CITY OF ROLLING HILLS
June 29, 1973
An adjourned meeting of the City Council, adjourned from the meet-
ing of dune 28th, was called to order by Mayor Bear at 7:00 A.M. Friday,
June 29, 1973 at the Administration Building, 2 Portuguese Bend Road,
Rolling Hills, California.

CALL TO ORDER
Mayor Bear stated that the purpose of reconvening the adjourned
session of the City Council meeting was to establish and make appoint-
ments to Commissions to deal with emergency situations in the City of
Rolling Hills. The Mayor explained that two commissions would be
formed; an ad hoc commission consisting of a member of the City Council,
a member of'the Board of Directors and a member of the staff, to meet
as necessary and report back to the Council and Board, and to work for
the relief and repair of damage sustained in the recent fire. A second
commission would be formed to plan and cope with future disasters.
EMERGENCY ACTION COMMITTEE
Following discussion of the immediate needs resulting from the
recent disaster, Councilman Pearson suggested that the committee be
expanded to include two members of the Council and Board of Directors,
and moved that Mayor Bear and Councilman Heinsheimer represent the City
on an Emergency Action Committee. The motion was seconded by Council-
man,, Battaglia and carried by the following roll call vote:

]LONG RANGE EMERGENCY PLANNING COMMISSION
Councilman Heinsheimer moved that Mr. Vernon -Fay, 9 Flying Mane
Road, be appointed to act as chairman of a Committee which would make
a study of long-range plans and recommendations for action in the event
of a future emergency. The motion was seconded by Councilman Pearson
and carried by the following roll call vote:

Mayor Bear said additional appointments to the -Commission would-be
made following consideration by members of the City Council and Board
of Directors.

-DUTIES AND GOALS OF COMMISSIONS
In the discussion that followed formation of the Commissions, the
following duties and goals of the Commissions were outlined: 1)Immediate
Disaster Relief, 2) Review of Fire Department and Sheriff Department
responsibilities, and evaluation of criticism, 3) Contact with County
agencies regarding reseeding and re -planting of fire damaged areas, and
4) Education. df residents regarding plans for evacuation in future emer-
gencies.
INFORMATION SHEET
Members of the Council reviewed an information sheet prepared for
residents whose homes were destroyed in the fire, advising as follows:
1) The Rolling Hills City -Engineer will issue a permit for a period
not to exceed 12 months to use or occupy a trailer as a residence of the
owner of the premises on which an existing.residence was damaged or des-
troyed by a major disaster within the previous six.months.
00 2) Plan Check and Building Permit fees for reconstruction will be
.—I waived by the Association and City for owners of record at the time the
`'D home was destroyed. The City Attorney was requested to prepare a reso-
lution of the City Council authorizing the County Engineer to waive
Q City charges. Fees for modifications, variances or conditional use
permits granted by the Planning Commission were also waived.
3) Members of the Planning Commission, Architectural Committee
and Landscape Committee will meet as often as necessary in.order to
expedite building plans.
4) The City Council and Board of Dirdctors directed that all swim-
ming pools on properties where homes have been destroyed must be drained
and cleaned at City expense. Pools on properties which will not be in-
habited (trailer or motor homes) must be fenced with a six foot high
chain link fence as soon as possible.
5) A geologist from the Los Angeles County Engineering Geology
Department will inspect all destroyed homesites during the week of
July 3rd, and make recommendations to the City Manager relative to
requirements based on the following three conditions:
1) Reconstruction on existing foundation (no change)
2) Reconstruction on a part of existing foundation (partial
change in house plan).
3) Complete new house plan with no utilization of existing
foundation.
6) Property Tax information necessary to get relief for 1973-74
tax bill was furnished.
7) Copies of Publication 547, Internal Revenue Service re: TAX
INFORMATION ON DISASTER, CASUALTY LOSSES & THEFTS is available at the
City Office.
8) Slope planting, trimming of damaged trees and seeding of
burned slopes is being reviewed by -scientists from the Los Angeles
County Arboretum.
9) All waiving of fees and other emergency actions apply only to
owners of record at the time the home was destroyed.
The City Manager advised that a,Supplemental Information Sheet
had been prepared containing the following items of information:

1) Fire retardant roof materials which have been approved by the
Architectural Committee
2) Names of persons who may be contacted for demolition work
3) Names of fence contractors who have road use permits who can
give estimates on chain-link fencing for swimmimg pools
4) The name of the engineering geologist most familiar with the
Rolling Hills area
WAIVING OF COUNTY FEES
Mayor Bear requested that the City Attorney contact the County
Counsel to determine whether County fees can be waived as well as
City fees, and report to the Council.
FIRE RETARDANT ROOFS -MORATORIUM ON ISSUING BUILDING PERMITS
Councilman Pearson moved that a moratorium be placed on all con-
struction requiring roofs, and that no building permits be issued
until a review has been made of requirements for fire -retardant roof-
ing. The motion was seconded by Councilman Heinsheimer and carried
by the following roll call vote:
AYES: Councilmen Battaglia, Heinsheimer, Hesse, Pearson

Mayor Bear directed the City Attorney to prepare an ordinance
requiring fire retardant roofing for Council review.
ADJOURNMENT
There being no further business to come before the meeting, the
session was adjourned at 9:00 A.M. on the motion of Councilman Heins-
heimer, seconded by Councilman Pearson and carried by the following
roll call vote:
