After study of Ar. Baher's proposal, Councilman Battaglia- said he

time; howev,?er, on the basis of the proposed rental, more than one hun-
dred percent of the total valuation of Land and improvements would be
paid ou: during the leasehold term. Further, he said that Mr. Clark

It was Councilman Batt:aslia°s recommendation that the matter be reviewed

Tn the 6iscussior that followed, Mayor Pearson suggested that: the
matter of an. additional. ring be reviewed, and alternatives to leasing

PUBLIC UTILITIES COMMISSION 710
The City Attorney reported that.Mr. Walter Kessenick, Attorney for
the Public UtilitiesCommission., had called to advise him that the Com-
mission would hold public hearings in the Rolling Hills Administration
Building on. May 1, 2 and 3, 1973 to consider the application of Califor-
nia Water Service Application, No. 53563 for an increase in rates. Mr,.
Kessenick had,requested that the City appoint, by resolution, a repre,
sentative to speak on behalf of the Council, to pre -sent testimony at the
hearings.
Councilman Battaglia suggested that information concerning the
hearings be sent to residents, the Women's Club, Caballeros, etc. in
the Newsletter. Mr. Kinley recommended that the Council authorize mem-
bers of the Council, the City Manager and the City Attorney to represent
the City of Rolling Hills, either collectively or separately, at the
hearings.

RESOLUTION NO. 295 800
Councilman. Heinsheimer moved that Resolution No. 295, entitled
A RESOLUTION OF THE CITY OF ROLLING HILLS AUTHORIZING REPRESENTATION
BY THE CITY BEFORE THE PUBLIC UTILITIES COMMISSION OF THE STATE OF
CALIFORNIA be adopted, and that reading in full be waived. The motion
was seconded by Councilman Bear and carried by the following roll call
vote:

ABSENT: Councilman Hesse was absent from the room during voting
Councilman Heinsheimer reported that no additional information is
available on applications before the Public Utilities Commission by
Pacific Telephone & Telegraph Company and the Southern California Gas
Company. The matter was held on. the agenda.
"911" Emergency Telephone Number 809
Mrs. Clifton. reported that Chief Paul Schneider, Los Angeles County
Fire Department, had advised that additional information on the emergency
telephone number would be sent to the City as soon as it is available.
Mayor Pearson ordered the matter removed from the agenda until additional
information is available.
CONTINUATION OF PUBLIC HEARING, -LOS ANGELES COUNTY GENERAL PLAN 812
Councilman Hesse advised the Council that h ' e plans to attend the
public meeting scheduled for March 21, 1973 to discuss proposed amend-
ments to the General Plan, for Los Angeles County, and would present--.'
testimony consistent with that previously expressed by the Council, if
the Council wished him to do so. Mayor Pearson so ordered.
POLICY ON SUBDIVISION 877
A memorandum dated March 5, 1973 from Councilman,Heinsheimer was
presented to the Council.
Councilman Heinsheimer recommended that the Council consider two
actions to reduce pressures resulting
ting from subdivisions; redefinition
of subdivision. requirements to net acreage, rather than gross acreage
including easements as at present, and institution of a tax on lots
at time of subdivision and. a construction tax on new residences.

In answer to a question about procedure, the City Attorney said
a change of requirements could be accomplished by amending the Zoning
and Subdivision Ordinances.
I - Councilman-Heinsheimer said he had originally presented his memo-
randum at the joint meeting of the City Council and Board of Directors,
and inasmuch as no action had been taken at that meeting, he wished to
again submit it to the Council for consideration. Councilman Battaglia
said the matter would be discussed at the next meeting of the Board of
Directors, and after discussion by,both the Board and Council it could
then be referred to the next joint meeting, because of general concur-
rence on the need to slow down subdivision.
- Following discussion Mayor Pearson said he felt the matter was
appropriate to joint meetings, and asked Councilmen Heinsheimer and
Battaglia to serve as a committee to study and review subdivision pol-
icy with members present at the joint meetings, and to report to the
Council from time to time. The matter was held on the agenda.
INCREASES IN SHERIFF'S DEPARTMENT COSTS

