9/9/1957a.- LETTER —COMMITTEE OF MAYORS A letter dated August 22, 1957 from the Chairman of the Committee of Mayors of the Cities of Los Angeles County stating the membership dues for participating members,°payable in September of each year, was read `by the City Clerk. The Council agreed to pay.the membership fee so that Mayor Goodman might participate in the group, which exchanges ideas on mutual civic and municipal problems. LETTER - PALOS VERDES WATER COMPANY The City Clerk read a letter dated September 3s 1957.from C. G. Nollenberger of the Palos Verdes Water Company explaining the reasons for the delay in repair - the excavation on Crest Road. A discussion of pipe lines and leaks followed. A__ Other communications addressed to the City were read by the City Clerk. RANCHO MUTUAL WATER COMPANY REPORT Mr. Kinley reported having word that the merger was progressing satisfactorily before leaving on vahation, and indicated that he would do some further investigating before the next meeting. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA The regular meeting of the City Council of the City of Rolling Hills was held at 7:30 p.m. Monday, 9 September 1957.in the City Hall. The meeting was called to order at 7:30 p.m by Mayor Goodman. Reap MINUTES - MEETING OF 26 AtiGusT- -.=.' 1957 It was moved by Councilman Tourtelot and seconded by Councilman Elliott that the minutes be approved as written. The motion was unanimously carried. LETTER - HARBOR OSTEOPATHIC HOSPITAL. INC. A letter dated August 14, 1957 from the president of Harbor Osteopathic Hospital, Inc., asking permission to solicit funds in Rolling Hills, was read by the City Clerk. Mayor Goodman pointed out that the City has no law regulating the solicitation of funds; hence it can neither give"nor deny permission. After a discussion it was suggested that a mail campaign or neighbors calling,on neighbors would be the best solution. TRAFFIC CODE. REPORT Mr. Kinley reported that the Traffic Commission had met three times and had prepared a rough draft of a traffic codes using the State.Motor Vehicle Code as a reference. He •stated that it .is now the Ilan of the Commission -to make additions, deletions and changes -in the rough draft and present it to the Council at its meeting 23 September. After discussion the Council decided to hold a public hearing on the proposed traffic code 30 September and that residents will be informed of.this hearing by postal card or by the Newsletter. RESOLUTION,NO."18 -.EXEMPTION FROM STATE SALES AND GAS TAXES Thereupon, after discussion in which all Councilmen participated, ands after-approval.by the City Attorneys Resolution No. 38 entitled 'A Resolution of the City Council of the City of Rolling Hills -Requesting the League of California Cities to Advocate that an Exemption be Granted to Cities from the Payment of State Sales and Gas Taxes" was.,' on.motion.made by Councilman Elliott and seconded by Mayor Goodmans and on roll call vote by the City Clerk unanimously adopted. Resolution No. 38 is set forth in full in the Book of Resolutions. SKIATRON A brochure from Skiatron TVs Inc. explaining ito closed circuit television project was discussed by the City Attorney. He also told of receiving from the League of California Cities a draft of a tentative ordinance granting a franchise to companies that install closed circuit television systems'. After discussion it was decided to table.this matter for the present. Councilman Bullard was asked to give the matter further study. CITY BILLS The.°City Clerk read,the register of bills'to be allowed. HALL, MILLER AND REAP' ° , Aggroup of residents from Outrider Road who are named as defendants in a lawsuit regarding the elimina- tion of all restrictions on certain property adjacent to the City of Rolling Hills appeared to inform the Council of the action and to ask its advice. After discussion the City Attorney was asked to -consult Mr. Streight and, if possible, to learn what stand the Palos Verdes Propertiep will take. The suggestion was also made that the defendants ask for an extension of time to appear. GATEHOUSE PROPERTIES Following the discussion of the City Hall by the City the Association, the Council and Councilman Bullard to arr appraise the various parcels be.determined. COMMUNITY RECREATION AREA of the possible purchase and the gatehouse sites by asked the City Attorney ange for an appraiser to so that their value might Councilman Bullard reported that het -had conversed with Mr. Albright and Dr. Rusted regarding the deeding of the Community Area to the City and that they had agreed to this. The City Attorney was instructed to draw up a deed and to obtain written consent of Dr. Rusted and Mr. Albright. CITY SEAL A proposed seal for the City of Rolling Hills was shown to the Council by the Mayor. It was moved by Councilman Bullard that the proposed seal be adopted as the seal of the City of Rolling -Hills. The motion was seconded by Councilman Tourtelot and unanimously carried. An impression of said seal appears on this page of minutes. The City Clerk asked authorization from the Council to purchase two.flags with stands for display in the Council Chambers. It was moved by Councilman Elliott, seconded by Councilman Tourtelot, and unanimously carried that this purchase be authorized. ACCEPTANCE OF MAYOR PRO TEMPORESS BOND Allan F. Bullard presented his official bond as Mayor pro tempore in the amount of $1,000.00. On motion made and seconded and unanimously carried the bond was approved and accepted.
