A regular meeting of the City Council of the City of Rolling
,.,,H,ills-was called to order by Mayor pro tem Pearson at -the Administration
Building, 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M.

APPROVAL OF MINUTES
The City Attorney requested that the wording of the minutes of
the City Council meeting of October 26, 1971 be changed on page 6 to
read: Mayor pro tem Pearson -requested that the City Attorney draw up
rules regulating the meetings of the City Council.
A motion to approve the minutes of the meeting of October 26,
1971 as corrected was made by Councilman Bear, seconded by Councilman
Hesse and carried by the following roll call -vote:

CITY MANAGER (ITEMS HELD OVER FROM OCTOBER 26,_ 1971)
Regional Planning Commission, Special Permit 21.16-(4)
Councilman Hesse reported that the Board of Supervisors had
referred the application for a.Special Permit 2116-(4) for construc-
tion of 430 apartment condominium units at Berry Hill Road and Rue
Beaupre.at Palos Verdes Drive South back to the Regional Planning
Commission, with the recommendation that the Commission consider making
certain. modifications in the proposal. The matter was ordered held on
the agenda.

Regio -nal Planning Commission., Tentative Tract 287.58
The Manager advised the Council that the Subdivision Committee
of Regional Planning Commission had met on Friday, November 5th to
review Tentative Tract 28758 for development. of 385 condominium units
at Highridge Road and Hawthorne Boulevard, part two of a development
submitted by the developer.
Councilman Hesse reported that the Regional Planning Commission
would meet on Tuesday, November 9th to consider Tract 28758. The Mana-
ger was asked to represent the City of Rolling Hills at the hearing if
her schedule allowed. it. She stated that she would enter a communica-
tion into the record of the hearing. The matter was held on the agenda.
Regional Planning _Commission, Tentative Tract 29929
Mrs. Clifton reported that she had been advised that the
Tentative Tract would be reviewed by the Subdivision Committee at a
meeting on.Friday, November 12th, at a time to be determined by Region-
al Planning. She said she planned to attend the meeting. The matter
was held on the agenda.
Local Agency Formation Commission
Annexations, Rolling Hills and Rolling Hills Estates
Incorporations, Rancho Palos Verdes and San Pedro Hills
Mayor pro tem Pearson ordered the matter held on the agenda.
Tennis Court
Mayor pro tem Pearson reported that Mr. Clark Leonard of Lanco
Land Consultants had advised him that the plans and specifications for
the additional tennis facilities would be ready this week. He said he
would then meet with representatives of the tennis committee to review
the plans prepared. by Mr. Leonard.
Dr. Richard Hoffman, chairman of the Tennis Committee asked
how soon the plans would be put out to bid by the Council, it would
be necessary for the Council to determine how the project would be
financed. Councilman Pearson said he wished to hear the comments of
the tennis committee before the Council takes any action on the matter.
The matter was held on the agenda.
Riding Ring at City Park
Mayor pro tem Pearson reported that he had again met with
Mr. Robert Fortney and Mr. William Corette, president of Los
Caballeros, at the City Park. He -sniff there is still some indecision
about the direction the committee should take. He stated further that
he still plans to view the Flintr:i_dge facilities with Mayor Sauer and
Mr. Corette. The matter was held on the agenda.
Emergency Employment Act of J971
The Manager reported that she had hired
maintenance staff under the Emergency Employment
notified the City's insurance carrier. She said
the County of Los Angeles and the City of Rolling

Mayor Sauer arrived at the meeting at. 8:15 P.M.
SUBDIVISION NO. 48, `tract 29394, Dr. E. J. Weisenheimer
Mrs. Clifton advised the Council that she had contacted Mr.
Charles Cake, 1 Pine Tree Lane, and he indicated that he does not wish
to participate in the undergroun.ding project with Dr. E. J. Weisenheimer
27 Portuguese Bend Road on `bract 29394 because of the excessive cost
for the benefits derived.
In the discussion that followed, Councilman Pearson said that
in the public interest, before any action is taken by the Council or
any relief given the subdivider, satisfactory easements to the South-
ern. California Edison. Company for the utilities should be guaranteed.
Councilman Pearson then moved that Dr. Weisenheimer be required to
provide for undergrounding the utilities serving his home from the
residence to pole A -3355-Y, to pole A -3353-Y, and that such requirement
be subject to the existence of easements to protect the public interest.
The motion was seconded by Councilman. Hesse and carried by the following
roll call vote:

California Contract Cities Association
A notice of the november meeting of the California Contract
Cities Association on.Wednesday, November 17, 1971 at Bellflower was
presented to the Council.
The notice was received and filed.

