The riotice was receiVed and filedo • . January 25, 1971 California Contract Cities Association Mrs . Clifton distributed copies of a letter from the California Contract Cities Association dated January 19, 1971 and a memorandum dated January 11, 1971 entitled: Proposed Bill to Establish Tax District for the Purpose of Providing Police Services . The letter advised that the County-City Contracts Committee has been studying and evaluating alternatives for law enforcement services � if the Federal Grant Study does not result in a fair price for contract- ual law enforcement provided by the Sheriff 's Department. � Another alternative being considered by the Contracts Committee is establishment of police service districts for various areas of the County. A decision on whether the necessary legislation should be prepared will be made at the meeting of the Association in Palmdale on February 19th. The Mayor asked each Councilman to study the memo- randum on the proposed legislation for discussion at the Council meet- ing on February 8 , 1971 . The Manager advised that she had contacted Col. Francis Ruth, as directed by Mayor Hesse . Col . Ruth has been studying the area of contractual law enforcement costs , and he said he desired a meeting . with members of the Council on the subject. Mrs . Clifton said that a meeting is being arranged. The matter was ordered held on the agenda. Save Our Coastline A letter dated January 22, 1971 from Mrs . Dorothy LeConte, Co-chairman, Save Our Coastline, to Mayor Hesse was presented to the Council. Mrs . LeConte advised that action has begun regarding the un- interrupted fence constructed by property owners along Palos Verdes Drive South which denies access to the beaches and the coastline . A copy of a letter sent to Supervisor Burton Chace expressing concern and requesting action in the matter was enclosed. In the discussion that followed Councilman Pearson said he � thought the community could act most effectively if it dealt direct- ly, as urged in a recent Palos Verdes News editorial, with the pro- perty owners . He said he objected to the fence, and it was his opinion that it was an act of emotionalism and desperation, but rather than voice objections to the County and appeal to the County for a solution to all problems involving the unincorporated area, it was his recommendation that the concerned community leaders ap- proach the property owners directly and invite their cooperation in solving the question of access to the beach. He said that psycholog- ically more is to be gained from a positive approach indicating a willingness to meet than from a negative approach demanding that the County do something about a problem. Mayor Hesse said he agreed that constructive dialogue is needed; however, he said that previous efforts to meet with the landowners had failed and they had indicated that theq were not � interested in meaningful dialogue. Councilman Pearson said ap- proaches to the landowners have been made by the advisory groups on the Peninsula, all of whom back the 4th City, and who project that image . He further stated that if the "4th City Picture" could be set aside, and if the cities approached the landowners as representatives of all citizens on the peninsula who are being denied their rightful access to the beach, it was his opinion that some of the goals of "Save Our Coastline" could be realized. Further, Courncilman Pearson said, he thought it would be possible to protect the rights of the property owners and provide access to the beach by a special agreemen� providing for .temporary locations of access easements which could be relocated later if development plans for these locations were approved. January 25, 1971 Mayor Hesse said he saw no reason to bring the 4th City issue into such discussions ; that he agreed that constructive mutual effort is best, and that such effort should of course be directed to the owners who erected the fence . However, he said that since the area is governed by County Government any requests should be relayed to them as well. Mayor Hesse said the fence is offensive because of the type of construction, and the location at the side of the road, and because of the unbrok�n .stretc�� o�f.�,fencing that exceeds several j miles . He said further that. there is no question about who owns + the property or what their rights are, but rather how acces',s to and use of the beach can be provided for all residents of the Peninsula, as well as of the County or of the State, for that matter of any member of the public who might wish to go to the beach at that point . He asked Councilman Pearson to draft a statement indicating that the City wishes to urge a positive approach to a solution. Councilman Pearson agreed to do so, and the Mayor ordered the matter held om the agenda . PERSONAL APPEARANCES Mrs . Donald Adams , 13 Cinchring Road Mayor Hesse recognized Mrs . Donald Adams of 13 Cinchring Road, who requested clarification of requirements of the subdivision ordi- nance relative to underground utilities . Mrs . Clifton said that Mr. Cecil Shaver, owner of property at 11 Cinchring Road, had come to the office with the same request, and she had given him copies of a map from General Telephone, listing the e possible alternative routing . She said she would give Mrs . Adams a copy of the same map . Further, she said that Mr. Shaver had requested permission to appear before the Council at the meeting of February 8th. � Mrs . Adams said that the requirements are not known by the subdividers of Tract 26343, Mr. and Mrs . Adams, Mr and Mrs . Shaver and Mr, and Mrs . George Johnson. She said further that Mr. Robert DeJ�rnett of — South Bay Engineering did not seem to be familiar with the requirements . Councilman Pearson advised Mrs . Adams that the requirements are clearly defined in ARTICLE VII, Utilities and Utility Easements, Ordinance No. 67 , and their engineer should understand what is required, and if he feels they can not conform to the ordinance, he should make a proposal .or offer an alternative plan. He further stated that until such a proposal is made nothing further can be done by the Council. The Mayor said that no relief from the requirements will be considered until the owners or their engineer demonstrate that they can not comply with the requirements of the ordinance, and