MINUTES OF THE.
REGULAR MEETING OF'THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS! CALIFORNIA
The regular meeting of the City Council of ..the City
of Rolling Hills was held at 7:30 p.m., Monday, 23 September
1957 in the City Hall.
The meeting was called to order at 7:30 p.m. by Mayor
Goodman.
ROLL CALL
Present: Councilmen Bullard, Elliott and Mayor Goodman
Absent: Councilmen Tourtelot and Weitzel
Also Present: City Clerk Gilbert Myers, Deputy City Clerk
Phyllis Stockdale, Messrs. Frank Baden, Roland
Amberg, Ernest Hahn, and Robert Irwin.
MINUTES - MEETING OF 9 SEPTEMBER 1?57
It was moved by Councilman Bullard and seconded by
Councilman Elliott that the minutes be approved as written.
The motion was unanimously carried.
LETTER.- LEAGUE OF CALIFORNIA CITIES
-A letter dated September 17, 1957 from Richard Carpenter,
Executive Director and General Counsel for the League of
California Cities acknowledging receipt of our Resolution
advocating exemption of cities from sales and gasoline taxes
was.reade<by the City Clerk. The letter pointed out the
difficulties encountered in presenting this kind of measure
to the legislature and held out little hope for action.
TRAFFIC CODE REPORT
Councilman Elliott presented a rough draft of the
traffic code prepared by his committee and a discussion
followed regarding same.
CITY CLERKIS REPORT
The City Clerk presented his financial report for the
partial year 24 January 1957 to 30 June 1957 to the Council,
a copy of which is attached to and made a part of these
minutes. This report will be published in the Newsletter,

The City Clerk read the register of bills to be allowed.
Mayor.Goodman moved that Councilman Elliott be. designated
Assistant Finance Officer to attest by signing his.approval
for payments. Councilman Bullard seconded the motion which
carried unanimously.
It was moved by Councilman Bullard, seconded by Council-
man Elliott, and on roll call vote by the.City Clerk unani-
mously carried that Demands 39 through 51 -as audited and
approved by the City Manager be paid as^follows:

Mayor Goodman told of a conversation he had had
with Mr. George Fisher regarding an appraisal of the
gatehouse sites. After discussion it was decided to
ask Mr. Fisher to visit the next meeting of the Council.
SKIATRON
Councilman Bullard reported having read the Skiatron
brochure plus some interesting news articles regarding
1r, closed circuit`.tele*inion. After discussion it was
moved by Mayor Goodman that the Skiatron application be
.� tabled and.removed Prem the agenda. The motion was
seconded by Councilman Bullard and..unaniadusly carried.
RESOLUTION NO. 39
Thereupon, after discussion in which all Councilmen
participated, Resolution No. 39 entitled'"A Resolution
of the City Council of the City of Rolling Hills Authoriz-
ing the City Manager to File the Annual Street Report
with the State Controller," was, on motion made by Council-
man Bullard and seconded by Councilman Elliott, and on
roll call vote by the City Clerk unanimously adopted.
Resolution No. 39 is set forth in full in the Book of
Resolutions.
PERSONAL APPEARANCES - MESSRS. ERNEST RAHN AND ROLAND AMBERG
Messrs. Hahn and Amberg appeared before the Council
on behalf of,school unification and stated that.endorse-
ment by the Council would greatly aid their cause. Mayor
Goodman explained that it was his belief that the Council
could not give support to either side in an issue of this
kind, and the other -Councilmen concurred.
PERSONAL APPEARANCE - MR. ROBERT IRWIN
Mr. Irwin, a:member of the Traffic'Commission, appeared
before the Council concerning the proposed traffic code.
Councilman Elliott told him of the discussion which took
place earlier in the meeting. It was suggested that the
Commission meet again before the public hearing 30 Septem-
ber, and accordingly a meeting will be held at the City
Hall Friday night, 27 September 1957 at 7:30 p.m.
RECESS
There being no further business to come before the
meeting it was -moved by Councilman Bullard, seconded by
Councilman Elliott; -and unanimously carried that the
meeting be recessed at 8:50 p.m. to reconvene at 7:30
P.m. 30 September 1957•
