A regular meeting of the City Council of the City of Rolling Hills
was called to order by Mayor Pearson at the Admin;stration Building,
2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. Monday,,

APPROVAL OF MINUTES
Councilman Bear moved that the minutes of the meeting of May 8th
be approved and accepted as presented. The motion was seconded by
Councilman Hesse and carried by the following roll call vote:

CITY MANAGER (ITEMS HELD OVER FROM MAY 8, 1972)
Regional Planning Commission, Tentative Tract 27187
Councilman Hesse reported that within the past two weeks Mr. Edward
Zuckerman, applicaht and developer of Tentative Tract 27187 on Palos
Verdes Drive South had written to the Regional Planning Commission and
the Board of Supervisors and requested that the County General Plan and
Environmental Development Guide be amended to include the proposed de-
velopment of the tentative tract, and the request had been received but
not acted upon. Councilman Hesse stated further that the Board of Super-
visors had ordered the matter to Regional Planning, and had directed that
the Regional Planning Commission either modify the County General Plan to
be consistent with the proposal, or modify the conditional use permit to
be consistent with the County General.Pl�n, or to take whatever other
action would be necessary to resolve the differences between the two.
The matter has not yet been set for hearing, but is tentatively scheduled
for July.
Mayor Pearson ordered the matter removed from the agenda temporarily,
to be returned when additional information is available.
Regional Planning Commission, Zone R-4 Variance
Councilman Hesse reported that the Peninsula Advisory Council, by
unanimous vote of all homeowner's associations comprising the Council,
had endorsed the County Beach Department's proposal to acquire land
for a shoreline park in the Abalone Cove -Portuguese Bend area, and Coun-
cilman Hesse moved that the City Council endorse the proposed acquisition.
The motion was seconded by Commissioner Bear and carried by the following
roll call vote:

Mayor Pearson said he would write a letter of endorsement to Super-
visor Burton Chace on behalf of the City Council. He ordered the matter

Tennis Court and Riding Ring
Mayor Pearson announced that a public hearing will be held at 8:00
P.M..Monday, June 12,, 1972 at La Cresta School for the purpose of dis-
cussing additional recreational facilities in the City, and the methods
of financing additional tennis courts.
Councilman Battaglia reported that he had attended a meeting of
the committee studying equestrian needs, and it is the intention of
the committee to request that funding for extensive work at the Gap
and for development
16pment of-satallite rings be included in the discussion
of financing.
Mayor Pearson ordered the matter held on the agenda for discussion'
at the Public Hearing.
Underground Utilities, Richard-Colvear, Tract 29408
Mayor Pearson ordered the matter held on the agenda until the
problem of easements has been resolved in the Association.
Hillside Rubbish Company
Councilman Bear reported that Councilman Battaglia and the City
Manager will meet with representatives of Hillside Rubbish Company at
8 A.M. Monday, June 5, 1972 to discuss the rubbish franchise.
Mayor Pearson ordered the matter held on the agenda.
Board of.Supervisors re: Property Tax Relief
Mayor -Pearson ordered the matter held on the agenda for a report
from the Legislative Committee.
City of Rolling Hills Estates r,e,:. Street Markings
The Manager reported that no information has been received from
the City of Rolling Hills Estates in reply to the City's request for
street marking at the intersection of Rolling Hills Road and Palos Verdes
Drive North. She had been advised that the matter was referred to the
Rolling Hills Estates Traffic Commission'.
Mayor Pearson ordered the matter held on, the agenda.
Rolling Hills Estates Ordinance No. 257, Weight Limit on Palos Verdes Dr. N.
The Manager reported that she had sent information.abput the Jawsuit
in- ,the ..C,i,ty-of-Indian ..Wells to Mr. Joseph Leach, Manager of the City of
Rolling Hills Estates,,for review, but had not been contacted further on
the matter.
Mayor Pearson ordered the matter held on the agenda.
General Telephone Company of California
Mayor Pearson ordered the matter held on the agenda for additional
information in support of the telephone company's application for author-
ity to increase certain rates and charges.

