A regular meeting of the City Council of the City of Rolling Hills
was called to order by Mayor Pearson at the Administration Building,
2 Portuguese Bend Road, Rolling Rills, California at 7:30 P..M. Monday,
September 25, 1972.

Mayor Pearson reported that the committee is still studying the
matter, and ordered it held on the Agenda until further information is
provided by Councilman. Battaglia, chairman.
Rolling_ Hills Estates._ Proposed. Traffic Signal Modification
The Mayor ordered the matter held on the agenda.
Public Hearing G neral Plan of Los Angeles County
The Manager reported that she had attended the public hearing on
the General Plan of Los Angeles County conducted by Regional Planning
Commission Monday, September 25th at Rolling Hills High School.
The meeting was well attended, she reported, and statements were
taken from many Peninsula organization -ns and representatives of cities.
The meeting was adjourned to October 25, 1972. Councilman Nesse sugges-
ted that a. representative be .appointed by the Council to speak for the
City of Rolling Hills at that meeting, preferably an elected officer.
Councilman Hesse said he or Councilman Battaglia, his alternate committee
merrnbes, would represent the City but if both were absent from the City,
Mayor Pearson or another elected Councilman should attend to represent
the City.

Further, Councilman Hesse reported that a hearing would be held
-Thursday evening, September 28th at Dana Junior High School, San Pedro
concerning the proposed Navy housing on the Peninsula at Pt. Vicente'
and portions of Ft. MacArthur, and he suggested that a City Councilman
be designated to attend and present the views of the City. The plan
for a portion of the Peninsula being considered is inconsistent with
policies previously adopted by the City Council, Councilman Hesse said,
and the hearing is scheduled for the purpose of receiving input from
all private and public persons who have taken a position in the matter.
He suggested that the Council take the opportunity to express their views
as stated in policies previously adopted by the City with respect to
overall density of population on the Peninsula. Specifically, with re-
gard to Pt.,Vicente, it is public propertywhichultimately should be
used for recreational rather than public uses, he said. Councilman
Battaglia said he would attend the meeting and express the Council's
wishes on the matter.

The Manager presented a letter dated September 13, 1972 from the
Local Agency Formation Commission, Los Angeles County advising that at
its meeting of September 13th 0he ' .vocal Agency Formation Commission
adopted a resolution approving the City's request for a one year exten-
sion of time and amending Resolution No. 1 dated September 15, 1971 to
allow the Flying Triangle Extension Annexation to proceed with out a
hearing, election or public notice. A certified copy of the LAFCO
resolution was sent to the City.

Public Hearing,,_ Planning Commission.
Mrs. Clifton advised the Council that the Planning Commission
would hold a Public Hearing at 5-00 P.M. Tuesday, October 39 1922 in
the Council Chambers to consider an amendment to Section 4.01 (A) of
Ordinance No. 33 to provide for recreational uses in the C -L (Commer-
cial -Limited) Zone
Application No. 53552,_Pacific Telephone and Telegraph Company
Copies of Application No. 53552 before the Public Utilities
Commission in the matter of the application of the Pacific Telephone
and Telegraph Company for authority to increase certain intrastate
rates and charges applicable to telephone services furnished within
the State of California were presented to the Council
Mayor Pearson ordered the matter held on the agenda for a report
from Councilman. D.einsheimer and the utilities commit -tee.

A letter from the City Attorney to the Public Utilities Commis-
sion offering the use; of the Council Chambers of the City for hearings
on the application of Palos Verdes Water Company for an order author-
izing increased rates was presented to the Council
The Public Utilities Commission thanked Mr. Rinley for the
Council's offer,, and said that" Tkihsn hearings in Southern. California
are scheduled the Council will of the hearing dates, and
whether or not the Commission wishes to use the Rolling Hills Council
Chambers.
The correspondence was re-ceived and filed.
�4a South Bay Engineering _Corporation - LACPD Project 6650 Line EE
A letter dated September 5, 1922 from South Bay Engineering
Corporation was presented to the Council. Mho Eo A. Wagstaff advised
that the Flood Control District will not accept Line E as is, and
ra h-ar than cause a delay in approval of the entire project, Mr. Wag-
staff recommended that Project 6650 be split into two units; Unit 1
consisting of Lines A,BgC9D,C & H, and Unit 2 consisting of Line E.

