Councilman Pearson said it was h�.s understanding that the density
of the proposed development conforms to the basic Peninsula plan as
approved and adopted by SOCe and the specifics and details of a devel-
opment should be controlled by the people who govern the area in which
it is locatede The Peninsula is striving for local control, he said,
and to impose the wishes of the other cities on the city controlling
the development is a step away from local control and in the direction
of regional controle Although other cities and community organizations
on the Peninsula might wish to change certain aspects of a proposed
� development, the development as approved by Rolling Hills Estates is
within the approved zoning of the plan adopted by SOC .
Councilman Hesse said a resolu�ion was adopted by the Rolling
Hi11s Community Association supporting SOC and the Palos� Verdes Advis-
ox°y Council guide to Peninsula planning, and said he would advise the

Mrso Clifton presented copies of a notice of a public hearing
scheduled before the Zoning Board of Regional Planning on Thursday,
January 13, 1972 on a request for a conditional use permit in the
C-2 (Neighborhood Business) Zone to establi§h, operate and maintain
� three 4-plex structures with appurtenant facilities on the northeast-
erly corner of the intersection of South Hawthorne Boulevard and South
Indian Va11ey Roado .,.
Councilman. Hesse advised that the parcel is three C-2 lots ,
and is contiguous with five R-3 lots ; together they constitute a
small area completely surrounded by single family residential zoning .
He moved that a letter be sent to the Zoning Board of Regional Plan-
nir�g stating that any additional multiples would unfairly affect the
area and surrounding property owners, and would be another case of
"spot strip zoning" .which in the past has downgraded the community
wherever it has occurred, and urging the Zoning Board to deny the
Conditional Use Permite 'The motion was seconded by Councilman Pear-

the ancient s�.ide is con.s�derab�� small,er than orig�n.ally mapped, the
• portion i�ha� was a landslide is now stable, and is not a geological

by the owner would still be required in o�der to obtain an building