Request for Stop Signs
Councilman Heinsheimer reported that the Traffic Safety Committee
had made a trip to the intersection of Bowie Road and Chuckwagon Road, and
to Wagon Lane at the intersection with Portuguese Bend Road, and had con-
curred with requests for stop signs at those intersections.
A motion to approve installation of a Stop sign on Bowie Road at
the intersection with Chuckwagon Road, and on Wagon Lane at theinter-
section with Portuguese Bend Road was made by Councilman Hesse, seconded
by Councilman Heinsheimer and carried by the following roll call vote:
AYES: Councilmen Battaglia, Bear, Heinsheimer, Hesse,
Mayor Pearson

Palos Verdes Water Company
The Manager reported that no additional information had been re-
ceived. Councilman Hesse, chairman of the Utilities Committee requested
that the water company be contacted for additional information.
Mayor Pearson ordered the matter removed from the agenda temporarily
until additional information is received.
CITY MANAGER.(NEW BUSINESS)
Final Map, Tract 28954, Dr. Charles Turner
Mrs. Clifton advised the Council that she had received the final
map for Tract 28954, Dr. Charles Turner,.4 Pine Tree Lane, and corres-
pondence from the County Engineer.
In a letter dated May 19, 1972 the City Engineer recommended:
Approval of the map, rejection of the Private Street offered for dedi-
cation on said map, and that the Council find that pursuant to Section
11587(x) of the Subdivision Map Act the development of the property.in
the manner set forth will not unreasonably interfere with the free and
and complete exercise of the easements held by Southern California Edison
Company and Southern California Gas Company, and accept the map without
signatures of said easement holders.
Councilman Bear requested that an additional requirement be a stip-
ulation that the property be cleared of any brush that could constitute
a fire hazard. Councilman Bear then moved that the final map be approved
subject to inspection by the City Manager with respect to brush clearance
and satisfaction, that all subdivision requirements have been mete The
motion was seconded by Councilman Hesse and carried by the following
roll call vote:

The Mayor directed the City Clerk to sign the linen original only
after any brush on the property that could consitute a fire hazard has
been cleared to her satisfaction.
Tract 28147, Clark Jackson
The Manager presented a letter dated May 13, 1972 from Mrs. Clark
Jackson advising that bonds for paving and grading and for water mains
on Tract 28147 have an anniversary date of June 6, 1972, and requesting
a one year extension for the bonds. Mrs. Jackson said the work would
be completed within the year.

After discussion a motion to grant a six month extension was
made by Councilman Bear, seconded by Cou•Ticilman Heinsheimer and
carried by the following roll call vote:

Robert Johnson, 8 Eastfield Drive, Dual Access
Mrs. Clifton displayed a plan for a new residence submitted to
the Architectural Committee by Mr.,Roberi Johnson, Lot 63EF, 8 East-
field Drive. After approving the residence plan the Committee re-
ferred the matter to the City because of a dual access requested on
Eastfield Drive.
.-� Mrs. Clifton said she had spoken with Mr. Johnson and he said
CD that because of limited sight distance, topography and icurvature of
0 Eastfield Drive in that area, he considered a dual drive desireable
and necessary for the safety of his family. Mayor Pearson referred
Q the matter to the Traffic Safety Committee and requested a report at
the.next meeting of the Council.
RESOLUTION NO. 2440
Councilman Battaglia reported -that -he had completed a review and
report on the resolution of the City Council of the City of El Segundo
California opposing the attempt to;alterWthe method of levying, col-
lecting and distributing the uniform sales and use tax under the
Bradley -Burns Uniform local sales and use tax law. In the interest
of time, Councilman Battaglia said he would submit his report to the
Mayor, and would furnish copies to the Council. Mayor Pearson ordered
the matter removed from the agenda,
CORRESPONDENCE
California Contract Cities Association
Correspondence from California Contract Cities Association ad-
vising the Council of a meeting on May 17th for a discussion and final
decision on the proposed law suit against the County over the alloca-
tion of sheriff`s costs was presented.
The Manager reported that at Council's direction she had written
to the Contract Cities Association and advised them that the City of
Rolling Hills, on advice of counsel, did not wish to participate in
the lawsuits
The correspondence was received and filed.
League of California Cities
Copies of the Legislative Bulletin dated May 10, 1972 on Compre-
hensive Revision of Subdivision Map Act and the Legislative Bulletin
dated May 11, 1972 on Federal Revenue Sharing were presented to the
Council.
The correspondence was received and filed.
FINANCIAL STATEMENTS
The Treasurer's Report for the month of April 1972 and the State-
ment of Revenues and Expenditures dated April 30, 1972 were approved
and accepted on the motion of Councilman Heinsheimer, seconded by Coun-
cilman Bear and carried by the following roll call vote:

