A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Sauer at the Administration Building,
2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. Monday,
April 11, 19720

A motion to approve and accept the minutes as presented was
made by Councilman Bear, seconded by Councilman Fay and carried by the

CITY MANAGER (ITEMS HELD OVER FROM MARCH 27, 1972)
Regional Planning Commission, Tentative Tract 27187
The Manager advised that the meeting of the Subdivision Com-
mittee to consider the 1,571 unit residential complex on a 135 acre
parcel on the southerly side of Palos Verdes Drive South has been
postponed until April 289 1972 at the request of the subdivider—

Mayor Sauer ordered the matter held on the agenda.
Regional Planning Commission, Tentative Tract 27837
Meso Clifton advised that on March 27, 1972 SOC filed suit
because the conditional use permit for development of 478 townhouses
on the west side of Palos Verdes Drive West between Berry Hill Drive
and Rue Beaupre was granted without'compliance with the environmental
requirements.
Mayor Sauer ordered the matter held on the agenda.
Regional Planning Commission, Zone R-4 Variance
Mrs. Clifton reported that a hearing has been scheduled before
the Regional Plannning Commission on April 269 1972 at 9 a.m. on an
application. `or a Zone R-4 Variance for proposed construction of Palos
Verdes Beach Club. Mayor Sauer ordered the matter held on the agenda.
Tennis Court - Plans and Specifications
'nuncilman Pearson said a bid in the amount of $359000 had been
received for two additional courts, lighted, and lights on the existing
court, and Dr. Hoffman reported that additional bids had been asked by
the Tennis Club

Mayor Sauer ordered the matter held on the agenda.
Riding Ring at City Park
Mayor Sauer said he and Councilman Pearson had discussed the
matter of all recreational facilities in the City, and they agreed it
should be a combined effort, resulting in improved tennis and eques-
trian facilities. The Mayor then asked members of the Council and the
City Manager to inspect the City Park. Mayor Sauer stated that the
condition of the park has deteriorated, and there is a severe dust prob-
lem due to lack of water. Further, he said the surface of the ring is
not safe for either horse or rider when jumping and he requested that a
professional be allowed to see that the ring is maintained, because
residents and members of Caballeros do not have time to maintain the
ring properlyo
Mayor Sauer directed that the request be referred to the Board
of Directors, and ordered the matter held on the agenda for further
consideration.
Underground Utilities - Richard Colyear
The Manager reported that the matter of underground utilities
to be installed on the Richard Colyear property as a requirement of
subdivision has been held in abeyance until. the matter of trails had
been resolved. Mayor Sauer ordered the matter held on the agenda,
Hillside Rubbish Company: Rubbish Franchise
Mrs. Clifton said that Councilman Hesse advised that he would
be unable to serve on the committee to consider renewal of a rubbish
contract because of the pressure of business and travel requirements.
Mayor Sauer suggested that the matter be held on the agenda
until after election, and assignment of -the responsibility be consid-
ered after reorganization of the Council.
Board of Supervisors: Property 'Tax Relief
The Mayor ordered the matter held on the agenda.
Request to Rolling Hills Estates re: Street Markings
Mrs. Clifton advised the Council that she had written to the
City of Rolling Hills Estates requesting street markings at the inter-
section of Rolling Hills Road and Palos Verdes Drive North. The Manager
said it was her understanding that the letter would be on the Council
agenda of that city on Wednesday, April 12th, and might then be*referred.
to the Traffic Commission for a recommendation.
Mayor .Sauer ordered the matter held on. the agenda for an answer.

General Telephone Company of California
A notice of prehearing conference on the application of General
Telephone Company of California for authority to increase certain rates
and charges for telephone service on May 4, 1972 was presented to the
Council.

Mrs, Clifton reported that'at the Council meeting scheduled
for Wednesday, April 12, 1972 the City of Rolling Hills Estates would

consider a request from the City of Rolling Hills for relief from re-
quirements of Ordinance Noo'2579 which imposes a 6,000 lb. weight limit
on Palos Verdes Drive North, so that residences within the City of
Rolling Hills, fronting on Palos VerdesDrive North will be served. At
the same meeting, she said, the City of Palos Verdes Estates will seek
relief from the requirements for their rubbish franchise trucks.
The matter was ordered held on the agenda.
CITY MANAGER (NEW BUSINESS)
Request for STOP Sign
The Manager reported that the request for a stop sign on Bowie
Road, at the intersection of Bowie Road and Chuckwagon Road had been
referred to the Traffic Commission for study. The matter was ordered
held on the agenda,
California Contract Cities Association
Mrs. Clifton reported that the thirteenth annual municipal seminar
of the California Contract Cities Association would be held in San
Diego from April 27th to 30th; she asked any members of the Council
who wished to attend to advise her, so reservations could be made.
A motion to authorize the City Manager to attend the conference
was made by Councilman Fay, seconded by Councilman Bear and carried
by the following roll call vote:

Los Angeles Countv.Fire Depa—,tment, Chief William A. Ware
A letter dated April 39 1972 from Los Angeles County Fire Depart-
ment was presented to the Council.
Chief Richard Houts advised that Division Assistant Chief William
Ware is retiring from the Los Angeles County Fire Department, and in-
vited his friends to attend a retirement"to be held on Thursday,
April 13th.
Mayor Sauer said he planned to attend the dinner and asked that
a reservation be made for him.
Appointment to Planning Commission
Mrs. Clifton presented a letter from Mr. Mason Rose, 37 Crest
Road West, advising the Council of his willingness to serve on the
Rolling Hills Planning Commission,.
Mayor Sauer requested that the names of all who have indicated
a desire to serve. be given to the Council for consideration.
RESOLUTION NO- 280
A motion to adopt Resolution No. 280 entitled A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, ORDERING THE
CANVASS OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON THE 11th DAY
OF APRIL., 1.972., TO BE MADE BY THE CITY CLERK OF THE CITY OF ROLLING

The Mayor ordered the matter removed from 'the agenda.
Vicious Dog- Complaint, Mr. Jack Palmer, 11 Chucon Road
Mr. Rinley, City Attorney advised that he had discussed the matter
of the complaint against Mr. Palmer with the District Attorney, who

MATTERS FROM CITY COUNCIL
Councilman Pear

Councilman Pear said he considered serving with Councilman Fay
and Mayor Sauer a privilege, and regretted that they would no longer be
members of the Council. As a novice on the Council, he said, he had been
Auided';ihd inspired by their example, and he wished to extend to both his
sincere wishes for their future success.
Councilman Pearson
Councilman Pearson said he, too, wished to commend Councilman
Fay and Mayor Sauer for their service on the City Council. He added
that he was glad that Councilman Fay will continue to serve Rolling Hills
as a member of the Board of Directors of the Rolling Hills Community
Association.
'"4 Councilman Pearson said he had enjoyed serving with Mayor Sauer,
and wished to thank him especially for some ofthe innovations, particu-
larly Youth Night when the young people of the community were invited
Q to attend a Council meeting ex, and re.ss their ideas.

Mayor Sauer
Mayor Sauer said he considered his time on the City Council
both educational and challenging, and had gained much insight into the
background of many of the matters that came before the Council. He said
he, too, shared Councilman's feeling that it was to the City's advantage
to have Mr. Bear and Mr. Fay on the Board of Directors of the Rolling
Hills Community Association.
Councilman. Fay
Councilman Fay said he had enjoyed serving on the Council for
eight years, and it was his opinion that eight years is the extent of
time any one person should serve on the Council. During his term of
office, he said, he has seen many ,young people move into the city and
bring new ideas, and he felt that after eight years of service, any
member of the Council should be willing to give way to some of the
younger residents with new ideas. Rolling Hills is a young city, not
a retirement village, Mr. Fay said, and he considered it encouraging
that young residents have indicated an interest in becoming involved
in local politics. Mr. Fay then thanked the City.Attorney, the City
Manager and the staff for their assistance during his. term of office.
Presentation of Plague
Councilman Pearson presented a plaque of the City of Rolling
Hills,, inscribed with the Mayor's name and term of office to Mayor
Sauer, and said he wished to thank the mayor, on behalf of the Council,
for his service to the City, and to present to him the plaque tradi-
tionally awarded to the outgoing mayor. Mayor Sauer thanked Council-
man Pearson and all on the Council for the plaque.
City Attorney
Mr. Rinley said it is unusual for a City to have residents of
such high caliber and compatability willing to serve on the Couneil
without compensation, and he wished to congratulate the entire Council
and wish the retiring Councilmen well.
ADJOURXENT
.There.being no.further business to come before the meeting, a
motion for adjournment to Tuesday, April 13th at 7:30 P.M. to canvass
the vote was made by Councilman Bear, seconded by Councilman Pearson
and carried unanimously.
