November 9, 1970
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Hesse at the Administration Building,
2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. Monday,
November 9, 1970.

A motion to approve the minutes of the meeting of October 26,
1970 as presented was made by Councilman Fay, seconded by Councilman
Pearson. and carried unanimously.

The motion was seconded by Councilman Sauer and carried by the

Councilman Fay requested that the City Manager ask the accountant
for clarification of Demand No. 1692, approved October 25, 1970, for
,payment to Public Employees Retirement System, inasmuch as City Employees
do not participate in a retirement plan.. The Manager said she would have
an explanation at the next meeting of the Council

CORRESPONDENCE
Recycle Center. - Palos Verdes Peninsula
The Manager presented copies of an announcement of a pilot pro-
gram of recycling on the Palos Verdes Peninsula. The program is sponsorec.
by the American Association of University Women, and is supported by all
community organizations and the Los Angeles County Board of Sanitation.
It is the first recycling project in the State of California with govern-
ment support above the city level.
The Recycle Center is located at the Little League parking lot -
on Ilawthorne Boulevard, between Palos Verdes Drive North and Pacific
Coast Highway, and is open on Tuesday, Thursday and Saturday to receive
aluminum and glass containers and newspapers.
Members of the Council said they wished to support and publicize
the project, and directed the Manager to do so through the Newsletter.
The notice'was received and filed.
Simpson and Paul Insurance - Increased Coverage, City Buildings
The Manager presented a letter from Simpson and Paul Insurance
relative to increased coverage on City buildings.
Mr. Bert Paul advised that coverage on the South Gate House and
the Crenshaw Gate House should be increased to $4,000 each. Because the
original cost and date of construction of the City Hall and the Eastfield
Gate House were known, Mr. Paul advised he used the Marshall Stevens
Valuation on those properties. Based on the original cost of the City
Hall in 1966 and an increased cost of 21.6% in construction, he advised
that the value of the building had increased from $71,000, the cost, to
$86,000. The Eastfield Gate House cost $10,800 when completed in 1968.
Based on an increase of 12% in construction costs since that time, the
new valuation is $12,000.
In the discussion that followed Councilman Sauer, an insurance
broker,, was asked to express his opinion on the subject of self-insurance
'by the City. Councilman Sauer explained that the question of self---
insurance
elf--insurance depends on many factors, including the size of the risk, the
amount of exposure vs. the premium charge, etc., and he emphasized that
self-insurance should not be interpreted as lack of insurance. He said
it was his opinion that more insurance could be purchased for less money
for city buildings by taking advantage of such things as blanket cover-
age and a multi -location discount, also by studying the amount of the
deductible factor.
Mayor Hesse asked the City Manager to work with Mr. Sauer to
attempt to arrive at the most satisfactory insurance plan for City
buildings. The matter was held on the agenda.
State of California - Resolution: Repatriation. of Captured American
and Allied Fighting Men
A letter from Lieutenant Governor Ed Reinecke of the State of
California was presented to the Council. Mr. Rein.ecke advised that
there are as many as 1,600 American men held prisoner by the North
Vietnamese or unaccounted for and presumed to be held, and he requested
that all California cities and counties adopt a resolution demonstrating
a united stand to ensure humane treatment of our men. Mayor Hesse
recommended that the Council adopt such a resolution.

RESOLUTION NO. 267
A motion. to adopt Resolution No. 267 entitled "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF ROLLING HILLS URGING THE REPATRIATION
OF CAPTURED AMERICAN AND ALLIED FIGHTING MEN" and waive reading in full
was made by Councilman Bear, seconded 'by Councilman Fay and carried by
the following roll call vote:

City of Long Beach
The Manager presented a letter dated October 21, 1970 from the
City of Long Beach, and a copy of a resolution entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF LONG BEACH, CALIFORNIA) REQUESTING
CD THE LEAGUE OF CALIFORNIA CITIES AND THE MEMBER CITIES THEREOF AND STATE
O AND NATIONAL LEGISLATORS TO APPROVE THE PROGRAM OF UTILIZING SURPLUS
MILITARY AIRCRAFT IN FIGHTING FOREST FIRES" to the Council.
The correspondence was received and filed.
Lanco Land Consultants
A letter dated November 4, 1970 from.Lanco Land Consultants was
presented by the Manager.
Mr. Clark Leonard,, engineer, requested a one year time extension
for Tract 30440, Joseph T. Abdo. Motion to grant the extension as re-
quested was made by Councilman Pearson, seconded by Councilman Fay and
unanimously carried.
Lanco Land Consultants
A letter dated November 5, 1970 from Lanco Land Consultants
offering a proposal for engineering services in connection with the
1970 Storm Drain. Bond Issue was presented.
The Manager reported that she had been contacted by several
engineering firms in the area, expressing interest in bidding on the
requited engineering, and she is keeping a record of all contacts
until time to receive bids.
AGENDA ITEMS HELD OVER
Palos Verdes Water Company Replacement Plans
Mayor Hesse reported that on November 5, 1970 the Public Utili-
ties Commission had held a public hearing at the Administration Office
of the City of Rolling Hills on the application of Palos Verdes Water
Company for an increase in water rates.
The Mayor said he had expressed, on, behalf of the Council, the
opinion that an increase in, rates would 'be justified if needs of the
City of Rolling Hills are considered, and service facilities improved.
He said, further., that it was his opinion that members of the Public
Utilities Commission and personnel and officials of the water companies,
both Palos Verdes Water Company and the new owner, California Water
Services, understood the concerns expressed about the inadequate water
pressures in the City.
Councilman Fay said he had attended the hearing and had requested
a transcript of the proceedings. He explained that the case will not be
decided on the basis of the fire danger in Rolling Hills, but rather on
the need, for additional capital to finance the necessary improvements to

