9/13/1971n-th2�' "'� MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING, HILLS, CALIFORNIA September 13, 1971 A regular meeting of the City Council of the City of Robing Dills was called to_order by Mayor Sauer at the Administration Building, 2 Portuguese Bend Road, Rolling Dills, California at 7:30 P.M. -Monday, September 14, 1971. Ziegler Residents Q APPROVAL OF MINUTES A motion to approve the minutes of the meeting of August 23, 1971 was made by Councilman Bear, seconded by Councilman Pearson and carried unanimously. CITY MANAGER (ITEMS HELD OVER) Regional Planning, Commission Special Permit 211.6-(4) A notice of a de novo public hearing in the matter of a request for a special permit in the C-1 (Restricted Business) Zone for construc- eion of 478 two-story cluster type townhouses on September 16th was presented to the Council. Mayor Sauer ordered the matter held on the agenda. Regional Planning Commission, Special -Permit -2-1-18-(.4) A letter dated August 31, 1971 from the Board of Supervisors advising that the special -permit for construction of 4.30 apartment condominium units at Hawthorne Boulevard and Dighridge Road was approved by the Board of Supervisors on August 26th was presented. The conditions of approval were also transmitted to the Council. Mayor Sauer so ordered Riding Mrd William Corette9 president of Los Caballeros, presented a letter dated September 139 1971 containing recommendations of the com- mittee appointed to study 'the meed, for additional equestrian, facilities within the City of Rolling Hills The committee advised that they had checked into many parcels of land and talked with the owners, and recommended -that additional land be purchased in the area of the existing city -owned facility on Poppy frail° - A location close to the geographical center of the city would be most desireable9 the committee decided. Councilman Pearson said he had worked with the conommittee 9 and agreed that their choice of location would be preferable to others considered,. Councilman. Pearson recommended that the report of the committee be accepted, and said he would continue to work with members of the committee as well as the committee studying additional facilities for tennis. - Mayor Sauer ordered the matter held on the agenda. San Pedro and Peninsula Homeowners Coalition City of Seal Beach Airport in San. Pedro Channel mayor Sauer ordered the matter held on the agenda for a report by Councilman Hesse Southern. California Edison Company, Tract. 29394„ Dr. E. Weisenheimer The manager advised the Council that revised estimates for underground utilities for Tract 293949 Dr. E. d, Weisenheimer9 had not been received from Southern, California Edison Company, but she had been notified that the information would be ready .for the next Council meeting Mayor Sauer ordered. the matter head on the agenda CITY MANAGER (NEW BUSINESS) South Bav Engineering. Mrs. Clifton presented a letter dated August 319 1971 from South Bay Engineering Corporation requesting a time extension. of six months to record the final map of Trach No. 26343, Adams, Shaver and Johnson. The letter was received and filed, California Contrdct Cities Association A letter dated August 26, 1971 from California Contract Cities Association inuviting participation in a special golf day and banquet for Los Angeles County City Officials was presented to the Council. Mayor Sauer directed thatrmirms- the info: be given to Councilman Fay. Emergency _fnplojnent Act of 1.971 Mrs. Clifton advised the Council, of the application filed for the City of Rolling Hills under the Emergency Employment Act of 1971. Further, she said, she had submitted the -necessary application for participation prior to the September 7th deadline after receiving verbal permission from Councilz4en Bear, 'Hesse and Pearson. Mayor Sauer asked the Manager to keep the Council advised on further developments, and ordered the matter removed from the agenda. SUBDIVISION NO. 47, Tract 30932 Mayor Sauer asked the City Attorney to advise the Council -on, the request of 'Mr. Thomas Moran for a one year extension of time on Subdivision No. 47, Tract 30932. Mr. Kinley said the extension could be granted according to subdivision regulations. A motion to grant an extension for one year from the date of Mr. Moran's letter, August 169 1.9719 was made by Coun- cilman Pearson, seconded by Councilman Bear and carried by the follow- ing roll call vote: ry AYES: Councilmen Bear, Pearson, Mayor Sauer NOES: None ABSENT: Councilmen Fay, Hesse Mayor Sauer ordered the matter removed from the agenda. MATTERS FROM TiM AUDIENCE Traffic Safet,y Mr. and Mrs. Fames Ziegler; 0 Open brand Road, expressed a concern about the safety of school children, and asked that the resi- dents be reminded again about the speed limit in Rolling Hills, and the fact that so many children walk and ride bicycles to school. Mrs. Clifton said a Newsletter would be mailed during the coming week, and the reminder would be included. MATTERS FROM THE CITY COUNCIL Fire Hazard Mayor Sauer asked the City Manager 'to again prepare a brief explanation of the no smoking rule within the City of Rolling Hills during fire season to be handed out -at all gates. Theft t Councilman Sauer said that.because of the ib -crease in theft and burglary within the City h6 �%Tobld recommend that consideration be given to changing or modifying the resident stickers and issuing new ones to residents only, in an effort to control entry by unauthorized persons. The Manager said the matter had been undercon.sideration, and had been placed on the agenda of the board of Directors of the Rolling Hills Community Association .for September 1.7, 1971.
