Monday, July 23, 1973 at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California. MOTORCYCLES - MOTORBIKES Letter from Richard Morley, Torrance 320 A letter dated July 10, 1973 to Councilman Hesse from Richard Morley expressing opposition to the proposed restriction on motorcycles in Rolling Hills was received and filed. Letter from John. Heater, Eastfield Drive 994 A letter dated July 20, 1973 from John Heater, 59 Eastfield Drive was presented to the Council. Councilman Hesse said he wished July 23, 1973 to discuss the recommendations with Mr. Heater.and report back to the Council at the next meeting. Mayor Bear ordered the matter held on the agenda. CITY MANAGER - NEW BUSINESS CALIFORNIA WATER SERVICE COMPANY 311. 'Cost Estimate for Installation of Improvement&,,Tracts 2972.3., 26113, 26769 The Manager presented copie's of cost.est-imate * s from California Water Service Company dated July .16, 1973 for installation of.improve- ments as f ollows: Tracts 26113.9 Walter Norris and Tract 26769_,,JamesLangworthy­ -$57,438 Tract 29723, Dr,. William Ford $32,1..85 Mr. James Langworthy advised the Council that he had received an up -dated estimate from the water company on July 23rd, and the in- crease in costs had made him question the feasibility of proceeding with the,oroject. Further, he said he had been advised by Mr. Charles Nollenberger, District Manager of California Water Service Company, Palos Verdes, that the installation on which the estimate is based is not the most desireable; a better route could be used if the developers wait for other development that would result from subdivisions not yet completed. Following discussion Councilman Pearson suggested that the matter be referred to the Utilities Committee for study, and returned to the agenda for the second meeting in September for consideration by the full Council. The Mayor so directed. MIRALESTE SWIM POOL 884 The Manager presented a letter dated July 18, 1973 from Mr. B. W. Edson, Treasurer of the Miraleste Swim Pool Foundation. Mr. Edson and Mrs. Marion Ruth, Chairman of the Foundation, addressed the Council, and requested that the $1,500 administration charge made by the City of Rolling Hills,be reduced to $500, and that insurance above that required by the school deistrict be eliminated, resulting in an additional saving of more than $500, enabling the Foundation to retire their debt earlier. It is their desire to make the Miraleste pool a debt free asset to the Community, Mr. Edson said. After discussion of the request, Mayor Bear said he and Coun- cilman Hesse would review the request, particularly with regard to the elimination.of part of the insurance coverage, and their decision would be presented at the next meeting of the Council. The matter was held on the agenda. .OLYMPIC POOL ON PENINSULA 988 A letter from the Law Offices of John. E. Judge dated July'17, 1973 was presented to the Council. Mr. Judge stated that he represen- ted a group of Peninsula residents who wish to provide adequate facili- ties, specifically an olympic size pool in a central location on the Peninsula. The correspondence was received and filed. LETTER FROM ANTON B. WEBER, 53 PORTUGUESE BEND ROAD RE: ROOFING REOUIPENENTS A letter dated July 17, 1.973 from Mr. Anton B. Weber, 53 Portu- guese Bend Road, concerning requirements for fire retardant roofs was presented to the Council. Councilman Heinsheimer reported that copies -2- July 23, 1973 of the letter had been referred to the Emergency Action-, Committee for review. Further, he said he had at -tempted to reach Mr. Weber by tele- phone but had -been successf+?1; after talking to him, he said he would report on the matter to the Council. Mrs. Joan. Saffo, Aspociation representative to the Emergency Action Committee, advised the Council that she had sent literature on fire retardant roofing materials to Councilman. Battaglia, and to Mr. Bill Stringfellow, During a recent.inspection of the fire area, Mrs. Saffo reported that fire ecologists from Stanford Research Institute stated that the loss of homes in Rolling Hills could be attributed to the roofing materials used. A report fromn Stanford Research Institute will be presented shortly, Mrs. Saffo said. further, she reported that hew fire retardant materials have been, decFeloped that are light- weight enough to be used on existing homes and addit-ions, and with the rising price of lumber, fire retardant roofing is no longer too expen- sive by comparison. Mayor Bear introduced Mr. Hank Persl_.ez, Deputy to Supervisor James Hayes. Mr. Peralez said he had been designated by Supervisor Hayes to make -an in-depth study of the fire situation, and wished to meet with representatives of the Council after the meeting CALIFORNIA CONTRACT CITIES ASSOCIAT'ION 978 A list of Committee Appointments provided by the California Contract Cities Association was distributed 'by Mrs. Clifton. Mayor Bear has been named to the Selection Committee. The 14ayor requested that all mail, pertaining to the appointment be mailed to his home. CITY