A motion to accept Mr. Wagstaff's recommendation and so advise
the Flood Control District was made by Councilman Bear, seconded by
Councilman Battaglia and carried by the following roll call vote.-

1972 and a resolution opposing Proposition 209 known as the "Coastal
Zone Conservation, Actit which will appear on the November 1972 Ballot
was presented to the Council.
Mayor Pearson ordered the matter held on the agenda for review
and requested that the Manager obtain copies of.Proposition20 for
members of the Council.

A motion to approve the Report of the City Treasurer dated
August 319 1972 and the Statement of Receipts and Disbursements for
the month of August 1972 was made by Councilman Battaglia,, seconded by

Councilman Battaglia moved that Demands No. 246 and 247 be paid

The City Attorney reported that he had sent copies of the proposed
ordinance to the Councilmen for comments, and Councilman Heinsheimer had
returned his copy with notes.

Ordinance No. 108: Providing for Mandatory
Collection of Garbage & Rubbish
Mrs. Cllfton presented letters from Mr. T. E. Dykzeul, 17 Caballeros
Road and Mr. and Mxrs. Hawley Duplice, 6 Middleridge Lane South, objecting
to the mandatory requirement of trash collection for all residents of the
City as proposed in the ordinance being considered. Further, she reported

ORDINANCE NO. 1 AND ALL OTHER ORDINANCES IN CONFLICT THEREWITH" be

Agreement, Hubert Toll, 1 Eastfield Drive 0
Mr. Finley presented an agreement and release between the Rolling
Dills Community Association, the City of Rolling Hills and Mr. and Mrs.
H. G. Toll,, 1 Eastfield Drive. Mr. Toll has agreed to release and dis-
charge the Association, and City of all claims or causes of actions
arising from a flows of surface water, over,, under or across his property
Lot 59,, as a result of grading,, filling or construction of a -tennis court.
A motion that the agreement, which had already been executed by
the officers of the Board of Directors of the Association and by Mr.
and Mrs. Toll, be signed by the Mayor and the Mayor pro tem was made by

was presented to the Council. The matter was received and filed.
MATTERS FROM CITY OFFICERS
CITY MANAGER
,,j2- Bids for Gate Construction and Tennis Courts
,,rs. Clifte'n advised the Council that plans and specifications for
construction of the new Main Gate and for two lighted tennis courts were
ready for bids, and the notice inviting bids for construction of the
facilities had been. prepared. Bids and proposals for the tennis court

and restroom facility will be received until October 9th, and will be
opened on October 10th at 7030 P.M. Bids for other construction of the
Main Gate Guard House and Maintenance :facility being built by the Rolling
Dills Community Association will be received until October 25th and opened
on October 26th at 7030 P.M.
Los Angeles County Engineer re a Open Space Plan.
Mrs. Clifton presented copies of a letter dated September 20th
from the Department of County Engineer, Los Angeles with reference to
the Open Space Plan and Issuance of Building and Grading Permits in the
County unincorporated area. Mr. ?holler, City Engineer recommended that
the City Attorney review the effect Assembly Bill 966 will have on City
permits issuance, if any.
The manager reported that by direction of the Planning Commission
she has started word: on. a General Plan for the City as required by the
r -d State of California.

Los Angeles Regional Planning Commission
The manager presented a copy of a letter dated September 21, 1972
from the Regional Planning Commission, Los Angeles County, requesting
comments on a proposed bicycle route concept for the Palos Verdes Penin-
sula Area.
Mayor Pearson ordered the matter referred to the Planning Commis-
sion for review and comment
