Because it is a problem that will affec�tanany residents the City �ttorney recommended that the quest�on be studied by the full Council and the Planning Commission at their joint meeting scheduled for Wed� nesday, January 13, 1971a SUBDIVISION N0. 47, Tract 30932, 'Thoanas Re Moran, 10 Packsaddle West , Mr. Clark Leonard of Lanco Land: Cmnsultants advised the Council that he was present to represerat Mre `Te Ite Mo�an, owner of Subdivision No. 47, Tract 30932, before the Councile Mre Leonard said that the Planning Commissiorn had approved the tract unanimously on December 14, 1970, subject to the conditions con- tained in the Planning Advisor°s Report dated November 13, 1970o One of the conditions of the report under WATERWORIZS AND UTILITIES requires that ":'All lots shall be served by adequately sized water system facil- ' _ ities which shall include fire hydrants of the size and type and loca- � tion as determined by the Fire Chief"o The service on Crest Road West is adequate, Mro Leonard said, but he explained that there are ��2''' and 4" lines on Southfield which serve Packsaddle Road, and provide only 750 gpm instead of 1250 gpm required by the Fire Chiefo To provide the required flow would re- quire 3300 feet of 6" or 8" line fram Crest Road to the site of the proposed subdivision and would cost approximately $35,000-45,0008 based on figures supplied by Palos Verdes Water Companya The improve� ment would benefit approximately 65-70 other property owners, but there is lettle liklihood that any future owra.er or subdivider would be re- quired to share the cost with Mro Moran9 and to pay the entire cost himself would make subdiv�sion unfeasible; therefore, on his be,half9 Mr. Leonard asked that he be granted some relief fram the requiremen�s of the Planning Advisor's Reporte � In the discussion that follow�d Gommissioner Fay said he was reluctant to establish a precedent by granting relief, as there was no precedent for waiving any requirement so crucial as fi�e flow. She said, furtYaer, that at the meeting of the Planning Coimnission on December 14, 1970 the Planning Advisor°s Report ha d been approved and accepted, modifications had been granted under Article V, Sections , �Sm . " �'�'�E:-. .Ta�.uary 119 1971. 5.04a and 5.04b on Lot 1, S.ecti�n. 5.04b of Orqixnance No. 67 on Lot 2, and the tentative tract had been approved subject to conditions con- tained in the Planning Ad�isor°s' Report. Mr. DeJernett, South Bay E�ngineering Corpora�ion., explained that the easement on Pine �ree Lan� is 60° rather than the usual SO' , and Dr. Turner had agreed to give an additional 5' along the .perimeter of the property along Pine Txee Lane to conform to the requirements . Councilman Pearson asked about access to the new lot, and Mr. DeJernett explained that Dr. Turner°s access to his present lot is over a recorded easement g�anted by Mr> Marion Welch9 6 Fine Tree Lane, but access to the new lot would be direct�y from Pine '�ree Lane. In the discussion that� followed Council.man Pearson said he � r„� considered the proposed subdivision "marginal'.', because it required � extens�ive grading, and the resulting scar on the hillside could be p unattractive for as long as five years . Because of the location and � the isolation from other residences the unattractiveness will be � , minimal, but s�imilar grading has resulted in complaintes and contro� � versy in other locations in the City. It was Councilman Pearson's recommendation that the Architectural Committee of the Rolling Hills Conununity Association be requested to try to minimize the amount of grading permitted in approving a proposed tract. At the Architectural l�vel, he said, the tract is viewed esthetically, and by the time it � reaches the City level judgmen�s are made with respect to conformance with existing ordinances, with only minor modifications regarding width of lot and street frontage being necessary, and an approved geo�ogic report was received from the consulting geologist and ap- proved and accepted by. the Engineering Geology Section of the County Engineer. . C'ouncilman Sauer said that in some cases the ordinances work against the attempt to maintain the "Rolling Hills atmosphere", and Councilman Fay said he feels plans that in effect develop canyons, as this one does, should .n�t be approved; however this tract meets most of the requirements of the subdivision ordinance. - Following the discussion.
