A regular meeting of the City Council was called to order by Mayor
Pearson at the Administration Building, 2 Portuguese Bend Road, Rolling
Hills, California at 7:30 P.M. Monday, November 13, 1972.

A motion to approve the minutes of'the meeting of October 26, 1972

Mayor Pearson ordered the matter held on the agenda.
Public Hearing, Board of Supervisors, October 11, 1972
Mayor Pearson thanked the Manager for attending the hearing on be-
half of the City, and ordered the matter removed fr®m the agenda.
Proposed Naval Housing on Peninsula
Mayor Pearson said the Council bad been notified that plans for
proposed 'Naval housing on the Peninsula had been abandoned. He thanked
the City Manager for representing the City at the public hearing in San.
Pedro protesting the proposal, and ordered the matter removed from the
agenda.

Councilman Heinsheimer reported that a prehearing conference and
hearing are scheduled for January 5, 1972 in San Francisco.

California Water Service has advised that the City would be advised
of the date, time and location of the public hearing on their application
when the hearing has been scheduled,' 4

Councilman Heinsheimer reported that no hearing would be held to
consider the application. for permission to increase rates to offset
higher costs charged by the supplier, B1 Paso Natural Gas Co., but
interested parties may contact Southern California Gas Co. for addition-
al information

associated with exploration and development has not been scheduled, The

Mayor Pearson thanked Councilman. Reinsheimer for his reports on the
status of applications before the Public Utilities Commission., and asked
him to keep the Council advised on thematter°
Friends of Mammoth vs. Board of Supervisors of Mono County
Mayor Pearson ordered the matter removed from the agenda.
Southern California Rapid Transit District
The Manager reported that an inquiry had been made about the status
of the proposed mini -bus service for the Peninsula, and she had been
advised -that the project was abandoned bec,au,se of cost
Mayor Pearson ordered the matter removed from the agenda.
SCAG a Airport Public Hearings Schedule
The City Attorney reported that he will attend the airport hearing
in March, 1973. Mayor Pearson said he wishes the City to be represented
at the hearing on December 6, 1972 also, and ordered the matter held on
the agenda until the next meeting

Assembly California Legislature re: "911" Emergency Telephone Number
Correspondence from Assemblyman�dharles Warren relative to implement-
ing "911" as a universal -number for emergency service was presented
Councilman, Heinsheimer volunteered to contact the agencies working
on the plan., and said he did, not agree with the statement that it will
take 10 years to coordinate all effort to make the plan effective.
Mayor Pearson ordered the matter held on the agenda for an additional
report from Councilman Heinsheimer.

County of Los Angeles,_ Department of Beaches
A letter dated October 199 1972 from Dick Fitzgerald, Director of
the County Department of Beaches was _presented to the Council
Mr. Fitzgerald advised that the list of grants for Federal Land
and Water Conservation for the 1972-73 season included the application
of the County of Los Angeles and its Deparpment.of Beaches to assist
in the purcr hale of Abalone Cove, and he thanked the Council for their
support of the request
The letter was received and filed.
California Contract Cities Association
The proposed budget for 1973-74 of California Contract Cities
Association was presented to the Council. -The letter was received

A letter dated October 199 1972 from Supervisor Kenneth Hahn was
Q ?resented to the Council. Supervisor Hahn requested City Council sup-
port
uP-port of his stand against major sporting events in the Coliseum being
blacked out to citizens of Taos Angeles City and surrounding communities
within a 75 mile radius.
The letter was ordered received and filed.
City of San Diego
The Manager presented a letter dated November 7, 1972 from Pete
Wilson, Mayor of San Diego, advising that Senate Bill 11189 revision
of the Subdivision Map Act, has passed the Senate and will be set for
further hearing by the Assembly Committee on Planning and Land Use.
He asked Council support to obtain passage of the legislation.
Mayor Pearson ordered the matter referred to Councilmen Hesse and
Battaglia for a report to the Council.
Mrs.: Clark Jackson, Tract 28147
The Manager presented a letter dated November 8, 1972 from Mrs.
Becky Jackson requesting a six month extension for completion of con
struction on Subdivision Tract 28147. Mrs. Jackson said a previous time
extension will expire on. December 6, 19729 but the faithful performance
bond will be in effect until June 6, 1973, and she wishes to have an ex-
tension, of time tntil t1hat date to complete the construction.
A motion to approve the request was made by Councilman. Bear, secon-
ded by Mayor Pearson and carried by tbe following roll call vote

tures dated September 30, 1972 and the Report of the City Treasurer for
the month. of September 1972, held over from the meeting of October 26th

Councilman Heinsheimer moved that Demands No. 2536 through 2559 be
approved for payment from the General Fund. The motion was seconded by
Councilman Bear and carried by the following roll call vote:

