An adjourned meeting of the City -Council. of the City of Rolling
Hills was called to order by Mayor pro tem Fay at the Administration
Building, 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M.

APPROVAL OF MINUTES
The 'Mayor pro tem directed that the minutes of -the meeting of
January 25, 1.971. `be held on the agenda until. Mayor Hesse returns
A motion to approve the minutes of the meeting of February 22,
1971 as corrected was made by Councilman Bear, seconded by Councilman
Sauer and carried unanimously.
FINANCIAL STATEMENT
A motion to approve and accept the Report of the City Treasurer
and the Financial Statement for the month of January, 1971 was made by
Councilman Pearson, seconded by Councilman Sauer and carried unanimously.

CORRESPONDENCE
Regional Planning_ Commission,
The City Manager presented a notice from Regional Planning Com-
mission of approval of vacation of a portion of. Crenshaw Boulevard in
the area of Crestridge Road. Recommendation for approval, was subject
to transfer of the underlying fee title. from Palos Verdes Properties
to Ridgecrest Ranchos Recreation and Park District, not in conflict
W with the Master Plan. or any part thereof.

Southern_California Rapid Transit District
A report titled "The Crisis in Public Transportation, 1971
Year of Decision" prepared by the Southern California Rapid `transit
District was presented to the Council.° The report presents a review
of the uses made of the temporary six-month., one-half cent general
sales tax: provided by the Legislature to the Southern California Rapid
Transit District from July 1, 1970 to December 31, 1970.
`The Manager said the report would be kept in. the office for re-
view by any member of the Council who wished to read it.
California Contract Cities Annual Municipal Seminar
Announcement of the Annual Municipal Seminar of the California
Contract Cities Association was made to the Council.
The conference will be held from April 22n.d through 25th at the
Riviera hotel and Country Club, Palm Springs.
The Manager asked that anyone who is interested in attending
notify her as soon as possible so reservations can be made.
City of Hermosa Beach 7 Southwest Area Planning Council
A letter dated March 2, 1971 from the City of Hermosa Beach was
presented to the Council.

The Southwest Area Plana-.i:ng Council is considering sponsoring a
one -day planning conference in conjunction with. Dominguez State Col-
lege :in October, and asked the Planning Commission to participate to
the extent of committing $7.00 per Commissioner to cover the cost of
registration and lunch.
Mayor pro tem Fay directed that the letter 'be referred to the
Planning Commission.
League of California Cities
An announcement of the Congressional City Conference to be held
iri Washington, D.C. was presented to the Council.' The conference will
be held from March. 21st to 23rd, and reservations can be made through
the league of California Cities Berkeley office.
The announcement was referred to Mayer Hesse.

Pacific Lighting_ Service Co.
Mrs. Clifton reported that a copy of the application. of Southern.
California Gas Company to the Public Utilities Commission for permis-
sion. to provide for deviations of recorded 'temperatures .from average
temperatures in its tariff schedules, a_ri.d related exhibits had been
supplied 'by Pacific Lighting Service Compa.n,y as requested, and were
available to member's of the Councilwho wished to review them

CITY DEPARTMENTS
Fire Department Report
The Report of the Fire Department for the month of February, 1971
wa$ presented. The report was received and filed.
Mayor pro tem Fay asked Chief Wi'llia.m Ware, :4os Angeles County
Fire Department, whether he had anv additional information an develop-
ment of fire -retardant chemicals for treating roofs, and Chief Ware
said he did not. Chief Ware said., further, that the urgency ordinances
regarding fire proofing recently adopted by Los Angeles County are being
reviewed, and some sections are 'being eliminated as unnecessary. He
explained that in some areas there was over -reaction, and reductions of
requirements for Class 4 are being considered. Rolling Hills is in.
Class 3, he said
Councilman Bear advised the Council that on a recent Saturday
members of Boy Scout 'droop 879 had planted approximately 80 trees on
his property, and wild, water and care for the trees as a requirement
for earning a merit badge. He said he had obtained the trees at a
minimal cost from the University of California, Davis, and arrangements
for their planting and care had 'been made by personn.el.of Engine Com-
pany 56 in Rolling Hills. Chief Ware said that this project has been
conducted in watershed areas, and the Forestry Section of the Fire
Department works with local Boy -Scout troops in arranging for planting
and watering the trees.
AGENDA ITEMS HELD OVER
California Contract Cities Association
The Manager reported that a report prepared by Booz -Allen and
Hamilton, Management Consultants for California Contract Cities Associ-
ation on Taw Enforcement Contractual Costs had been sent to the City,
and was available for review by the Counc.:il o The County -City contracts
Commit -tee has been studying and evaluating various alternatives for law
enforcement services if the current Federal Grant Study does not result
in .a fair price for co•ritractual law enforcement not provided by the
Sheriff's Department
At present the Contract Cities have agreed to pay $230,000 per
year for sheriff's services, with the condition that any surplus would
be refunded to the Cities, and any deficits would be paid by the cities°
However,, the report indicates that costs which should have 'been charged
for 197071.. for General Thaw Patrol were $245,240 and for Traffic Patrol

Mrs. Clifton said there would be further discussion of the
costs of sheri.ff's services at the Co.ratrac.t Cities Conference in
Palm Springs in April
Palos Verdes Water Compan.v Replacement Plans
The Manager reported that she had recently visited the Cali-
fornia Water Service Company corporate office in San dose when. she
attended the meeting of the City Manager's Department of the League
of California Cities in that city. After a tour.of the facilities
and the test laboratories, Mrs. Clifton and officers of California
Water Service met and discussed the replacement schedule of Palos
Verdes Water Company, which had been presented to Councilmen Sauer
and Pearson at a meeting on January 29, 1971 and to the City Cot:dncil
at the meeti-ng of February 8, 1971_
rq Mrs. Clifton advised. the Council that under the proposed. new

A would be constructed. and in. place by the end of 1973. In addition
A Lines A.and nd C h�rije been added to Schedule 111. Further, a study
A will be made of the water problem, on Crest Road in the Flying Mane
Road area due to the development of an access to three home sites
previously land -locked. The total cost of Schedules 1, 1.1 and III
will be approximately $200,000.
The Manager advised, further, that after she returned from
San Jose she met with Chief Joseph Rotella and Chief William Ware of
Los Angeles County Fire Department, to advise them of the additional
information she had obtained. Mrs. Clifton said she thea. requested
Mr. Ralph Lindberg, president of California Water Service Company, to
provide two separate maps which would. show the proposed new replace-
ment schedule and the priviously proposed schedule of the Palos Verdes
Water Company (used as Exhibit II before the Public Utilities Commis-
sion at their hearing in November, 1969) so that a graphic picture
could be developed to support the California Water Service Company's
contention that the new system would do more for less money to up-
grade the wager system.
Mrs. Clifton said the officers of the California Water Service
Company do not claim that the new replacement schedule would bring all
hydrants in. Rolling Bills to 1250 gallons per minute, but they said
neither did the old Palos Verdes Water Company schedule. They do
contend, however, that the proposed construction will provide a strong
water system for Rolling Bills by. the end of the construction -period
in 1973. Mr. Lindberg said the new maps will be ready as soon as
possible, but they could take several weeks to prepare.
William Finley, City Attorney, asked Chief Ware. who had set
the requirement of 1,250 gallons per minute for fire flow, and Chief
Ware explained that it is a national standard determined by the re-
quirement of 250 gallons per line, with four to five lines being
served by a hydrant. Councibman Sauer said that it is determined as
part of a rate -making operation. controlled by the Pacific Fire Rating
Bureau.

Mrs. Clifton advised the Council that she had contacted Rabbi
Wechsbe.rg of Congregation. Ner `1'amid and inquired about the status of
their request for a change of zone before the Regional Planning Commis-
sion. The Rabbi advised Mrs. Clifton that the property had been re-
turned to the Los Angeles Archdiocese. Councilman Bear; offered .to con-
tact. the Archdiocese to determine the status of the land and, report to
the Council. The matter was held on the agenda.

Health a d Safety Ordinance
Councilman. Pear moved that the proposed Health and. Safety
Ordinance 'be introduced, and that reading in full be waived. The
motion was seconded 'by Councilman. Sauer and carried. unanimously,
Fire Prevention Measures
The Manager advised the Council that Ordinance No. 89 re-
quiring spark arresters on all chimneys in. RoLling Hills 'became
effective on March 8, 1971, and the requirements of the Ordinance
would be effective after 90 days(une 20, 1.971) a A discussion of
methods to enforce the requirement followed,, anal the Manager was
requested to announce in. the Newsletter that names of boys who are
interested in making the installations can. be obtained from the City
office.