propose an alternative . Mrs . Clifton suggested that Mrs . Adams come to the office during business hours for additional information and maps . � Mrs . F . W. Hesse, 42 Portuguese Bend Road • Mrs . F . W. Hesse, 42 Portuguese Bend Road appeared before the Council and requested that a warning sign be iristalled on Portuguese Bend Road, north of Crest Road. She said that it is extremely difficult to exit from her driveway and make a 90° turn on Portuguese Bend Road because her� driveway is hidden from traffic travelling in a northerly '� direction on Portuguese Bend Road. She said she can hear cars approach- ing and is aware of traffic, but it is impossible for the approaching cars to know that her driveway is there ; because of the angle it is hidden from view. A "LOW GEAR" sign installed just north of the inter- section of Crest and Portuguese Bend Roads a few years ago did not achieve the desired result, because of the angle of the drive and the necessity of turning toward accelerating traffic travelling downhill; -3- � � �r���` Janua�y 25, 1971 there is always an element of �surpr.ise to the drivers on Portuguese Bend Road when a car appears, and Mrso Hesse asked that in addition to the LOW,ryGEAR sign, a sign reading S�OW - BLIND DRIVEWAYS be in- stalled just north of the Crest/Portuguese Bend Road intersection. Mrs . Clifton explained that the request for such a sign was made by Mrso Hesse several years ago, and at that time the City Council authorized the Traffic Division of Los Angeles County Road - � Department to make a study for . the City of Rolling Hillso The study was made by Mro Charles Sutton, a .traffic engineer of 20 years ' ex- perience, and he made extensive recommendations which were immedia�ely implementedo The matter of the "blind driveway" sign was revie�aed at that time, and it was Mro Sutton's opinion that such a sign could be an acceptable addition_.and would help alleviate the hazardous situa- tion in the vicinity of the Hesse ' s drivewaya He recommended the 1ow gear sign, however, and said that after a period of time its � effectiveness could be assessed, and if Mra and Mrso Hesse did not believe the sign had been the total solution, he would recommend installation of the blind driveway sign in addition to the low gear � s ign. � � Councilman Fay said he felt the Coun.cil should weigh requests for signs carefully, because if every request for a sign was granted the City would be full of warning signs . Councilman Pearson said that although the request for a warning sign and the problem� of traf- fic control in the city had been presented many times , they had never been before the present Council, and he thought it should be considered carefully, especially in view of the cost of additional law and traffic enforcement, and the fact that the City does not have funds for addi- tional enforcement . He stated that adding warning and advisory signs where needed might help solve some of the problems throughout the City. Council�an Sa�}er said that although there is a very realistic� '� speed limit throughout the City, there is a high incidence of speeding on Crest Road, and it is impossible to stop or catch speeders on C,rest. He also said that speed is more dangerous when travelling downhill than when going uphill, because the downhill driver has less control of his caro The City Attorney advised that at present the speed limit on any road in Rolling Hills is 25 miles per hour, with the exception of Crest Road and Portuguese Bend Road between Palos Verdes Drive � North and Crest Road, where the limit is 35 miles per hour. Following the discussion Councilman Bear moved that the max�mum speed limit for downhill traffic on Portuguese Bend Road between Crest Road and Palos Verdes Drive iVorth and on Portuguese Bend Road between Crest Road and the City boundary be reduced to 25 aniles per hour, and that the uphill speed be left at the present anaximum of 35 miles per hour. AUDIT REPORT, July l, 1969 - June`<30, 1970 - , The City Treasurer reported that he had reviewed the Audit Report for the Fiscal Year July� 1�,�; 1969 to ,Tune 30, 1970 prepared by Cotton and Francisco, Auditors and Accountants , and had found it to be in good order. It was Mro Welch's recommendation that the report be approved and acceptedo , Mro Welch said he thought too much time had elapsed between �� completion of the audit and presentation of the report. The Manager � explained .that special audits had been requested and submitted between � completion of the annual audit and presentation of the report due to a change in bookkeeping personnel, but she agreed with Mro Welch that the audit had been received late . . Kulow, president of the Palos Verdes Peninsula Chamber of Commerce, and to Mayor pro tem Fay on January 5, 1971 from Hal Requa, Manager of the Chambero The Cit.y of Rolling Hills allocated $500 to the Chamber of Commerce in 1970, and were requested t-o make a similar allocation for 1971. In the discussion that followed Councilman Fay, Council repre- sentati�e to the Chamber of Commerce said.. he recommended denial o.f the request be,cause he did not feel that Rolling Hills received ser- vices, sufficient to justify the allocationo . Councilman Bear asked whether the request was for a membership fee or a contribution, Mro Requa advised that the� minimum dues is $40.00, and requests had been made based on the number� or members within any other business or group approached. He .said that although , �there is no commercial activity within Rollin.g Hills to benefit .di- rect�ly from membership, the goals of the Chamber of Commerce would benefit all residents of the Peninsulaa One of the goals of the � Peninsula Chamber, he explained, is to try to attract compatible research facilities to the Peninsula. He said there are 94 acres � availabTe for commercial development that could be developed attract- ively for the proper kind of light manufacturing, and would, be of : , �.. , g.reat benefit to the entire Peninsula, as the assessed valuation ' � would �lower school taxeso He said a con.trib�.tion of any amount .to � '. tlie Chamber of Commerce from the City of Rolling Hills would be welcome. Councilman Pearson said that a laxge fee. is realistic when it protects merchants and shoppers in .an area, but, :he . thought the City should .make some allocation to the.