CITY ATTORNEY
ORDINANCE NO, 91, Relating to the Keeping of Animals ab.d.Fowl
A motion to adopt• Ordinan.ce No. 91 entitled AN ORDINANCE OF
THE CITY OF ROLLING HILLS RELATING TO THE KEEPING OF ANIMALS AND FOWL
and to waive reading in full was made by Councilman Bear, seconded
by Councilman Fay and carried by the following roll call vote:

PROPOSED ORDINANCE., Yenq,ng Excavations.and Swimming Pools, Public Hearing
The Mayor opened a public hearih.g on the proposed requirement
that all. existing and future swimming pools in Rolling Hills be fenced.
The Manager read a letter from Dro Fames Davis, 2 Paine Tree Lane, ex-
pressing opposition to the proposed requirement. The following residents
appeared and personally expressed opposition: William Horn, 16 Southfiel
Drive; Jack Wa-shburn, 5 Caballeros Road; Mrs. Cosimo Cataldi, 4 Hackamor
Road; Mr. Robert Bremer, 3 Williamsburg Lane; Mr. John Welbourn, 25 Portu-
guese Bend Road; Mr. C. W. Blenkhorn, 14 Southfield Drive.
Chief Paul Schneider, Los Angeles County Fire Department, ad-
vised the Council.that statistically most drownings in home pools involve_
members of the family living in the home, and that a greater safety
factor than fences was a knowledge of :life saving techniques. Chief
Schneider said the average response time for the Rescue Squad is 4 minutes
which is longer than a drowning victim should be without aid. He said
members of the rescue squad would be glad to demonstrate mouth to mouth
resuscitation to families or groups interested. Mayor Sauer said he
would like to arrange for a demonstration for the residents in the spring.
Mayor Sauer closed the public hearing.
Councilman, Fay moved that Chapter 3 referring to Swimming Foots
be deleted, -the chapters following be renumbered, and that the proposed
ordinaAce entitled AN ORDINANCE OF THE CITY OF ROLLING HILLS REGULATING
THE FENCING OF EXCAVATIONS: THE CAf°PING AND ABANDONMENT OF WELLS, TEST
HOLES, SEPTIC TANKS, CESSPOOLS AND CISTERNS: .SND. THE ABANDONMENT OF
DANGEROUS BOXES AND CHESTS be in-trodoced,- and _that feadiing in full_ be
waived. The motion was seconded by Councilman Hesse and carried by the
following roll call vote:

Proposed Ordinance, Geological Hazards
The Mayor ordered the matter held on. the agenda
MATTERS FROM .THE CI°Ty COUNCIL
Earthquake Safety
Councilman Hesse reported that within the past few weeks the
Browns. Commission, chaired by the president of Cal Tech., submitted a
report to the Board of Supervisors on the extent to which buildings in
Los Angeles County were structurally vulnerable to earthquake damage,
and the extent to which those buildings should 'be modified or replaced
to prevent unnecessary loss of Life in probable future earthquakes. The
Board of Supervisors ordered a staff study of the report to see what
steps should be taken to implement the recommendations in public and
private property, Councilman Hesse asked whether the City of Rolling
Hills should consult with County staff to determine whether Rolling
cp Dills should be concerned with the report.-

Q Mayor Sauer directed the City Manager to discuss the matter
Q with Mr-. Robert Moller, Los Angeles County Regional Engineer, Department
Q of Building and Safety in Lomita.
Speed Limit, Crest Road
Mayor Sauer said that although the reduced speed limit on
Crest Road has been in effect for several months, the opposition to
the speed limit continues, and he invited comments from the audience
on whether the limit is impractical,, as many residents have stated.
The Mager said that safety is more important than the speed limit, and
many residents have told him the speed limit is so low it is not ob-
served by many drivers who pass cars observing the speed limit, and
create a hazardous condition.
The following residents expressed opposition to the 25 mile
p'e'r hour speed limit: William Horn,) 16 Southfield Drive; Charles Blenk-
horn, 5 Caballeros Road; Steven Shultz and Gordon Shultz, 10 Johns
Canyon Road. Mayor Sauer thanked them for their comments, and said the
speed limit would be reviewed.
South Bay Cities Association
Councilman Pearson reported that he had recently represented..
the Rolling Hills City Council at a meeting held for the purpose of
discussing the feasibility of forming the South Bay Cities Association
ti replace the South. Bay Councilmen's Association. Commissioner Pearson
explained that the purpose would be to combat some of the state legis-
lation_by creating a regional government to retain and strengthen home
rule.
Mayor Sauer thanked Cour-ne-.,man Pearson for his report, and
asked him to advise the Council of further development of the proposal.
Shoreline Preservation Committee_,_ , a ue_of California Cities
Councilman Hesse reported that he has represented Rolling .Hills
on the .Shoreline Preservation Committee of the League of California
Cities which presents -the views of the cities to the staff of the
League of California Cities, and through the League to the Legislature.
At present there is before the Assembly a bill, Noo 1471, supported by
many of the cities including San Diego, San Francisco and Los Angeles,
and Councilman. Hesse said_.he had indicated that the bill reflects the
wishes of the Rolling Hills City Council.

Mayor Sauer requested that Councilman Nesse continue to report
to the Council on the matter.