Recreational Facilities City of _Rolling Hills
Mrs. Clifton reported.,that members of a committee formed to
study the needs and possibilities for additional tennis facilities in
the City had been meeting, and had, prepared a report 'to be submitted
to the Planning Commission at the meeting on March 16, 1971. She
reported, further, at -the meeting of the Board of Directors of the
Rolling mills Community Association. on March 4, 1972; the Board recom-
mended that "the Association express an, interest and encouragement
to the City in acquiring additional property such as the ring area
specifically for recreational purpos,es from Mr. Robert McCarthy".
Mayor pro tem Fay asked thecity Attorney about methods of
raising money to provide for the additional recreational needs, and
specifically for purchase of property. Mr. Kinley said the money
could come from the 'budget initially, and could be replaced by bonds
to be retired over a period of years o , Mr.. Kin.l,ey said he would pre-
sent several options for raising the money.
Councilman Pearson said he didn't -.-. think the tennis committee's
report should be considered separately, but felt the Planning Commis-
sion should present a report on recreational needs of the City in a
package, so needs for equestrian and tennis groups could be considered
jointly with regard to allocating funds. Councilman Sauer agreed.,
stating that there is a definite need for an additional ring ift that
area. He offered to study the cost and feasibility of constructing
two smaller rings in the area currently given to th.e existing ring,
and report to the Council,

Increased :insurance Coverage City Buildings
Mrs. Clifton reported that both she and Councilman Sauer had
been out of town at different times during the past several weeks,
and had not been able to schedule a meeting to discuss the insurance
coverage on. City buildings. She said they would meet soon and would
report on. the matter to the Cbun.cilo

MATTERS, FROM CITY OFF'ICFRS
Fences Palos Verdes Drive South
The Manager presented. copies of correspondence addressed to
Mayor Hesse in reply to his letters dated 'February 11, 1971 regarding
erection of fences along Palos Verdes Drive South, and asking than an
access to the beach be provided. _
A letter dated Marcia. 5, 1971 from the Board of Supervisors

CO of the Save Our Coastline Cor-yxmittee on Monday, March 8 , 1971. A
G copy of an opinion by the County Counsel's office relating to the

fencing of beach access ways was enclosed..
A A Letter from Karl Ba Rodi, to Mayor Hesse a.d,;9:i:sed that Mr.
Rodi, representing Vista Sudueste, would, at,ten.d a meeting currently
set up for March 16th with Mrs. LeConte and Mr,. Steve Zuckerman. A
copy of Mr. Rodi's letter to Mrs. LeConte dated February 2, 1971. was
enclosed.
In a letter to Mrs. LeConte dated February 22, 1.971 Mr. B. R
Morris advised that an officer of his company would be present at the
meeting scheduled for March 16th.
Following presentation of the correspondence, the City "Attor-
ney recommended that the bridle trails in Rolling Hills be closed more
zrequently to prevent loss of private easements to the, publico A motion
to refer the recommendation to the Board of Directors was made by Coun-
cilman Sauer, seconded by Councilman Bear and carried unanimously.
Street Sweeper
The Manager advised the Council than in December 1969 Mr.
Charles Pratty of 19 Chuckwagon Road had offered to give the City a
street sweeper as a gift, and had advised, her at teat time that the
sweeper was in very good condition and could be used immediately. A
letter to Mr. Pratty accepting the sweeper as a gift: was written on.
December 30, 1969, and he delivered the sweeper and the :pink slip to
the City. Mr. Pratty said at that time that if there were any parts
needed for the machine he could take thea off of other surplus machines
in, his maintenance yard and put them on thoe sweeper without charge
Mrs. Clifton contacted they Wayne Sweeper Company, who advised.
that the sweeper should not be used T��ri.Iess many needed repairs were
made. Councilman Bear, contacted Mr. Pratty early in 1971, and he of-
fered to repair the sweeper and put it in first class condition .for a
maximum of $1,500, and since completion of 'the recommended work he has
presented -the City with a 'bill for $1,301,,39, and said that in accord-
ance with the agreement, he would provide the labor and shop time, so
the charge would not exceed $1,500. After the sweeper was returned by
Mr. Pratty Mrs. Clifton asked personnel of Los Angeles County Road
Department to inspect the sweeper, avid they recommended that before
being put; into -use the sweeper should have additional work costing
approximately $2,000 in replacemen.t .parts, and that did not include
any work on the engine, transmission or brakes
Fallowing a di.scussi.on about whether the City should attempt
to use the sweeper or dispose of - it, the City Attorney rec.or-rgn.ended
that the pink slip be endorsed and returned to Mr. Pratty with the
sweeper.

ADJOURNMENT
Mayor pro tem Fay recessed the meeting at 10:15 P.M. to a
personnel session. The meeting recan'vened at 10:25 P.M. and a motion
to authorize expenditure of $110°00 for a study of the advisibility of
participating in the Public Employees Retirement System was made by
Councilman Bear, seconded by Councilman Pearson and carried by the
following roll call -vote:

The meeting was adjourned at 10:30 P.M. on the motion of