The City Attorney opened and read the bids for two ten4is courts
on City property at I Portuguese Bend Road as follows:

The Mayor asked the City Attorney to check the bids for completeness
and compliance with specifications for bidding, and asked the Manager to
check the bids with the architect.
Councilman Bear moved that the low bid be accepted and the contract
be awarded to Gene Mako, provided that the -.City Attorney and the Archi-
tect are satisfied that all requirements for bidding have been met. The
motion was seconded by Councilman Hesse and carried by the following roll
call vote:

PUBLIC HEARING, Ordinance No. 111, Electrical Code
The Mayor opened a public hearing on a -proposed ordinance intro-
duced October 10, 1972, adopting a new electrical code. The City Clerk
reported that the hearing had been, duly noticed, and that no communica-
tion, written or oral, had been received in favor of or opposition to
the proposed ordinance. The Mayor thereafter closed the public hearing.
Councilman Battaglia moved that Ordinance No. Ill entitled AN
ORDINANCE OF 11-B CITY COUNCIL OF THE CITY OF ROLLING HILLS,, CALIFORNIA
AMENDING ORDINANCE NO, 5 OF THE CITY OF ROLLING HILLS, CALIFORNIA BY
ADOPTING BY REFERE'XCE LOS ANGELES COUNTY ELECIRICAL CODE AND PUBLISHED

M'avar Pearson opened, a public hearing.on a proposed ordinance intro-
duced October 10, 1972 amending Ordinance No. 33, the Zoning Ordinance.
The City Clerk reported that the hearing had been duly noticed, and that

Councilman Hesse moved that Ordinance No. 112 entitled AN ORDINANCE

ENTITLED "AN ORDINANCE OF THE CITY OF ROLLING RILLS, CALIFORNIA, PROVIDING
FOR ZONING IN SAID CITY" be adopted, and that reading in full be waived

Mr. Kinley presented an urgency ordinance No. U-34 entitled AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA,
Q AMENDING ORDINANCE NO. UG33, ENTITLED "AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS, CALIFORNIA, CREATING AN ENVIRONMENTAL
QUALITY BOARD TO CARRY OUT SECTIONS 21,000 to 21,151 OF THE PUBLIC RE-
SOURCES CODE OF THE STATE OF CALIFORNIA, and explained that it would
amend Urgency Ordinance No. U-33 adopted October 26, 19720
Following a discussion of the proposed -ordinance, Mayor Pearson
announced that he wished to appoint the , Board of Directors of the Roll-
ing
olfin.g Mills Community Association to act as the Environmental Quality
Board, with the president of the Board of Directors acting as chairman
of the Environmental Quality Board. He then asked the City Attorney
to read the urgency ordinance into the.recordo

Mrs Leonard explained that after initiating the subdivision it
was necessary for Mro Abdo to suspend pr9gress because of illness, but
it is now his wish to proceed to completion, and he asked for the exten-
sion to enable him to proceed. Further, he said all work has been com-
pleted and recorded in the Association.
A motion to approve a one year time extension to December 9, 1973

Stop Sign, Chestnut Lane
Councilman Heinsheimer presented a sketch of the intersection of
Chestnut Lane with Johns Canyon Road, and requested that a stop sign be
installed at the southwest corner, the .point of entry of Chestnut Lane
to Johns Canyon.Road.
Councilman Battaglia questioned whether the .sign was necessary, and
said he was opposed: to.. installing stop signs in areas where• density and
traffic conditions did not warrant them,. and it was his opinion that the
area is not presently developed enough to require a stop sign.
Councilman.'Heinsheimer said that the area is presently being devel-
oped, and there is already a need for a stop signs, because contractors
and developers have created a hazardous condition by cutting across the
intersection.
A motion to accept Councilman Heinsheimeres recommei4dation and in-
stall the stop sign was made by Councilman Hesse, seconded by Councilman
Bear and carried by the following roll call vote.-

Councilman Battaglia suggested that the Council act on a recommend-
ation for a condidate for the Coastal Zone Conservation Commission to be
created.as a resultof passage of Proposition 20, the Coastal Initiatives

Council to contact the mayors of tine.anther.Peninsula cities and the presi-
dent of the Palos Verdes Advisory Council and ask them to meet and dis-
cuss a possible candidate from the South Bay area for membership on the
Commissions

The Manager reported that she had been advised by Lomita Maintenance
Company that the monthly cleaning fee would be increased from $125.00 to

Mrs Clifton distributed copies of the Audit for Fiscal 1972/73
prepared for the City by Cotton & Francisco, Auditors and Accountants.
Mayor Pearson requested that the Council review the audit report
for discussion, and approval at the next meeting.
There being no further business to come before the meeting, a
motion for adjournment was made at 9:55 P.M. by Councilman Bear, secon�
