Resident Mayor Bear announced that Councilman Battaglia was absent from the meeting because of the death of his mother, and he expressed the sympathy of theCouuncil to Councilman Battaglia and his familyo APPROVAL OF MINUTES A motion to approve the minutes of the meeting of July 23, 1973 as presented was made by Councilman Hesse, seconded by Councilman H.eins- heimer and carried by the following roll call vote: AYES: Councilmen Heinsheimer, Hesse, Mayor Bear NOES: None ABSENT: Councilmen Battaglia, Pearson CITY COUNCIL REPORTS RIDING RING AT CITY PARR 836 Mayor Bear ordered the matter held on the agenda for additional information PUBLIC UTILITIES COMMISSION 837 Application No. 539.35, Case No. 9578A General Telephone Company Notice of a prehearin.g conference on August 16, 1973 and a schedule of hearings in, the matter,of the application of General Tele phone Company for authority to increase its rates and charges for telephone service were presented to theCouuncilo The notices were received and filed MOTORCYCLES ® MOTORBI'S 847 Councilman Hesse reported that he had referred Mr. John Heater's letter of July 20th with Yrecomm.endations for regulation of motorcycles and motorbikes in Rolling Hills to the youth in. the Comity who had expressed an interest in the matter, with a request that they meet with Mr. Heater and report back to the Council. Mayor Bear ordered the matter held on the agenda° August 7, 1973 NEW BUS INNS S SOUTHERN,CALIFORNIA RAPID TRANSIT DISTRICT 850 Councilmen were advised that recommendations for a comprehensive Tublic transportation system in th "Los Angeles Basin presented to the Board. of Directors -of the Southern California Rapid Transit District on July 23rd were contained in an informational packet available for review in the Administration Office Mayor Bear referred the matter to the Transportation Committee, Councilmen Resse and Heinshei,mer for review and comment SOUTHERN CALIFORNIA ASSOCIATION OF COQ NTS 860 A letter dated July 20, 1973 from SCAO advised that a copy of a report titled "Profiles of SCAC's Regional Statistical Areas; A Technical paper" was being sent to City and County Plannin$ Departments. Mayor Bear referred the report to the Planning Commission SOi1`,1ERN CALIFORNIA ASSOCIATION OF_ OOVYER1 NTS 854 Correspondence from SCAO providing procedures for public hear- ing on the Regional Airport Plan was presented to the Council® The correspondence was received and filed. SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS 866 A letter darted July 209 1973 from SCAC, advising that a copy of the report "Citizens Hearing Board Recommendations for a Southern California Regional Airport System" was available for review by the Council was received and filed® The Mayor reported that the report was available in the City office for review by the Council CALfYORNIA CONTRACT CITIES ASSOCIATION 868 A notice of the August meeting of the California Contract Cities Associ,ation.on, Wednesday, August 15th was -presented to the Council. Mayor Bear said he would attend the meeting® BOARD OF SUPERVISORS,_ COUNTY OF LOS ANGELES 870 A letter dated July 30, 1973 enclosing the Envitonmental Protection Agency Transportation Control 'Plan,, Los Angeles Air Quality Control Region was presented to the Council® Mayor Bear ordered the correspondence received and filed® PLANNING CO IISSION 1050 Recommendations for Amendments to Sdbdiv*lbion Ordinance. Copies. of the actions at the adjourned meeting of the Planning Commission held on August 7, 1973, containing recommendations of the Planning Commission, for amendments :to -the Subdivision, Ordinance were distributed to the Council. Following press ntation of reports prepared by Richard Anderson, Planning Advisor and Commissioner games Johnston, the Commission, requested that the City Council consider the following amendments to the Subdivision, Ordinance 1) That goad easements and access easements be deducted from gross acreage of properties to be subdivided to establish net acreage. 2) That /09000 square feet minimum, exclusive of road and access easements in they one acre zone, and 80,000 square feet minimum, exclusive of road and access easements be required for subdivision. ®2- c a `aro P "I p. r,, 1 xY n. August ,4', 1973 3) That lots to be subdivided not be divided or bisected by roadways, or by easements for ingress or egress. 7= Councilman Hesse said it was his' understanding that subdivisions bisected by roads which were previously approved were considered favor- ably because of the open green areas that were preserved, and because of the pastoral quality of the scenery. Councilman 'Hesse said further that Cbuncilman Bear was encouraged to develop his property with most of the lots bisected by Portuguese Bend Road, to ensure that no lots would be ileveloped on the west side of Portuguese Bend Road, to preserve the can- yon. Councilman Bear agreed, and said that when he divided thirteen acres on Portuguese Bend Road there were alternatives that could have been considered in designing the lots, and he had complied with requests to develop contiguous parcels on both sides of Portuguese Bend Road to discourage any effort to construct homes on the west or canyon side of the road. Councilman Hesse recommended that an attempt be made to develop a plan that would preserve the maximum amount of open space and provide the least number of new parcels. Mrs. Saffo said it was the intention of the Planning Commission to discourage development of lots cut in half by a road, which results in unsatisfactory sites for construction of a fibme after road easements have been .deducted . Councilman Heinsheimer said that in addition to providing fewernew parcels an effort should be made to create only satisfactory lots,.- and he agreed that a two acre parcel with a road running through the middle was too small to be devel- oped satisfactorily. Further, Councilman Heinsheimer said that the Council seemed to be in general agreement on the need to develop a mini- mum requirement, but there was not full agreement about the proposal that lots hot be bisected, and he suggested that the matters be discussed sep- arately, and be presented before the full Council. The City Attorney said that separate amendments to the Subdivision Ordinance could be pre- pared, amending separate sections as requested by the 'Planning Commissio Mayor Bear ordered the matter held on the agenda for consider- ation and discussion by the full Council. He requested that Dr. Godfrey Pernell, Chairman of the Planning Commission be asked to attend the next Council meeting, and directed the City Attorney to prepare amendments to the Subdivision Ordinance for discussiono PAYMENT OF BILLS 874 City of Rollin Hills -9 Councilman Heinsheimer moved that Demands No. 2905 through 2932 be paid from the General Fund, The motion was seconded by Councilman Hesse and carried by the following roll call vote: AYES- Councilmen. CITY DEPARTMENTS 1348 SHERIFF'S DEPARTMENT REPORT The report of the Sheriff's Department for the month of May 1973 was presented. The Mayor requested that the Sheriff be contacted and asked to comment on the decline in violations in the City. FIRE DEPARTMENT ACTIVITY REPORT The Fire Department Activity Report .for the month of duly 1903 pias presented to the Council. The report was received and filed. MATTtRS FROM TM_ COUNCIL 1414 DEPUTY HANK PERALEZ Councilman Hesse said that Supervisor dames Hayes has assigned Deputy -Hank Peralez as a special liaison with the City to investigate the fire and meet with residents whose homes were damaged.or destroyed. He asked that the newspapers report the�assigrn.ment, and suggested that a letter be seat to Supervisor Hayes -t -unkink him for Mr. Peralez' service to the City. -4- 2V 13 August ,7� 1973 CHIEF 'PAUL SCHNEIDER Councilman D.einsheimer suggested that Los Angeles County Fire Chief Paul Schneider also be thanked for the time he has devoted to the investigation of the fire HITCHHIKING Mayor Bear ordered the matter held on the agenda for discussion when Councilman Battaglia is present. MATTERS FROM THE- AUDIENCE WATER TANK TRUCK Mrs. Saffo advised the Co 7ici.l that the City had obtained a 5,000 gallon water tank truck from the City of Manhattan. Beach under the Mutual Aid Agreement, and she had ridden in the truck during use in the burned areas. Manhattan Beach had provided the tank true and a driver and a utility truck and driver, and they watered the South- field area twice, the Portuguese Bend Road .fire area and certain areas along Crest Road, using a total of 10,-000 gallons of water. Mr.Russ Stallings accompanied them on part of the trip, and it was his opinion that to be effective it would be necessary to water daily. Mrs. Saffo said a fairly wide area was covered with a very light spray that pen.e® Crated 1/4 inch, similar to a light rain., but the canyon areas could not be reached. This was the first time a tank truck had been used in a fire area, Mrs. Saffo said. Mr. Stallings recommended that a more economical and less costly approach would be to use portable pipe and rainbirds, and he recommended the largest rain bird be used, with a small diffuser. They would be weeded for a period of a few months, Mrs. Saffo said, and Mra Stallings suggested that they could be borrowed from the County or the Arboretum. This method could put water into the canyon where it is needed. Mrs. Saffo said that a lot of new growth has appeared, and regular watering will encourage re -growth. Mr. Ken Montgomery has advised Mrs. Saffo that there is an abundance of capeweed at the South Coast Botanical Gardens, and he recommended that it be planted in the Southfield area. boy Scout Troop 1062 in Redondo Beach has volunteered to assist in planting the fire area, and Mr. Montgomery said capewood has runners and can be plugged. Mr. Montgomery and Mr. Frank Simerling are planning a demonstration of pruning on the Kenneth Watts property, 1 Wrangler Road, and Mrs. Saffo said residents will be advised in a Newsletter. Mr. Stallings will also use the 2 1/2 acres at the Fire Station. on Crest Road as a de:morniistration of fire retardant planting and erosion control Mrs. Saffo said she had recently spent a day at Stanford 'Research Institute, and she had. received the first draft of their :report on the Rolling Mills fire, which she said is a supplement to their assessment of the Santa Monica -Malibu fire. Mayor; dear thanked Mrs. Saffa for her re- port. Councilman. Heinsheimer reported that a geology and hydrology study is being made by dos Angeles County to determine what the geologi- cal hazard would be in. the event there is a 25 year storm.