bring all inadequate services operated by the new company up to satis-
factory levels.
Mayor Hesse said the evidence is now 'being considered by the
Public Utilities Commission, and the Council. will be advised as soon
as their decision is announced.
Zoning Case No. 9124-(4), Congregation Ner Tamid
The Manager advised the Council that a call had been made to
Regional Planning about the status of the request for zone change. She
was advised that the case is still under submission., and that there is
no time limit. Mrs. Clifton was assured that no further action would
be taken without notification to the City.
The matter was ordered held on the agenda.
Regional Planning Commission
Mayor Hesse advised the Council that an item of business on the
agenda of the Regional Planning Commission for Tuesday, November 1.0, 1970
was discussion, of correspondence and requests for zoning moratorium on
the Palos Verdes Peninsula. It was Mr. Hesse's intention to attend the
meeting, he said, and if the Council wished, he would ask on behalf of
the City of Rolling Hills that a moratorium be continued on any requests
for change of zone on the Peninsula, pending resolution of the question
of the Fourth City.
A motion, to authorize Mayor Hesse to make such a request before the
Regional Planning Commission was made by Councilman Fay, seconded by
Councilman :Bear and unanimously carried.
Flying Triangle Extension
Mayor Hesse ordered the matter held on the agenda. .
Report and Recommendations: Special Sub -Committee on Sheriff's Costs
Councilman Bear said he had not been advised of any additional
meetings on the Federal Grant Study on Sheriff's Costs for Contract
Cities, and he asked the Manager to try to determine whether additional
meetings had been scheduled.
Health and Safety Ordinance
Mr. Kinley advised that he is working on a Health and Safety
Ordinance that will attempt to cover all areas outlined by the Council,
but has not completed the ordinance as yet.
The matter was held on the agenda.
Amendment to Building Code - Roofing Requirements
Mayor Hesse stated that he was :in. agreement with the contents
of the minutes of the preceding meeting relative to reviewing changes
in Building Codes and Ordinances adopted following recent fires in
Southern California, but said he felt the review should extend beyop,d
the requirements of fire -proof roofing, and should cover fire -proof
siding and landscaping as well.
Councilman Fay said he agreed that all aspects of fire -retardant
and fire-resistant construction and requirements should receive attention,
but 'because copies of an emergency ordinance pertaining to roofing re-
quirements adopted by the County of Los Angeles on October 20, 1970 were
available to the Council, it was his suggestion. that the Council give
immediate attention to requiring fire-resistant roofing materials for

all new construction in the City of Rolling Hills. Councilman Fay said
he had investigated a spray that could be applied to existing roofs to
make them fire -retardant, but there is no satisfactory estimate of how
long such a spray would be effective.
The City Manager showed the Council samples of fire-resistant
roofing material that had been approved by the Board of Directors at
their meeting on November 5, 19700 The following roofing types were
approved as recommended by the Ardhitectural Committee: Johns -Manville
Western -Shake Mineral Fiber, Johns -Manville American Colonial Mineral
Fiber, Johns -Manville Colorbestos roof shingles, clay tile, approved
asbestos, wood shakes and wood shingles. The Board also upheld the
Architectural Committee's decision disapproving any type of asphaltic
roofing material.
Councilman Pearson said he thought an ordinance should be
V-4 adopted regulating the type of roofing materials that could be used
for new construction, but brand names should be avoided. Mayor Hesse
directed the City Attorney to prepare an ordinance for adoption at the
next regular meeting of the City Council that would require that all
new construction have fire resistant roofing as approved by the Archi-
tectural Committee of the Rolling Hills Community Association.
The matter was ordered held on the agenda.
MATTERS FROM MEMBERS OF THE COUNCIL
Recreational Facilities
Mayor Hesse requested that a periodic report of recreational
I acilities in the City of Rolling Hills be made, and that the matter
be carried on the agenda.
Weed Abatement
Councilman Bear said he wished the proper personnel of the
Los Angeles County Fire Department be contacted and thanked for their
prompt and complete attention to weed abatement in the City of Rolling
Hills.
ADJOURNMENT
There being no further business to come before the meeting, a
motion for adjournment at 9:20 P.M. was made by Councilman Fay, secon-
ded by Councilman Sauer and unanimously carried.