The increased charges are based on salary increases, and a summary
of re -computed charges to Rolling Hills for the remainder of the 1972-
1973 fiscal year was attached. Councilman Heinsheimer advised the
Council that the increase could be met by the City's budget reserve.
Mayor Pearson declared a brief recess at 9:00 P.M. The meeting
reconvened at 9:15. P.M.
TRACT 26652, RICHARD FRIEND '1238
Councilman Battaglia asked whether the Richard Friend subdivision,
'Tentative Tract 26652, would be on the City Council agenda again. Mrs.
Clifton advised the Council that a public hearing had been scheduled
-before the Planning Commission on Tuesday, March 20th and will be con-
sidered by the Council again at the next regular meeting on March 26th.
SHERIFF'S -DEPARTMENT PRIORITIES
Councilman Battaglia asked whether the Sheriff's Department had
'been contacted about priorities assigned to calls for assistance.
Councilman Heinsheimer said he had discussed the matter with Captain
Hays and Lieutenant Nipps, and had been advised that priorities are
assigned by the dispatcher, with highest priority being assigned to
crimes in process or calls involving injury. Further breakdowns in-
,volve use of sirens, lights, etc., and calls involving complaints
about disturbance and minor complaints would not receive immediate
attention if a call judged to be more serious was received at the same
time; however, if no calls were pending, any call would receive immed-
iate attention.
Mayor Pearson thanked Councilman Heinsheimer for the explanation.
CITY MANAGER -,NEW BUSINESS
NOTICE, OF PUBLIC. -HEARING, ZONING CASE NO. 5977-(4) 1253
The Manager distributed copies of a notice of public hearing
scheduled for Tuesday, March 27, 1973 before the Regional Planning

Commission.on a request for a change of zone from A-1-20,000 to RPD
10,000-4U for a 1508 acre parcel south of the junction of Crenshaw
Boulevard and Crest Road. Mrs. Clifton said previous requests for
change of zone on the same property had been opposed previously by
the City Council.
Councilman Hesse advised the Council that in the County General
Plan prepared by the staff of Regional Planning for consideration by
the Board of Supervisors, the parcel is classified as "low density',',
reflecting previously expressed views of neighboring residents and
the Rolling Hills City Council.
Mayor Pearson requested that either Councilman Battaglia or -Coun-
cilman Hesse attend the hearing to represent the City of Rolling Hills
and.express the opposition of the Council to any reduction of zoning.
SOUTHERN CALIFORNIA RAPID TRANSIT.DISTRICT 1282
A notice of a technical presentation on the analysis of systems
and equipment to be presented at RTD Headquarters March 12th and 13th
was presented to the Council. The notice was received and filed®

DEPARTMENT OF COUNTY ENGINEER ® FLOOD CONTROL COMPREHENSIVE PLAN 1386
Copies of a letter from the Department of County Engineer to Mr
A. E. Bruington, Chief Engineer, Flood Control District of Los Angeles
County were distributed to the Council.
Mr. Harvey T. Brandt, City Engineer, advised that in accordance
with a letter dated duly 27, 1972 from the Flood Control District, a
review had been made of the District's preliminary planning maps, and
copies of marked prints of the comprehensive plans and city map and a
list of priority deficiencies for the City of Rollin Hills were for-
warded to the District. Upon completion of the City s updating of its
-Master Plan for Drainage in. conjunction with the County's Water and
Waste Management Program, a complete review of the comprehensive plan
will be forwarded to the Flood Control District by the County Engineer.
1970 FLOOD CONTROL BOND ISSUE 1396
Copies of correspondence from Mr. John -Whittington, Mr. 0. J. Brown
and Dr. Sam Wolinsky, owners of property in Rolling Hills, inquiring
about priorities for construction of drainage lines, and a reply from
the City Manager, were presented to the Council.
Mrs. Clifton requested that Councilmen be appointed to review the
drainage plans with her, and Mayor Pearson asked Councilmen Bear and
and Heinsheimer to meet with the Manager to review the plans for con-
struction under the 1970 Flood Control Bond Issue and the Master Plan
-for Drainage, and ordered the matter held on the agenda.
CITY MANAGER - UNFINISHED BUSINESS
CALIFORNIA LEGISLATURE 1400 M
Mrs. Clifton advised that a telegram had been sent to the State
Capitol advising that it was'the wish of the City of Rolling Hills to
present testimony at the hearing in Sacramento on March 23, 1973 on
suggested remedial approaches to the California Land Conservation Act
of 1965. The Mayor ordered the matter removed from the agenda.

CORRESPONDENCE
REGIONAL PLANNING. COMMISSION 1407
A letter from the Regional Planning Commission dated February 21, 1973
and a tentative map for Tentative Tract No. 31456 were presented by the
Manager. The letter advised that tentative plans for the map had been
submitted to Regional Planning, and a conditional approval would be made...
_prior to March 16, 1973° A copy -of the owner's statement showing 38
commercial lots on 23.7 acres was displayed.
Mayor Pearson said the Council had gone on record with the Regional
Planning Commi":;ion as being opposed to the proposed development of the
coastal zone in. that area, and asked that the correspondence be reviewed
and another letter be sent over his signature reaffirming the Council's
position. Mayor Pearson also directed the City Manager to contact Mr.
Darrell Mo Flanery, Division Chief of Development, Regional Planning
Division, and express the Council's objection to the form letter advising
in advance that conditional approval would be made prior to March 16th.
CALIFORNIA CONTRACT CITIES ASSOCIATION 1467
A notice of the March meeting of the California Contract Cities
sponsored by Pico Rivera on March. 21, 1973 was presented to the Council.
The notice was received and filed.
PAYMENT OF BILLS 1377
A motion to approve payment of Demands No. 2676 through 2695 from
the General Fund was made by Councilman Heinsheimer, seconded by Coun-
cilman. Hesse and carried by the following roll call vote:

CITY ATTORNEY
PROPOSED TRAFFIC ORDINANCE 1473
Mrs. Clifton. presented a memorandum, from the Sheriff's Department
dated March 29 1973 in which Captain Kenneth Hays recommended that the
City of Rolling Hills consider adopting by reference the California
Vehicle Code. He said the recommendation was initially made by Captain
Lanier in April, 1968. Captain Hays also recommended that the City
adopt by reference the current Los Angeles County Traffic ordinance and
any subsequent changes, as it covers other areas not covered by the
California Vehicle Code.
In a memorandum dated March 5, 1973 Councilman Heinsheimer advised
the Council that he had reviewed the proposed Rolling Hills Traffic
Ordinance in detail, and had also discussed and reviewed Captain Hays'
recommendations with representatives of the Sheriff's Department and
the City Manager, and said it is 'the strong recommendation of the Traf-
fic Committee that the California Motor Vehicle Code and the Los Angeles
County Traffic Ordinance be adopted without delay.
The City Attorney advised that it would be necessary to hold pub-
lic hearings before adopting the Motor Vehicle Code. Further, Mr.
Kin.ley said, he has recommended that the City adopt a less voluminous
ordinance so that residents could be more aware of the law that applies
within the City of Rolling Hills; however, if the Sheriff recommends
adoption of the Motor Vehicle Code, he would not oppose it, despite its
length. Sections that do not apply to the private roads could be exclu-
ded, Mr. Kinley said; he would not recommend adopting the code in its
entirety. -

Following discussion Mayor Pearson suggested that Councilman
Heinsheimer meet with Mr. Kinley to consider the matter further, and
report to the next meeting of the Council. The matter was ordered
held on the agenda.
PROPOSED SUBDIVISION ORDINANCE 1560
The'City Attorney advised the Council that AB889 did not pass,
and the new Subdivision Ordinance as re -written did not become law,
and there is a new draft of the subdivision law before the legislature.
Mr. Kinley said the decision of whether to adopt a new subdivision or-
dinance or wait for the legislature to adopt a new law is up to the
Council.
Mayor Pearson ordered the matter held on the agenda for a report
from the Subdivision Committee on priority items currently being con-
sidered by the Committee.
_AIRPORT HEARING
Mr.- Kinley reported that he had attended the SCAG Airport Hearing
in Long Beach on March 7th, at which time re -location of airports was
discussed. More than 600 people attended, Mr. Kinley reported, and
there was complete opposition. to the recommendation of SCAG employed
engineers that Long Beach Airport be made a continental airport serving
an area not to exceed 3.,000 miles. Extension -of east/west runways would
be necessary, and would bring most traffic over the Palos Verdes Penin-
sula in the take -off pattern. No one present at the hearing spoke in
favor of the proposal. Opposition was also expressed to a proposal, that
an airport be located .in Long Beach Harbor. Mayor Pearson thanked Mr.
Kinley for his report, and asked that further information'be presented
to the Council when available. The matter was removed from the agenda.
CITY DEPARTMENTS
"SHERIFF'S DEPARTMENT REPORTS 1615
The Sheriff's Department Report for the month of December 1972
and January 1973 were presented to the Council. The reports were re-
ceived and filed.
MATTERS FROM THE COUNCIL
PUBLIC EMPLOYEES RETIREMENT SYSTEM 1645
Councilman' -Bear advised the Council that he was in the process
of reviewing recent information pertaining to PERS, and would report
to the Council on questions of past service liability, salary allo-
cations of both the City and Association, etc., and would report to
the Council at the next meeting. Mayor Pearson ordered the matter
held on the agenda.
CREST ROAD REPAIRS 1660
Councilman Battaglia requested that the City Manager
the California Water Service Company and request that the
paving on Crest Road be improved. The Manager explained
of the repairs had been made in bad weather, and would be
properly as soon, as weather permits.

MATTERS FROM CITY OFFICERS
ELEMENTS OF THE GENERAL PLAN 1687
Mrs. Clifton distributed copies of Elements of the General Plan
for Rolling Hills, and advised the Council that they will be on the
Planning Commission agenda.for the meeting of March.20tho Mrs.
Clifton said additions would be made to the report.
The Mayor asked Councilmen and the City Attorney to review the
report prior to the next meeting of the Council.

There being no further business to come before the meeting, the
Mayor adjourned the session. at 10:45 P.M.
