7/9/197300 r--4 '"D Q MINUTES OF THE _._ REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA July 9, 1973 -A regular meeting of the City Council was called to order by Mayor Bear -at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. Monday, July 9, 1973. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: APPROVAL OF MINUTES Councilmen Heinsheimer, Hesse, Pearson, Mayor Bear Councilman Battaglia arrived at 7:45 P.M. None Teena Clifton William Rinley Marion Welch J=4_- Cunningham, 714 City Manager City Attorney City Treasurer :Secretary A motion to approve the minutes of the meeting of .Tune 25, 1973 as corrected was made by Councilman Hesse, seconded by Councilman Pearson and carried by the following roll call vote: AYES: Councilmen.Hesse, Pearson, Mayor Bear NOES: None ABSENT: Councilman Battaglia .BSTAINED: Councilman.Heinsheimer A motion to approve the minutes of the meeting of dune 28, 1973 was made by Councilman Hesse. Councilman Pearson seconded the motion, with the_re4uest that the transcript of the meeting be included as part of the minutes. The motion was carried by the following roll call vote: AYES: Councilmen Heinsheimer, Hesse, Pearson, Mayor Bear NOES: None ABSENT: Councilman.Battaglia CITY COUNCIL REPORTS RIDING RING AT CITY PARR Councilman Battaglia requested that the matter be held on the agenda for additional information. The Mayor so ordered. PUBLIC UTILITIES COMMISSION Councilman Heinsheimer said he had no new information to report on matters pending before the Public Utilities Commission. Mayor Bear ordered the matter held on the agenda. MOTORCYCLES MOTORBIKES 750 The Manager presented a letter dated dune 25, 1973 from Mr. Hugh Multer, 2 Outrider Road, advising that since the spring rains stopped the horse trail between his home and 4 Outrider Road has become a "freeway" for motorcycles entering the City without going through the gates. Mr. Multer asked that the Council consider a guard or a fence at the location. Councilman Battaglia said that inasmuch as the Council had an- nounced that following the public hearing on motorcycles and motorbikes at La Cresta School on. May 14th the Council had announced that'the 4U IMA July 9, 1973 matter would be considered and a decision would be announced to the residents, it was his opinion that the Council should consider the matter and act on it. Following discussions the City Attorney was directed to prepare. an ordinance for presentation at the next meeting that would prohibit operation of dirt bikes in the City and would permit operation of properly licensed motorcycles by residents in the City. Mayor Bear said he would reply to Mr. Multer's letter, and sug- gested that Mr. Battaglia, president of the Rolling Hills Community Association do likewise. CITY MANAGER -7 NEW BUSINESS CALIFORNIA WATER SERVICE COMPANY 955 A letter dated July 3, 1973 from California Water Service Company was presented to the Council. C. Ga Nollenberger, District Manager, advised that because of problems encountered with a proper- ty owner, installation of a new main and fire hydrant in Running Brand Road had been discontinued. The City Attorney said the water company has a utility easement, and it was his opinion that the City should not intercede in problems between a resident and a utility company. The Manager said she had spoken with both parties, and hoped that an agreement could be ar- rived at. The Mayor asked Councilman Heinsheimer, Emergency Action_ Committee chairman to talk to the property owners and see if their cooperation could be obtained. ROLLING HILLS'TENNIS CLUB 1072 A report of the meeting of the Tennis Club held on June 26th was presented to the Council. Councilman Pearson said he had attend- ed the meeting, and the Tennis Club wished to screen the sections of the Courts that would not be screened by the City. Because of the, recent organization of the Tennis Club; Councilman Pearson said it would be necessary for funds to be raised, and it was his suggestion that the Council advance funds for complete screening, with the Tennis Club to repay the City for those sections other than the -'Sou_-- and West sides, which were authorized to be paid for by the City. Councilman Battaglia suggested that the Tennis Club be given a deadline such as September 15th for repayment, so that if their member- ship is not sufficient to meet the obligation, a fund raising event could be held. Councilman Heinsheimer moved that the entire finis court be screened, the south and west sides: to be paid for b the City, and the balance to be paid for by the Tennis Club by September 15th. The motion was secoended by Councilman Hesse and carried by the following roll call vote: AYES: Councilmen Battaglia, Heinsheimer, Hesse, Mayor Bear NOES: None ABSENT: None CALIFORNIA CONTRACT CITIES ASSOCIATION 1173 Voluntary Assessment for Legislative Activity Corresp®ndence'from the California Contract Cities Association requesting a voluntary assessment contribution to continue the program of legislative activity was presented to the Council. Councilman -2- 51 July 9, 1973 Battaglia moved that the City make a voluntary contribution of $200 to California Contract Cities. LONG RANGE PLANN1.140, COMMISSION 1719 Mayor Bear said that Mr. Fay, chairman of the Long Range Planning ,,Commission formed to plan for possible future emergencies, had an- nounced the names of his committee as follows: Martin Gould, co-chair- ma'n; Fred Wagner, Lloyd Mokler, Cosimo Occhipinti and Tom Wachtel. EMERGENCY ACTION COMMITTEE 1758 Mayor Bear said that the Emergency Action.Committee had imposed a moratorium on issuing building permits on structures requiring a roof, --and information regarding fire retardant roofing material would -be given to the: C o-ancil as soon as it becomes available. MATTERS FROM THE COUNCIL '50UiH_BAY CITIES ASSOCIATION MEETING RE: CORRIDOR STUDY 1970 - Councilman Pearson reported that he had attended the meeting of the'South Bay Cities Association on Wednesday, June 27, 1973 at which time the corridor study for the South Bay area was discussed. Coun- cilman Pearson said most cities indicated a willingness to support -the study .financially. RES'OLUTIONS RE: DISASTER AREA 2000 Councilman Hesse moved that Resolution No. 299 entitled A RESOLU- TION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, DE- CLARING CERTAIN AREAS IN THE CITY OF ROLLING HILLS AS DISASTER AREAS and Resolution No. 300 entitled A RESOLUTION OF THE CITY COUNCIL OF !IT -CITY OF ROLLING HILLS, CALIFORNIA,.REQUESTING THE GOVERNOR OF THE STATE OF CALIFORNIA_ TO DECLARE SAID CITY A DISASTER AREA be adopted, arid- that reading in full be waived.
