July 26, 1971
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Sauer at the Administration Building,
2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. Monday,
July 28, 1971.

Mayor Sauer ordered the corrected draft of the minutes of the
meeting of June 28, 1971 held on the agenda.

Councilman Bear moved that the minutes of the meeting of July 12,
1.971 be accepted as corrected. The motion was seconded by Councilman Fay
and carried unanimously.
CITY MANAGER (ITEMS HELD OVER FROM JULY 12, 1971)
Special Permit 2116-(4)
Councilman Hesse advised that he would attend the hearing before
Regional Planning Commission on July 27, 1971 on the application of Dayton
Realty Company to develop 478 two; -story cluster type apartments on Palos
Verdes Drive West between Berry Hill Drive and West Rue Beaupre, and would
report on the matter at the next regular meeting of the Council. .
Mayor Sauer ordered the matter held on the agenda.
�pecial Permit 2118-(4) - --
Councilman Hesse advised that Ville Grande, the h.omeowners's
association. closest to the proposed development at the intersection. of
Hawthorne Boulevard and Highridge Road, had filed an appeal with the
Board of Supervisors, protesting approval of the application of Dayton
Realty Company for a special permit for construction of 430 two-story
apartments.
Mrs. Clifton said she had called Regional Planning to protest
approval on July 6th without prior notice to the City that the matter
would be heard on a special agenda.
Mayor Sauer ordered the matter held on the agenda.
Special Permit 2136-(.�L)
The Manager advised that a public hearing would be held before
the Zoning Board of Regional Planning Commission on July 29, 1971 on

the application for a §pecalal permit for development of a 588 unit resi-
dential development on a}-54 acre parcel on.the southwesterly.si:de of.
Palos°Verdes Drive West<at the intersection with Hawthorne Boulevard.
Mrs. Clifton stated that tha-.property is adjacent to property in -Special
Permit Case 2116-(4).
Councilman Hesse moved that the City of Rolling Hills oppose the
request as.undes-ireable for the same reason stated in opposing SP 2116,
namely, "that the proposed development is too dense and intense for the
coastline, which should be developed for open space by providing more
green belts." Further, Councilman Hesse requested that the City Council
authorize the City Manager to attend the hearing on.July 29th to present
the v*ew of the Council, and urge Regional Planning Commission to deny
the application.
The motion was seconded by Councilman -Pearson and carried unani-
mously. The matter was held on the agenda.
Zoning Case No. 5370-(4)
Mayor Sauer advised the Council that the public hearing on the
propo ed amendment of the Official Zoning Plan of Palos Verdes Penin-
sula toned District had been rescheduled for August 26,.1971. The...;
Mayor drdired the matter held 6n the agenda .fbr action at the .Council
meeting of August 23rd.
Revised Tentative Tract No. 30583
The City Manager presented a revised map for Tentative Tract
30583 for development of approximately 15 acres south of Palos Verdes
Drive South by Palos Verdes Properties.
Councilman Pearson said no zone change was involved, and because
the property -was being developed according to the existing zoning, he
recomgpended that the matter be removed from the agenda. The Mayor so
ordered.
Local Agency Formation -Commission
San Pedro Hills
Councilman Hesse said he had sent copies of the application to
initiate incorporation of territory to be n4med.San Pedro Hills to
members of the Council, and asked for their opinions.
Councilman.Pearson said he had not changed his opinion since the
previous discussion, and Councilman -Bear said because of the density of
the population in the area being considered he was in favor of it.
Councilman Bear moved that the City of Rolling Hills support the incor-
popat�on of territory to be known as'San.Pedro Hills. Councilman.Fay
seconded the motion. Councilman Hesise gaid more information was needed
and a$ked the City Council to table the motion.,
Following discussion, Counciiman.Bear said he wished to amend his
motion to indicate support of local government if more than 50% of the
residents in the area are in._favor"og..incorporation and can so properly
-establish. Councilman Fay seconded the amendment to the motion, and
said his support was based on the supposition that more than 50% of the
residents supported the proposed incorporation. Councilman. Hesse said
that facts available on the basis of furveys by the homeowners' associ-
ations in the area would be provided to the Council before the next
meeting.
Councilman Pearson moved that the motion and amendment of Council-
man Bear be tabled. Councilman Bear seconded the motion, which carried
unanimously. Mayor Sauer ordered the matter held on the agenda.

CITY MANAGER .(NEW BUSINESS)
Resolutions Committee, League of California Cities
The City Manager presented a report from the Resolutions Commit-
tee of the League of California Cities, and copies of resolutions sub-
mitted to the committee prior to the July 14th deadline for considera-
tion at the League Annual Conference in San Francisco in September.
Mrs. Clifton said copies of the report would be distributed before the
next meeting of the Council.
Mayor Sauer ordered the matter held on the agenda.
SUBDIVISION NO_. 47.a_. Tract. 309.32
The Manager advised that Mr. Thomas Moran, owner of Subdivision
No. 47, Tract 30932 had requested that the matter be held on the agenda.
Mayor Sauer directed that the Manager contact Mr. Moran and
suggest that he consider requesting that the matter be held until a
date prior to expiration of the tract, rather than make the request
at each meeting. The matter was ordered held on the agenda until Mr.
Moran was contacted.
FINANCIAL REPORTS
Councilman Bear moved that the Statement of Receipts and Expendi-
tures for the month of June 1971 and the Report of the City Treasurer
for the month of June 1971 be approved and accepted. The motion was
seconded by Councilman Pearson and carried by the following roll call

A motion to adopt Ordinance No. 98 entitled AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, AMENDING ORDI-
NANCE NO. 16 OF THE CITY OF ROLLING HILLS, CALIFORNIA REGULATING TRAFFIC

A motion to adopt Resolution No. 272 entitled A RESOLUTION PRO-
HIBITING RIDING OR LEADING HORSES OR OTHER ANIMALS ON CERTAIN PORTIONS
OF PORTUGUESE BEND ROAD and waive reading in full was made by Council-
man Fay, seconded by Mayor Sauer and carried by the following roll call

Mayor Sauer directed the Manager to write to the Caballeros presi-
dent advising him that because of the traffic conditions on Portuguese
Bend Road. -no --horses may be ridden or led along Portuguese Bend Road
between lower Saddleback and upper Saddleback Roads, but must use the
Bent Springs 'Trail in the area.
MATTERS FROM CITY OFFICERS
City Manager
Mrs. Clifton advised that a special bulletin had been sent to all
residents regarding the Venezuela equine encephalitis (V.E.E.) that has
affected horses in Texas. Information provided by Seymour Barfield,
Public Health Sanitarian regarding symptoms of the illness and measures
regarding control of mosquitoes was included.
City Attorney
Mr. William Kinley, City Attorney, advised the Mayor that he is
preparing to travel out of the country, and asked permission to miss
the next Council meeting. Mayor Sauer Granted permission.
EXECUTIVE SESSION
Mayor Sauer recessed the meeting to an executive session at 9:55 P.M.
to discuss possible litigation affecting the City of Rolling Hills.
ADJOURNMENT
The meeting was reconvened at 11:10 and adjourned at 11:15 P.M.
on the motion of Councilman Bear, seconded by Councilman. Fay and carried
unanimously.