CITY ATTORNEY
Proposed Traffic Ordinance
Mrs. Clifton reported that she had discussed the proposed traffic
ordinance with the Sheriff's Department, and had received their com-
ments. However, the report had not been submitted in final form by
the Sheriff. Mayor Pearson directed that the report be sent to all
members of the Council, and that the Traffic Safety Committee be pre-
pared to discuss the matter at the next Council meeting. He ordered
the matter held on the agenda.

Councilman Hesse moved that a proposed ordinance entitled "An
Ordinance of the City Council of the City of Rolling Hills Amending

The City Attorney reported that he had reviewed Ordinance No. U-10
and had obtained the rules and regulations regarding the conduct of
Planning Commission Hearings from the City of San Jose, and is preparing
an ordinance setting forth the term of office of Planning Commissioners.
Vicious Dog Complaints
Councilman Battaglia distributed copies of a list of dogs consid-
ered "dangerous" by the American Kennel Club in their official publi-
cation "The Complete Dog Book".
Following discussion Mayor Pearson directed that the City Manager
make the information known to the Community in a Newsletter, citing the
source of the information, and urge owners of these breeds of dogs to
exercise special care in handling and confining the animals with respect
to their neighbors. Further, he said, the Manager should report in the
newsletter that a number of instances have been reported of serious harm
done to persons and property, and if such reports continue, the Council
may have'to adopt something short of a leash law, perhaps a muzzle law,
for the more vicious breeds.
In the discussion that followed Councilman Bear stated that he
felt the present ordinance for control of animals and licensing of dogs
is inadequate, because it does not provide for confinement of a vicious
dog if the owner does not do so after an attack. The City Attorney ex-
plained that it could be done through an urgency ordinance which, if
adopted, would become effective immediately. Councilman.Battaglia moved
that such an ordinace be prepared for immediate adoptions The motion
was seconded by Councilman Heinsheimer for purposes -of discussion, The
City Attorney recommended that an -appropriation be made in the budget
for animal control by.other than City and Association staff, and recom-
mended that if necessary a dog catcher be hired. Mayor Pearson said
that so much time and effort was devoted to developing the existing
ordinance, he was opposed to acting in haste to adopt an ordinance that
would supersede it; however, because the -next regular meeting of the
Council would be devoted to a public hearing, he did not consider that
an appropriate time to discuss the problem of vicious dogs.
Councilman Battaglia moved that his motion. be tabled until the City

MATTERS FROM THE CITY COUNCIL
PUBLIC HEARING
Mayor Pearson explainedthatthe next regular meeting of the
Council on June 12, 1972 of La Cresta School would begin at 7:30 P.M.
for regular Council business, and the public hearing would be scheduled
for 8:00 P.M. The Mayor said the purpose of the hearing would be to
discuss a recreational plan to provide additional recreational facili-
ties, the necessary financing, and the possible formation of a private
tennis club on City -owned land to be leased from the City.
A motion to hold the public hearing -on developing additional
recreational facilities, formation of a private tennis club, and the
various methods of financing such facilities was made by Councilman
Heinsheimer, seconded by Councilman Bear and carried by the following
roll call vote:
AYES: Councilmen Bear, Heinsheimer, Hesse, Mayor Pearson
NOES: None
ABSENT: None
ABSTAINED: Councilman Battaglia
ADJOURNMENT
There being no further business to come before the meeting, Mayor
Pearson adjourned the meeting at 11:40 P.M. to a special session at
7:00 A.M. Wednesday, June 7, 1972 at the'City Hall.