MANAGER m UNFINISHED BUS INKS S PROPOSED BUDGET, FISCAL 7973674 Mayor Bear stated that the matter would be considered at a personnel session following the Council. meeting FINANCIAL STATEMENT'S m JUGINE 1973 345 Month Ending June 30, 1973 The. Report of the. City Treasurer for the month of June 1973 was presented to the Council. Cou-ncilman Heinsheimer suggested that future monthly reports include the balance from -the previous year, rather than the fund balance from the previous month. Mayor Bear directed that the recommendation be incorporated in future reports. Fiscal Year Ending June 30, 1973 Councilman Heinsheimer moved that the Preliminary Statement of Revenue and Expenditures .dor the Fiscal Year Ending June 30, 1973 be approved and accepted. Battaglia PROPOSED ORDINANCE AMENDLIXi' ORDINANCE NO. 6 Councilman. 11einisheimer said the Emergency Action Committee is reviewing the matter of fire retardant roofs, and had not yet arrived at,t aent decision, about requirmes for roofing on additions. He sugges- te that the Council adopt the ordinance for application to new resi- dences, with recommendations to be rade by the Emergency Action Com- mittee and the Architectural Committee with regard to requirements for additions. Following discussion Councilman Heinsheimer moved that a pro- posed ordinance entitled AN ORDINANCE OF THE CITY OF ROLLING HILLS AMENDING ORDINANCE NO. 6` OF SAID CITY RELATING TO BUILDING REGULATIONS be introduced, and that reading in full be waived. The motion was seconded by Mayor Bear and carried by the following roll call vote AYES: Councilmen Heinsheimer, Hesse, Pearson, Mayor Bear NOES: None ABSENT: Councilman Battaglia Councilman Heinsheimer stated that the moratorium on, issuing building permits for additions will still be in effect until the question of requirements for roofing of additions has been resolved by the Emergency Action Committee. CONTRACT ® ADMINISTRATIVE SER'VIC'ES 1164 CONTRACT - GATE REIR—BIRSEkENT Mayor Bear directed that the contracts between the City of Rolling Hills and -the Rolling Hills Community Association regarding Administrative Services and Gate Reimbursement be held for discuision at a Personnel Session following the meeting. CITY DEPARTMENTS DEPARTMENT OF COUNTY. ENGINEER RE: UNTD.ERGROUND UTILITIES 1225 The Manager advised the Council that a resident who builds a U-11 OR July 23, 1973 new home or who has an addition constructed that requires a change of electrical service is required to provide underground utilities to his home. Recently Mr. Victor Carson, 5 Hillside Lane, investigated having his home air-conditioned, and the installation required a new panel, although there will not be an addition to his home. Further, she repor- ted that theSouthern California Edison Company had recently installed new overhead cables to his reside -ace, and it was his wish to avoid the additional expense of undergrounding the utilities to accommodate the air conditioner. He had been. referred to the City by the County Engin- eer who can not issue a permit without authorization from the City. The Mayor requested that the resident appear before the Council to request that requirements be waived, if he so wishes. DEPARTMENT OF ANIMAL CONTROL The Fourth Quarter Report, April 1, 1973 to June 30, 1973, of the Department of Animal Control, Los Angeles County, was received and filed. LOS ANGELES COUNTY FIRE DEPARTMENT The Monthly Report of the Los Angeles County Fire Department for .Yuen 1973 was received and filed. MATTERS FROM THE COUNCIL HITCHHIKING Mayor Bear ordered the matter held on the agenda for consid- eration at a meeting at which Councilman Battaglia is present, since he requested that the matter be placed on the agenda. ORDINANCE LIMITING OPERATION OF EQUIPMENT 1288 Councilman Heinsheimer presented a proposed ordinance pre- pared at his request by the City Attorney regulating the hours for construction within, the City, and said he wished to make a minor change in Section 2. Following discussion of the proposed change, Councilman Heinsheimer moved that the proposed ordinance entitled AN ORDINANCE OF THE CITY OF ROLLING HILLS, CALIFORNIA, REGULATING THE HOURS OF CONSTRUCTION OF IMPROVEMENTS IN SAID CITY be introduced as .,amended, and that reading in full be waived. The motion was seconded by Councilman Hesse and carried by the following roll call vote: AYES: Councilmen NOES: None ABSENT: Councilman ADJOURNMENT Heinsheimer, Hesse, Pearson, Mayor Bear Battaglia There being no .further business to come before the meeting, the Mayor recessed the session to a personnel session at 10:30 P.M. The meeting reconvened at 10:45 P.M. and Mayor Bear announced that the Budget for Fiscal 197374 had been, adopted with the exception of compen- sation for the City Attorney. Approval and adoption.of the budget was subject to modification, the Mayor said, and had been adopted in pre- liminary form on the motion, of Councilman Heinsheimer, seconded by Councilman Pearson and carried by the following'roll call vote: AYES: Councilmen.
