
carried that Councilman Tourtelot attend as -delegate for
the City, with expenses paid by the City.
ORDINANCE NO. llt - 1957-58 BUDGET
It was moved by Councilman Bullard that the reading in
full of Ordinance No. 14 entitled "An Ordinance Adopting a
Budget for the Fiscal Year Commencing July 1, 19579 and
Ending June 30, 19589 and Fixing the Amount of Revenue from
Property Taxes Necessary to Support the Departments of the
City of Rolling Hills during said Fiscal Year," be
waived. The motion was seconded by Councilman Elliott
and unanimously carried. Upon motion by Councilman
Bullard, seconded by"Councilman Elliott, said Ordinance
No. 14 was on roll call vote unanimously adopted.
Ordinance No. 14 is set forth in full in the Book of
Ordinances.
RESOLUTION' RE TRAFFIC COMK.T Igo
Councilman Elliott reported that a public hearing
may be required before. adoption of the Traffic Code .and
that work was well under way.
TRAFFIC SCHOOL REPORT
The City Clerk reported that the announced traffic
School for children had been received with much interest
and enthusiasm by the residents.
WATER CORROSION
No information ready.
GATES
The City Council was shown a drawing for a triple
gate at the Main Gate which is under consideration by
the Rolling Hills Community Association.
Mayor'Goodman suggested that any person not known
to the Gateman, after a given hour, such as 8 F.M., be
.announced by phone call from the gate..
GATE RESIDENCE SITES
The City Clerk reported a conversation with Mr.
Kulow regarding the purchase of gate residence and gate-
house property. The City Clerk reported giving him a
drawing showing a substitute gatehouse site desired
abreast of the South Gate, as the proposed site is 85
feet beyond the island gate house, too far away for
gate protection.

'Mayor Goodman inttoduced and read in full Resolution
No, 36 entitled "Resolution of the City Council of the
City of Rolling -,Hills, California, Authorizing Execution
of an Agreement with the County of Los Angeles Providing
for the Enforcement of the Building Code, Plumbing Code
and Electrical Code of the City of'Rolling Hills. Upon
motion of Mayor Goodman, seconded by Councilman Bullard,
said Resolution No. 36 was on roll call'vote unanimously
adopted. Resolutiun No. 36 is set forth in full in the
Book of Resolutions.
WATER COMPANY - LEAKS '
After a prolonged discussion, the.Manager was
directed to send a letter to the Water Company calling
attention to the large excavation on Crest Road just
west of Portuguese Bend Road, and the special hazard
it creates to traffic there.
